Dear Mr. Tung Chee-hwa,
We are shocked to learn that a 71-year-old Hong Kong resident who practices Falun Gong, Mr. CHAN Wing Yuen. He was arrested in Rangoon Myanmar and, was then secretly sentenced in prison on 1/31/2002 without legal representation or the presence of his family members. All that he did was to display a small-sized banner that read "Truthfulness-Compassion-Tolerance" in a street of Rangoon on Dec. 12, 2001, Myanmar. without All this happened due to the pressure on Myanmar government from the Chinese embassy in Rangoon.
An old man in his seventies, was sentenced to such harsh jail term, only because he was trying to display a banner. As a Hong Kong resident, Mr. Chan should be protected by Hong Kong jurisdiction. Falun Gong is perfectly legal in Hong Kong despite of the persecution of it that has been on going for over three years in mainland China. From the perspective of jurisdiction, we are not sure what law Myanmar government was referring to. The pressure from the Chinese embassy in Rangoon also caused our great concern on the promise of "One country, two systems". This sentence by the Myanmar government was incredible, unreasonable and not legal. Thus it causes extreme concern and shocks.
In the past over three years, the persecution of Falun Gong by the communist regime headed by Jiang has been escalating systematically over times. No matter inside or outside of China, Jiang's activities are more or less centered around this bloody policy. He stopped at no means in order to carry out this persecution, which has long been beyond the border of China's jurisdiction.
We sincerely hope Hong Kong government could investigate this case and take an active part in the effort to rescue the innocent old man, Mr. Chan, who has been in jail for over a year now. At present, the Article 23 legislation proposal has triggered grave concern from Hong Kong residents, while this issue of Mr. Chan would become yet another test of democracy and rule of law of Hong Kong. If Hong Kong government could not even protect its own citizen who didn't do anything wrong, can you imagine how this government would be viewed among its citizens?
After all, evil is always minority and can never last long. The persecution of Falun Gong will soon end. No mater who, no matter which government, what they do in this persecution would have profound influence on its own future. Those who stand still in defiance of the evil, will set a great example for history. Yet those who give up the principles and lose its own sense of conscience would leave a pitiful record on history too.
Right now, Jiang Zeming, the man who was solely responsible for all the persecution of Falun Gong has been sued by Falun Gong practitioners in the United States for "genocide" in the persecution. A World Organization to Investigate the Persecution of Falun Gong has already been set up in America on Jan 20, 2003, with the mission to conduct independent investigation of all the propaganda stories created by the communist regime.
Hong Kong is an international metropolitan city and also a focus of attention of the world. All those rights groups, international organizations, governments and people with conscience from all walks of life, after knowing what has happened to Mr. Chan, are calling for a right solution. As long as Hong Kong government would like to support these kind-hearted people, your voice of conscience will for sure be echoed by many more in different corner of the world.
