Case Description:
Ms. Dai Shufen was a Falun Gong practitioner from Songjianghe Town, Fusong County, Jilin Province. Because she persisted in practicing Falun Gong, the local police have constantly harassed her since July 1999, when the persecution of Falun Gong began. On May 13, 2003, practitioner Guan Xingxian was arrested. The local police station chief, Zhang Enge, used the excuse that Dai Shufen had had contact with Guan Xingxian, and ransacked Dai Shufen's home. They took away Falun Gong books and materials. Afterwards, Zhang Enge often called Ms. Dai to harass and threaten her. As a result of the harassment and pressure, Dai Shufen fell ill. She passed away on December 26, 2003, at the age of 63.
