Around October, 2002, while Falun Dafa practitioner Mr. Li Haishan from Wei County, Hebei Province was clarifying the truth in Daming County, police abducted him and took him to the Daming County Detention Center, where he was tortured. Li Haishan went on hunger strikes to protest the unjust persecution. Police force-fed him with a chili pepper solution that caused him to lose his voice. He was later transferred to the No. 5 Team of the Handan City Labor Camp, and went through numerous forms of torture there.

From August 1999 to November 2003, six Falun Dafa practitioners from Muling City have been illegally sentenced. Twenty practitioners have been sent to labor camp. Seventy have been illegally detained.

Falun Dafa practitioner Mr. Pan Zhenfang went to Beijing four times to validate the Fa, and was unlawfully detained four times. He has been illegally fined more than six thousand Yuan [500 Yuan is the average monthly income for an urban Chinese worker]. In February 2001, His wife Zhang Chunhua was illegally abducted and sent to the Tangshan City Labor Camp. She was released after one year. Only a few days after returning home, Mr. Pan Zhenfang was abducted, and sentenced to three years in the Wanzhuang Labor Camp in Langfang City. He was transferred to the Gaoyang Labor Camp in spring of 2001, and went through all kinds of torture there. His family is forbidden to visit him during this three-year sentence.

The following are facts regarding the persecution of Falun Dafa practitioners in Liaocheng City, Shandong Province: Falun Dafa practitioner Ms. Qi Fengqin, an employee of the City Party School, was arrested because she clarified the truth of Falun Gong, went on hunger strike to protest, and died of force-feeding in October 2000. Falun Dafa practitioner Fan, a teacher by profession, was abducted in 2000 and put in a detention center and brainwashing class. He was sent to a mental hospital in the summer of 2003 where he was tortured. Falun Dafa practitioner Mr. Zhang Feng, an employee of the Liaocheng City Experimental School, was arrested in February 2002, and is currently on a hunger strike. He is still being force-fed in the Dongchangfu District People's Hospital. The evil has said that they will send him to labor camp.

On July 16, 2003, State Security Team Police Mr. Zhang Lijun of Xingcheng City, Liaoning Province stormed into Falun Dafa practitioner Ms. Yang Suying's home in Qiaonan region with four to give other such villains. They climbed the wall, and then into broke into the house, where abducted Yang Suying. She was then brough to the Xingcheng Detention Center where she remains today. Yang's husband is also a Falun Dafa practitioner, and was detained in the Huludao Labor Camp. He was released but was only able to return home for a very short time, because he had to become destitute and homeless in order to avoid being unlawfully arrested while at home. Their teenage child has had to rely on his feeble grandfather who does not have any source of income.

Police in the Guanghua Substation of Mudanjiang City, Heilongjiang Province have been actively persecuting Falun Dafa practitioners since 1999. There have been many Falun Dafa practitioners abducted by police from the Guanghua Police Substation during the large-scale, city-wide arrests of Dafa practitioners in October, 2003, such as Ms. Jin Yingzi, Hao Rong, Ms. Hao Ping, Mr. Hao Wei (his home was illegally ransacked, and he was detained for two days), among others. On many occasions police officer Zhong Ke form Guanghua Substation extorted money from Falun Dafa practitioners with the excuse being that he was only borrowing the money.

Every day, illegal operations are being carried out in the Dalian City Post Office, in which civil mail is either opened or destroyed. The basic procedure they use is as follows: 1. They pick out any unique envelopes, smaller envelopes, personally printed envelopes, handwritten envelopes that are similar, envelopes with the same stamp or the same weight. 2. They use infrared equipment to detect if there is anything suspicious in these envelopes. 3. They hand open the envelopes that the machine has detected. If it contains Falun Dafa material, they destroy it immediately. If not, they will reseal the envelopes, and re-mail them later. They pick letters from outside the province first, then pick on the letters that are sent within the same province. They are relatively lax on the letters going out of the province. Looks like clarifying the truth to local people with letters is a good method.

We can use the following methods: 1. Buy formal envelopes 2. Write with more people, and in different hand writing styles on different envelopes 3. Buy multiple style stamps, and use different stamps on each batch of mailing 4. Make sure the letters are not overweight, two pieces of letter-sized paper plus one piece of plain paper is good 5. Put the letters in mail boxes in different area and at different times, do not mail too many at once, so as to reduce the chance of the same person picking through the letters you send all at once 6. Hand write on the envelopes, try not to use typing on the envelopes.
