Party Secretary Gao Xiaolan of Beijing's Tiantan Hospital acted as the prime agent in following Jiang's regime in persecuting Falun Dafa and practitioners since July 20, 1999.

Recently three practitioners from Tiantan Hospital have been detained in forced labor camps. One practitioner escaped and is on the run to avoid persecution, and a dozen practitioners were sent to brainwashing classes. Because two released practitioners did not cooperate with Gao Xiaolan's orders to write a so-called "letter of guarantee," one of them was not given a job and the other one still has not been able to get his monthly retirement pension of about 1000 yuan and only receives the minimum 600 yuan.

Party Secretary Gao Xiaolan directed, controlled and participated in Tiantan Hospital's persecution of Falun Gong. The hospital's criminal activities to date are as follows:

After the persecution of Falun Gong began on July 20, 1999, Beijing Tiantan Hospital assigned more than 30 practitioners to brainwashing classes. Practitioners were divided in groups, and the party secretary of each section of the hospital was responsible for brainwashing one of the groups. They would extend the classes overtime, on into the evenings, to bombard the practitioners with defamatory statements and slanderous propaganda. They forced some practitioners to go on a TV station to "profess" what they did "wrong" one by one, doing everything they could to coerce practitioners into giving up the practice.

In October 1999 Jiang Zemin superseded China's Constitution and outlawed Falun Gong. Practitioner-employees of Tiantan Hospital frequently went to Beijing to appeal to the Central Government on behalf of Falun Gong. The hospital would then demote the practitioners, pay them a salary of only 300-400 yuan, force them out of their positions, and assign them janitorial duties or work as doorkeepers.

In 2000 during the "Two Conferences" (National People's Congress and Chinese People's Political Consultative Conference), in order to prevent practitioners from appealing to the Central Government, Beijing Tiantan Hospital transferred its practitioners to a detention facility outside of the city for as long as two weeks, regardless of how much manpower and money were involved.

Before July 20, 2000, the hospital decided to pay the four practitioners who went to Tiananmen Square to validate Dafa only minimum wages. They also deprived them of their original positions with the hospital but retained them there for a one year probationary period.

Around the Chinese New Year 2000, the hospital transferred seven or eight practitioners into the Beijing Women's Labor Camp twice for forced brainwashing.

Between July 20 and October 1, 2004, Gao Xiaolan cooperated with the local authorities to have practitioners Wang Chunhua, Wan Jinmin, and Liu Xiaoli arrested and sent to the police station. One of them was then sentenced to a forced labor camp for two years.

At about 9 a.m. on July 5, Gao Xiaolan arrested Wan Jinmin, Wang Rumin and two others and sent them to the so-called "totally segregated brainwashing class", whose forty staff members included police officers, security agents and collaborators.
