"Death Penalty for Leaking State Secrets, Which is Guilty of A Capital Crime
[Xinhua News Agency, Beijing] Today the Chinese Supreme Court published an explanation on certain issues of applying the law on stealing, spying, purchasing, or illegally providing state secrets and information to foreigners. According to this explanation, those who have caused severe damage to the country and the people and whose cases are very serious can be sentenced to death and forfeit their personal property.
The circumstances of "serious nature" in this regard: Steal, spy, purchase, or illegally provide at least three top state secrets to foreigners; Steal, spy, purchase, or illegally provide a top state secret and information to foreigners which cause extremely severe damage to the state's security and interests.
Also, those who steal, spy, purchase, or illegally provide confidential state secrets and information to foreigners can be sentenced to 5 to 10 years in prison and forfeit their personal property, if they have one of the following situations: Steal, spy, purchase, or illegally provide at least three confidential state secrets to foreigners; Steal, spy, purchase, or illegally provide a confidential state secret and information to foreigners which cause severe damage to the state's security and interests."
The explanation of "damaging state's interest" has thoroughly exposed Jiang's group's intention of escalating the persecution.
You may think that this is the impressive-looking act of a country's executing law within its boundary, and that this is right and proper for every country. But as Jiang's group deeply fears their vicious acts being exposed, and as Jiang dictates China and always overrides the law with his own wish, we have to ask, "How to define the vague phrase 'damaging the country and the people'?"
You may not have known the crime Jiang's group imposed against Ms. Teng Chunyan. She sent foreign news media information about officials illegally detaining Falun Gong practitioners in mental hospitals. (This news was claimed to be a state secret; later, officials claimed its revelation to be "damaging to the country". This pattern continues unchanged from the earliest sentencing of Falun Gong practitioners, regarding any news of illegal activity by government agents and officials during this unconstitutional crackdown of Falun Gong.)
In the self-burning incident that happened recently at Tiananmen Square, a CNN news crew was detained for having videotaped the scene. Their tapes were confiscated for containing a state secret. Accordingly, we can tell that Jiang's group is indeed selectively manipulating the law to reach their ulterior goals.
All kind-hearted people please wake up. Please disclose the evil acts of these vicious lawbreakers and give them no place to hide. Thus they will be neutralized. Please remember, "A threat to justice anywhere is a threat to justice everywhere."

The wrongdoings of Jiang and his kind are well known to the public already. As the world enters the new millennium, the vicious powers led by Jiang have shown no interest in correcting their misconduct, and they are deteriorating even further. They have brought a huge misfortune to the Chinese people under the banner of "serving the people". Those in Jiang's group judge everything with money and deceive whenever they can. They denigrate the poor, instead of the true criminals. With corruption and degeneration, in menacing gangs and sinister groups, these public functionaries embezzle state wealth and illegally export it. Meanwhile, tens of millions of unemployed workers struggle to survive and live in dire poverty. Inside China, the government blocks the Internet, trying to hide their shaky hearts with a fierce appearance; outside China, they present a false impression of peace, and claim contrary to known facts that the situation of human rights is at its best time. Inside China, the leaders have set bad examples, which their subordinates follow without fear of punishment; outside China, they try to deceive others with all kinds of lies.
Jiang's group is furious with Falun Gong practitioners, who defend citizens' rights unselfishly, awakening people's innate kindness while the evildoers are in power. Jiang's group has repeatedly confounded right and wrong by bringing a host of fabricated charges against Falun Gong practitioners. Led by Luo Gan [one of the members of Chinese government, who is in charge of the law and security], they first stirred up trouble by illegally beating and arresting people in Tianjin in 1999. The State Appeal Office appallingly lied in the People's Daily afterwards. Then they had the groundless massive arrests on July 20, 1999 and started their illegal brutal persecution. At least 134 people have died during this persecution.
But kind-hearted people in the world know, "A threat to justice anywhere is a threat to justice everywhere." Impelled by overseas citizens and Falun Gong practitioners calling for righteousness and kindness, more and more people have joined Falun Gong or voiced their support of practitioners. Jiang's group has found themselves boxed tightly into a corner, as more and more kind-hearted people become more clear-headed about what is right and what is wrong. Their unlawful deeds are being exposed and confronted; yet Jiang's group struggles as if it were at the utter verge of death. Dark forces fear light. As their savage acts continue to be exposed again and again, Jiang's group intensifies their persecution against Falun Gong practitioners, not only in mainland China, but also overseas, including against the founder of Falun Dafa. They send secret agents abroad to get information about practitioners and to disrupt their normal cultivation, living, and work environments. They use the state media to knowingly spread fabricated and arbitrary rumors and to slander people overseas. They use rumors as evidence to prove a so-called Falun Gong practitioners' group suicide. After all of these plots have been disclosed and their claims disproved, they blatantly violate the letter and dignity of the Chinese Constitution, and of international treaties. They have started to arrest practitioners coming from overseas, and destroy tapes of foreign news workers who filmed in Tiananmen Square. Lately, Ms. Teng Chunyan from the United States, several practitioners from Australia, and Professor Zhang Kunlun from Canada have been illegally arrested, sent to labor camps, and even sentenced to jail terms. Ms. Teng was illegally sentenced and is secretly jailed.
Confronted with the righteous actions of Chinese citizens and practitioners, these vicious people often find their wishes frustrated. Having endured inhumane treatment, Professor Zhang Kunlun was finally released earlier this month. We need to awake everyone who has innate kindness. Jiang's group has wild ambitions and is still searching for ways to hide the truth from the country and the world.
