Case Description:

(Minghui.org) Mr. Song Jiwei lived in Donggang City, Liaoning Province. His health quickly improved after he began practicing Falun Gong in 1996.


He went to Beijing to appeal for Falun Gong on July 20, 1999, the day the persecution began. He was arrested and detained for 15 days. He was extorted close to 7,000 yuan before being released. Two months later when he was at work when the police showed up and arrested him. He was held at Donggang City Detention Center for more than 40 days and extorted 500 yuan.


In March 2000, he sought the return of the close to 7,000 yuan cash he was extorted following his first arrest. Wang Shengyi, a section chief of the local police department, ordered him arrested a few days later. He was again sent to the detention center. Guard Gao Zhixian beat him savagely and later ordered inmates to keep beating him. Mr. Song's face became deformed and he had blood in his mouth. They then stripped him naked and poured cold water all over his body. He wasn't released until 30 days later.


Mr. Song was arrested in June 2000 and given two years of forced labor at Dandong Labor Camp, where he was brutally tortured. The guards ordered him to sit still and would beat him when he had the slightest movement. He had trouble walking as a result. The guards once burnt his toes with a lighter and also shocked him with multiple electric batons for long periods of time.


Mr. Song was sent to a brainwashing center in August 2001 and detained for one month. In November that year he went to Beijing to appeal for Falun Gong. He was arrested and given three years of forced labor.


He was kept at Dandong Labor Camp before being moved to Weining Labor Camp in September 2003, where he continued to suffer from brutal torture.


The local police kept harassing him after he was released in November 2004. On the night of August 23, 2005, his wife and son were brutally beaten by more than ten officers at their home. The police confiscated their computer and motorcycle. His son was detained for half a month and his wife was sent to Masanjia Labor Camp. Mr. Song managed to escape, but he was arrested on August 1, 2007 while at work.


Mr. Song was secretly sentenced to 3.5 years on December 12, 2007. His family visited the court four days later, and the security guard on duty said Mr. Wang hadn't had any court hearing yet. His family returned the next day and requested to see Xin Jihui, who they learned was in charge of the case. Xin said in the phone that he wasn't going to meet with anyone involved in Falun Gong cases.


Mr. Song's family returned a few hours later and strongly requested to see Xin. Xin came out to say that Mr. Song broke the law and had to be sentenced. He then forced the family out of his office.


Mr. Song was sent to Xinrujian Prison in June 2009 and transferred to Xihu Prison one month later. He was brutally tortured, including being shocked with electric batons, pricked with needles, beaten, stripped naked and tied up before being thrown into a bath tub filled with cold water to be soaked for one day. Mr. Song developed stomach problems and blurred visions.


After he was released on February 1, 2011, the local police called him every month to intimidate him.


Mr. Song's wife, Ms. Wang Chun, was arrested on May 13, 2016 after being reported for talking to people about Falun Gong. Her son, Mr. Song Tao, was forced to sign a statement saying that she'd not practice Falun Gong. She was then released. One month later, Ms. Wang was again asked to sign some statements. She refused and the police forced her son again to sign on her behalf.


In July 2016, the police summoned Mr. Song Tao to the local police station and threatened to indict his mother if she still refused to sign statements herself. Her husband was traumatized by the police's repeated threats against her. His health further declined.


By August 2016, Mr. Song Jiwei had been unable to eat or drink anything, but the police still kept harassing him and his wife at home. The couple was forced to live away from home.


Mr. Song returned home on the evening of August 20, 2016 and died hours later, at 11 p.m. He was 60.
