Judging from Legal Actions Taken by Canadian Authorities, Jiang Zemin's Hate Propaganda Is Doomed to Fail

At of the end of January 2004, the Royal Canadian Mounted Police have included 45 Chinese high-ranking officers on their watchlist of criminals responsible for perpetrating atrocities against Falun Gong practitioners. Included on the list are Jiang Zemin, Li Lanqing and Luo Gan, who are mainly responsible for instigating these crimes against humanity. On February 3, 2004, Pan Xinchun, the Deputy Consul General of China in Toronto, was found guilty of libel and ordered to pay damages and legal costs for slandering Falun Gong practitioners. During February 23 to 25, 2004, the trial against a local Chinese newspaper in Montreal for defamation and incitement of hatred against Falun Gong will conclude, as well. It is clear that Jiang Zemin's hate propaganda is meeting stronger and stronger resistance from civilized Western society.

The Crimes Against Humanity and War Crimes Program (CAHWCP) in Canada has a list of 45 high-level Chinese officers, including Jiang Zemin, Li Lanqing, Luo Gan, Liu Qi and other members of the "610 Office" involved in persecuting Falun Gong. This means when anyone on the list lands in Canada, prompt investigation could be conducted. Consequently, the application of this program could lead to refusal of visas to Canada, cancellation of their Canadian citizenship and deportation, and charges and punishment based on Canada's laws concerning crimes against humanity.

Although the direct and brazen persecution of Falun Gong practitioners occurs only in China, based on contemporary human rights concepts and basic laws, such persecution is a crime against humanity. The application of "CAHWCP" in punishing the persecutors shows not only that the violators will face justice for what they have done, but also confirms that the nature of the suppression is a crime against humanity in the eyes of many in Western society.

Pan Xinchun's libel originated from Jiang Zemin

A Deputy Consul General of China in Canada slandered Falun Gong and termed a Falun Gong practitioner as an "evil cult" member. This is such a common practice in China: labeling something with no regard for the truth. However, it is not accepted by the laws of civilized society. Pan Xinchun was convicted of libel and ordered to pay damages. His status as a consular officer could not protect him in light of his illegal actions.

Although the court found Pan Xinchun guilty, Jiang Zemin is the person who gave the orders for the persecution. The court's verdict indicates that slandering Falun Gong is against international law and Canadian laws. This applies not just to those who carried out the specific actions, but also those who gave the orders for them to do so.

The spread of hate propaganda by Les Presses Chinoises goes far beyond libel in nature and can be traced back to Jiang Zemin

Les Presses Chinoises has engaged in a campaign to systematically defame Falun Gong. The nature of such behavior goes far beyond libel. It is exactly what the official media in China do to fan hatred against Falun Gong. Under the umbrella of free speech and freedom of the press, Les Presses Chinoises slandered Falun Gong and poisoned people's minds using propaganda and lies imported from China.

Such hate propaganda is exactly the foundation of Jiang Zemin's large-scale persecution. It is trying to stir up hate and discrimination against Falun Gong practitioners, who follow the principles of "Truthfulness-Compassion-Tolerance". The Chinese state-run media's fabricated stories about "murder", "suicide", "self-immolation" and "killing family members and relatives", "mass murder" are used to prop up the unsustainable persecution. The lies told by Jiang and his followers are escalating. As a result, a peaceful, compassionate cultivation group is being labeled as a bloodthirsty terrorist organization. And in turn, Jiang uses the resulting hatred to escalate the persecution.

Lies are spread to forced labor camps and brainwashing centers all over the country. Lies are used to shake the will of the cultivators. Hate propaganda is spread to the cities and the countryside, compiled into textbooks for elementary and secondary schools, and exported overseas. Those who accept the hate propaganda, even if they know that Falun Gong practitioners are being tortured to death, become indifferent. Some of them even support the persecutors and regard what Falun Gong practitioners do to expose the lies and clarify the truth as being "against social stability", which helps to further the persecution. What's worse, the hate propaganda causes people to become unable to tell truth from lies, good from evil. It makes people betray their conscience and morality for personal interest. Eventually, everyone could become a victim.

From November 10-25, 2003, the Quebec Superior Court heard testimony from 12 witnesses. The evidence showed that Les Presses Chinoises copied fabricated materials from China. However, the director of Les Presses Chinoises deliberately tried to downplay the close connection between Les Presses Chinoises and the Chinese Embassy, even though all signs point to a direct tie.

A society with a complete legal system does not allow the dissemination of hate propaganda

Within a month, Canada has placed Jiang Zemin and his "610 Office" leaders on a watchlist of criminals, a Chinese Consulate officer has been found guilty of libel, and a mouthpiece for Jiang and his followers has been put on trial for spreading hate propaganda. There is no room for their hate propaganda in Canada or anywhere else overseas.

Although each country has different laws and regulations, the basic features of independence and fairness should be similar. In any such country, Jiang and his followers won't escape being held accountable legally for their crimes, including in China in the future.
