Crimes Committed by the Authorities in Yandu (county), Jiangsu (province)

(1) Zhang Wannian, 71, was the head of the Yungang Food Distribution Center in Yandu County, Jiangsu Province. Before he began to practice Falun Gong, he suffered from 11 different diseases. His body had become deformed from these diseases, and it was difficult for him to move around. He started to practice Falun Gong in 1994, and one year later he was cured without the benefit of any medical intervention. He was an outgoing person, eager to help people in need. He also volunteered as a deputy assistant leader at the local Falun Gong Volunteer Center. He went to Beijing in February to make an appeal on behalf of Falun Gong, where he was arrested and sent back. He was detained at the Yandu County Food Bureau Hotel, where he was forced to undergo "transformation." The guards took turns watching him and forced him to remain standing at all times. His determination in practicing Falun Gong remained unchanged, and he endured the inhumane treatment for 13 days. He was forced to pay 7500 Yuan (7 months of an average salary) of "case fee" and was then moved to the Nanyang Detention Center. After a month at the detention center, he was sent to the Yungang Mental Hospital, where he was abused and tortured for another 45 days. He was then sentenced to one year at the labor camps. Around mid-September Mr. Zhang began a hunger strike in protest and became very weak a week later. The prison guards were afraid of being blamed for his death, so they carried him to his home. Mr. Zhang passed away one day later.

(2) Practitioner Yan Jiehua, 44, used to suffer from a number of diseases. After one year of practicing Falun Gong, he no longer did. He has done a lot to spread the Dafa to the local people. He volunteered as the head of the Yandu County Falun Gong Assistance Center, and therefore became a main target of the local authorities after they began to persecute Falun Gong last July. Xu Chengwen, the deputy chief of the Yandu County Police Department, personally led the police squad to interrogate and beat him on numerous occasions with a variety of inhumane methods. They tortured practitioners who have stepped forward on behalf of Falun Gong since this February, and forced them to claim that Yan Jiehua was behind their actions, hoping to use that as "evidence" of his alleged crimes. They were inspired by the ancient torture of tying the different parts of a prisoner's body to five different horses, and then letting the horses run in different directions. So, they handcuffed Yan's hands to two iron gates, and then they pushed the gates open, causing him tremendous pain. They then forced Yan, who was on the verge of death, to place a thumbprint next to a falsified statement claiming that he was an "organizer of going to Beijing to make appeals for Falun Gong." He was then held at the local detention center for a month, and at the Yungang Mental Hospital for another 45 days, where he endured even more inhumane torture. Through it all, Yan dealt with everything with great benevolence and forbearance, and refused to bend to the evil. In the end, he was sentenced to one and a half years at the labor camps.

Wang Jinyu, a local practitioner from the Chengxi Village, went to Beijing on October 2nd to make an appeal on behalf of Falun Gong. She was arrested and brought back on October 6th. The police and heads of the village locked her into a 65 square-foot (6 square-meters) room. There was no window in the room, and they only left a quarter-sized hole in order to monitor her. She was not given any food or water, and they also forced her own daughter to beat her. In addition, the head of the local women's council brought seven or eight people to physically and verbally abuse her and throw cold water on her everyday.

(3) The authorities opened an "intensive transformation class" for all the "key practitioners" on June 10th, 2000. Eleven practitioners were forced to remain at the Farming Training Center in the new district of Yandu. Five practitioners, Guo Naitong, Zhu Yong, Wang Guiru, Chen Jian, and Wang Aihua, were then thrown into the Longgang Mental Hospital, where they were tortured with a variety of inhumane methods. The evil people used electric needles to electrocute practitioners and forced them to take medication that damaged their brains. As a result, a number of practitioners still show symptoms of slow reaction time, memory loss and exceeding nervousness. Six other practitioners, Zhang Shuying, Wang Shuilian, Wang Lanfeng, Zhou Guangfeng, Wang Deli, and an old grandmother with the surname of Gu, were locked into the city detention center, where they were beaten and interrogated many times. Practitioners had no choice but to hold hunger strikes in protest. The evil guards forced their mouths open with metal tools and force-fed them with leather tubes, causing the teeth of some practitioners to be severely damaged.

During the "transformation class," the hands of practitioners were handcuffed behind their backs. Members of the patrol squad repeatedly beat and kicked practitioners, and openly declared, "Beating a Falun Gong practitioner to death breaks no laws." They kicked practitioners down to the ground, dragged them up, and then kicked them back down to the ground over and over again for six days. They also bullied the relatives of practitioners into beating and abusing practitioners to force their "transformation." They believed the ancient saying of "Good deeds and bad deeds all have consequences', so they used the relatives of the practitioners to do their dirty deeds, as a way to push aside some of their responsibility.

(4) Another round of "intensive transformation class" began on November 20th. The objectives of the "class" are especially vicious and transparent: (1) As the New Year is about to arrive, they are trying to prevent practitioners from going to Beijing. (2) They are planning to hold the class for a long period of time, so the practitioners will lose their jobs and have no source of income. (3) They are trying to prevent any contact between practitioners and their friends and families. The city government provided 160,000 Yuan to fund the class, which was mainly used for entertaining the "class counselors." Each practitioner was forced to pay 800 Yuan for the room and board cost of the 40-day class. Nobody is allowed to visit the practitioners, and the "class" is completely closed off from the rest of the world.

The local police and heads of their workplaces are closely watching the homes of all practitioners. Any practitioner, once found, is forced to attend the class. When the practitioners asked why they were being arrested and asked for police ID cards, the replies were, "We do not need any reason to arrest you, nor do we need to show you any ID cards" or "Just because you have practiced Falun Gong. A police badge gives me the power to arrest anyone at any time."

(5) Currently, there are a total of 15 practitioners who are being forced to attend the class, including Guo Naitong, Wang Guiru, the old grandmother with the surname of Gu, Wang Shumei, Feng Zhaoyu, Zhang Shuying, Chen Lin, and He Zhengsheng. Four people are assigned to watch each practitioner. Anyone who does not get "transformed" within 40 days will be sent to the labor camps.

At this time, 17 local practitioners, including Gao Yulan, Zhang Xinmin, Yan Jiehua, Zhu Aifang, Wang Jianpin, Xu Hongfang, Lian Yueqiu, Zhu Sufang, and Zhang Wannian, have been given a minimum of a one-year sentence at the labor camps. Tang Qiufeng and Sun Guifang are serving their sentences outside of the prison.

In addition, practitioner Cai Qiaofeng was arrested and brought back when he went to Beijing to appeal for Falun Gong on October 1st. He was escorted to the city detention center on October 9th, and moved to the Longguang Mental Hospital a month later. He has still not been released.
