Before the fifth anniversary of the Return of Hong Kong to China, many visitors were denied entry to Hong Kong. According to Mrs. Shuyi Liu Ye, director of Hong Kong

Department of Security, HK Customs did not have any blacklist of names.

Based on what, then, did the clerks at the Customs office decide who to deny entry if not a name list? Did they use random sampling? And the randomly selected happened to be all Falun Gong practitioners. How strange!
