Wu Zhongmin - 武忠民
(Minghui.org) Mr. Wu Zhongmin, a Falun Gong practitioner from Xining City, Qinghai Province, was unlawfully put through forced labor twice. He was subjected to cruel torture during the first term because he would not renounce his belief in Falun Gong. As a result, he became disabled and could not walk. During his second term, Mr. Wu became disabled in all four limbs due to torture. He eventually passed away on May 20, 2013, at the age 50.
Background: Good Health After Practicing Dafa
Mr. Wu graduated from Zhengzhou Mechanical College in Henan Province and was assigned to work at the Yuxi Machine Tool Plant of the Sanmenxia West Railway Station in Henan Province upon completion of school. After the plant closed down, he moved to Guangdong Province and became a migrant worker.
At the Shenzhen Special Economic Zone, a city of extreme luxury and intemperance, he became heavily influenced and self-indulgent. He acquired many diseases and was in a decadent state.
He started practicing Falun Gong in 1993, and quickly regained mental and physical health, and cared less about personal interests and fame. His parents and wife also started practicing after witnessing the wonder of Dafa. They too experienced the upgrade of their morals and the wonderful feeling of not having any illness.
During the past more than 10 years since the Chinese Communist Party (CCP) launched the persecution of Falun Gong, Mr. Wu had been arrested and illegally detained in many provinces, cities, and places.
The list includes Guangdong Province, Henan Province, Qinghai Province, Beijing City, Shenzhen City, Sanmenxia City, Xuchang City, Xining City, Shenzhen Hongling Middle School, Shenzhen Liantang Police Station, Beijing Tiananmen Police Station, Sanmenxia Liaison Office in Beijing, Shan County Detention Center, Sanmenxia City Forced Labor Camp, Henan No. 3 Forced Labor Camp in Xuchang City, Sanmenxia City Second Term Brainwashing Center (formerly Sanmenxia City Armed Force Institute), and Xining City No. 2 Detention Center.
Tortured in a Labor Camp to Disability
The first time Mr. Wu went through forced labor was at the Henan Province No. 3 Forced Labor Camp. During the four years there, he developed disability in his right foot as a result of the torture he suffered, which also cause his hands to lose mobility.
According to a doctor, his disabilities were due to central nervous system damage.
He had appealed to many departments including the Supreme People's Procuratorate, provincial Procuratorate, city Procuratorate, the Public Security System, and the Ministry of Civil Affairs, but was ignored by the officials. The Minghui Website published a series of articles entitled “Five Years of Persecution for My Belief in Truth-Compassion- Forbearance” by Mr. Wu in June 2005 to expose the persecution he was subjected to by the authorities of the CCP.
Mr. Wu stated:
“During the past five years I have suffered unimaginable physical and mental torment. At the detention centers and labor camps, I was tortured many times with the “death bed” torture. In addition I was tortured with "tying the ropes," shackled, force-feeding, and gang beatings.
“At the No. 3 Forced Labor Camp, the guards ordered about 100 inmates to beat us and forced us to do intensive slave labor. They also assigned people to try to brainwash me around the clock, and I was subjected to threats, intimidation, deceit, starvation, extortion, and had icy or boiling water poured on me.”

Torture re-enactment: Handcuffed and Shackled
A few days after his return from working away from home for a year, Mr. Wu was arrested at the home of his parents on the afternoon on May 26, 2006.
More than 10 officials and police officers from the Xining City Police Department, Ministry of State Security, Xining City 610 Office, Chengzhong District 610 Office, Chengzhong District Police Station, Nantan Police Station, and the Nantan Administration Office, broke into the home of his parents in Nanshan Police Court, Xining City, in broad daylight, arrested Mr. Wu who was disabled in his foot and couldn't walk properly, and took him to the Xining City No. 1 Detention Center, No. 3 Brigade.
He was carried into the police car, dragged into the detention center, and put on a “tiger bench” straight away.
The “tiger bench” is also called a “disciplinary chair” by the CCP's officials. It is usually made out of metal with panels installed to restrain the legs from top, bottom, left, and the right side, and has built-in cuffs for the hands.
His mouth was stuffed with a towel so he couldn't talk or clarify the truth about Falun Gong.
Forced Labor Camp Again Admits Him Even With Disabilities
About seven officials, including secretary of the Shan County Political and Legislative Affairs Committee, Lu Fei from the Police Department Public Security Division, and Jia Zhongmin from the 610 Office, went to Mr. Wu's home on July 12, 2006 in a van and a police car and arrested him. They showed a notification for a sentence of forced labor which failed to include the name of the labor camp (labor camps in general do not admit people with disabilities).
Mr. Wu was only allowed to wear his underpants. He was handcuffed and taken to the Henan Province No. 3 Forced Labor Camp located near the Balingqiao area in western suburb of Xuchang City. Knowing full well that he was not able to take care of himself and couldn't walk, Zhang Rongjin, vice president of the forced labor camp and the Instruction Office director Li still admitted him into the camp and declared, “We admit all Falun Gong practitioners.”

Mr. Wu shouted, “Falun Dafa is good!” in the drill round during dinner on that day and was carried back to the cell. Instigated by the head of the No. 3 Brigade, Shi Baolong, the inmates of the No. 1 Squadron and the inmates assigned to monitor him, including Fan Yongsheng (a drug addict) and collaborator Tang Jianhong who actively helped in “transforming” Falun Gong practitioners, beat Mr. Wu mercilessly. Later, he was dragged to the notorious No. 1 Squadron.
Guard Shi Baolong kicked him in the head and in the ribs and slapped his mouth with a shoe at the No. 1 Squadron office. Shi cursed and said, “Let Wu Zhongmin fight the crowd to the canteen from now on.”
Li Yongjun, the lead of Team No. 1 (a drug addict and convicted for trafficking historic cultural relics) kicked Mr. Wu at the bottom of his left ear which caused him to almost lose consciousness. Lead of the No. 1 Squadron Xu Shuiwang cursed and along with Tang Jianhong, tortured him by tying him up with ropes.

Relentless Torture Continued
Mr. Wu suffered from nervous shock many times between the end of September to November, 2006 and was repeatedly hospitalized. Guard Shi Baolong instigated criminal inmate Hu Zhiyong and Hao Haishun (a religious prisoner) to carry Mr. Wu by his shoulders while running to the canteen. They also subjected him to a torture method similar to the “big hang” which caused extreme pain. Not only did the guards and inmates ignore his painful screams, but they repeatedly used the same method against him.
When visitors came to the workshop at the No. 3 Brigade on the evening on July 7, 2007, Mr. Wu stood up in the back and with a loud voice told them about his poor health condition and the cause of it.
The camp political instructor was furious. As soon as the visitors left, guard Zhu Yingkui immediately ordered the lead of Team No. 2, Zhang Chunsheng, to take away his crutches and break them in front of all the guards and inmates.
Mr. Wu was forced to go back to his cell without any help. Guard Xu Shuiwang also instigated criminal inmate Kang Zheng and Lian Xiaoyi who were assigned to monitor Mr. Wu, to insult and kick his feet which caused his toenail to fall off and his toe to bleed. His big and small toe on his left foot were also injured and later became infected. He could only walk painfully by supporting himself with a bamboo stick.
He developed a high fever and trembled all over. Guard Zhu felt pretty good about what he did and told Mr. Wu in front of everybody, “I am determined to torture you and make it a living hell for you.”
Instructed by Zhu, Lian Xiaoyi and Li Dongbing who were assigned to monitor Mr. Wu, took him to places where nobody could see during the day, repeatedly lifted him up and threw him on the ground. At night, they stepped on Mr. Wu's feet and cause his little toe on his left foot to break off.
False Statements by Doctor Upon His Release Avoids Responsibility
When Mr. Wu's term ended on November 30, 2007, the camp doctor Zhang Xin pretended that he couldn't find his medical records and therefore didn't truthfully fill out the physical examination form. Zhang only wrote down that Mr. Wu's right ankle couldn't move and that he used to suffer from tuberculosis, without mentioning his broken toe, the stiff left ankle, being hospitalized four times, and the reoccurrence of infection and tuberculosis.
Four officials from the Shan County 610 Office in Henan Province promptly took Mr. Wu to the train station in Zhengzhou, and took him back to his hometown in Qinghai Province. Mr. Wu was made to wear two layers of face masks so that the officials would not get infected.
Once in Xining City, the CCP officials hired two villagers just outside of Mr. Wu's home and asked them to carry him into his home in order to evade responsibility. Cao Rui, one of the officials, video recorded briefly from outside of his home before the officials quickly left.
Mr. Wu's elderly father who was in his 80's took care of him after he was released. His mother Ms. Li Yuegui is also a Falun Gong practitioner who believes in the principles of Truthfulness-Compassion-Forbearance. She went to Beijing twice to appeal for Falun Gong and was detained and persecuted at the Beijing Tiananmen Square Police Station, city police station, and the Baodi Detention Center in Tianjin.
She was later sentenced to one year of forced labor, and became mentally ill as a result of the persecution she was subjected to at the notorious Qinghai Provincial Women's Forced Labor Camp.
Again Arrested With Disabilities and Passes Away
Despite the fact that he had disabilities in his legs and was not able to take care of himself, Mr. Wu was arrested again on May 9, 2011 and taken to the brainwashing center located at the Qinghai Province Internal Revenue Service Training Center in the Tuanjieqiao area, Xining City, set up by officials of the Qinghai Provincial Political and Legislative Affairs Committee.
As a result of severe persecution he was subjected to year after year, Mr. Wu had disabilities in his four limbs and couldn't take care of himself. He eventually passed away on May 20, 2013.
