A Falun Gong practitioner called the Party Secretary of a district and told him that some police stations had received orders granting them the authority to shoot Falun Gong practitioners while arresting them. Also, that if practitioners were killed, they could be cremated on the spot without verifying their identities. The secretary said, "I will definitely investigate this. Our country has laws. How could one shoot at will?" A practitioner phoned a university leader and chatted with him for about 15 minutes. The university leader listened very carefully and said that it was inconvenient for him to express his view on the Falun Gong issue. He also said that the Ph.D. candidate who was forcibly sent to the brainwashing center would soon return and it was not the university that had sent him there.

According to a report from Apple Daily on November 21, the World Association of Newspapers

and the International Editors' Forum wrote to the Hong Kong SAR government asking them to abandon the legislation of the anti-subversion law required by article 23 of the basic law. They strongly criticized the proposed law saying, "it will give excessive weight to national security at the expense of civil liberties, especially freedom of the press and freedom of speech."

Apple Daily reported on November 24, that the U.N. Commissioner of Human Rights expressed his deep concern that the legislation of article 23 of the basic law would undermine the Hong Kong people's human rights and freedoms when he met with Mr. Li Zhuming, the Chairman of the Democratic Party. After investigating the proposed legislation, U.N. personnel who are in charge of t human rights affairs pointed out that if Hong Kong SAR government does not issue the white-page protocol of the law, the overall consultation process will not be in accordance with the spirit of the World Human Rights Convention.

A number of Australian citizens' have family members living in China who are currently suffering from the persecution of Falun Gong. Yan Zhihui's older sister, Ms. Yan Haiyu and Lisa's younger sister, Ms. Tang Yiwen are wrongfully imprisoned in the Chatou Female Re-education through Labor Camp in Guangzhou City. Mr. Li Qizhong's fiancée, Ms. Li Ying is imprisoned in the Qingsong Female Re-education through Labor Camp in Shanghai City. We call on kind-hearted people to extend a helping hand by phoning the labor camp and clarifying the truth about Falun Gong, and to sincerely persuade the police to cease assisting the evil and immediately and unconditionally release all Falun Dafa practitioners who are illegally held there.

Ms. Luo Zhen is Ms. Yoko Kaneko's (Chinese name, Luo Rong) older sister. Yoko is a Falun Gong practitioner from Japan who is currently imprisoned in the Tuanhe Re-education through Labor Camp in Beijing. On November 5, the local police suddenly abducted Ms. Luo Zhen from her home in Mudanjiang City, Heilongjiang Province. The policemen told her family that they would sentence Luo Zhen to two years in a forced labor camp. Ms. Luo Zhen is not a Falun Gong practitioner. In addition, she is suffering from severe heart disease. Japan Falun Gong spokesperson pointed out that Ms. Luo Zhen's arrest is likely related to the fact that she informed Yoko's husband, Mr. Kaneko, about Yoko's hospitalization.
