- On the evening of February 27, 2003, policemen illegally went to arrest Dafa practitioner Kang Jingtai, but they failed since he was not at home. Instead, the policemen abducted his father, wife, four sisters and brothers-in-law and took them to the Public Security Bureau as hostages. His relatives were threatened and frightened by the policemen. A few days later, Kang Jingtai was arrested too, and his relatives were detained illegally for three days before being released.
- Also in February, after policemen failed to find Dafa practitioner Xin Baodong, they searched his brother-in-law's house. They even tore up the house's attic and destroyed a chicken coop. The sister and brother-in-law were arrested. The policemen set up a telescope in the distance to keep watch on the house.
- As Dafa practitioner Liu Guiqin left home before policemen came to arrest her, her husband, son, and her daughter were taken hostage by the police.
Liu's daughter-in-law was handcuffed and her hands became swollen.
Liu's husband was held hostage for a day and a night before being released.
During the whole process of this persecution of Dafa practitioners by the policemen in Sanhe City, the policemen would search practitioners' homes on the grounds of suspicion only. They would threaten and arrest people casually. People were scared, especially in Nanguan Village; almost all the people in the village were persecuted. This persecution of Dafa practitioners aroused great indignation among the population of Sanhe City.
