Details Regarding "610 Office" Policemen's Persecution of Falun Dafa Practitioner Sun Yuhua and His Death in Hulan County, Heilongjiang Province

Regarding the "610 Office" (1) in Hulan county, Heilongjiang Province, Political Security Section of the Police Department, National Security Section, and the No.1 Detention Center in Hulan County

Details of the case:

At about 2:00 p.m. on January 14, 2004, six policemen from the Political Security Section and National Security Section designated by the county's "610 office" and the Police Department arrested Dafa practitioner Sun Yuhua in the area around the Harbin No.3 Electric Power Engineering Company. They did this in public view. At about 6:00 p.m. on that day, the police arrested Sun Yuhua's daughter Zhang Hui (age 18, a student of the Chinese Department in Hulan college, Harbin Normal University) from home. They lured her away by saying that her mother had a car accident. Then, they broke open the gate of the building unit and forcibly entered Sun Yuhua's home, stealing her computer, printer, a large amount of cash, and other valuable belongings. Chen Zhaolin, Wang Keda, and others from the National Security Section interrogated Sun Yuhua. For four continuous days after Sun Yuhua and her daughter were taken to the Police Department, the police tried to extort a confession by torture. When they failed to get anything from her, the authorities detained her in the prison and encouraged the police guards and criminals to continue trying to extort a confession through persecution. Her daughter was repeatedly interrogated in Hulan city and Harbin city for over four days. She was sent to the Wanjia Forced Labor Camp for further persecution after being detained in the No.2 Detention Center in Harbin city.

Sun Yuhua held a hunger strike to protest against the unlawful persecution and detention in both No. 2 and No.1 detention centers. The prison guards and criminals force-fed Sun Yuhua with a high concentration salt solution. She was fed through a pipe inserted through her nose, causing severe damage to her stomach, esophagus and respiratory tract. Sun Yuhua was soon persecuted to the point of her life being in danger. She was sent to a Chinese herbal clinic for persecution even after she was at the brink of death and almost suffocated several times. The police still refused to give her permission to receive outside medical treatment. A few days later, they again sent Sun Yuhua to a cell for continuous persecution. After 55 days of such persecution, the once healthy Sun Yuhua died on March 8.

The policemen can kill people with impunity because of Jiang's backing. Even the policemen themselves said, "It is Jiang Zemin who asked us to do this. Go and complain to him!"

What was done by the Hulan County Police Department, "610 Office," Political and Security Section, National Security Section, and No.1 and No.2 detention centers has violated the following articles in the Chinese Constitution:

Article 35. Citizens of the People's Republic of China enjoy freedom of speech, of the press, of assembly, of association, of procession and of demonstration.

Article 37. The freedom of citizens of the People's Republic of China is inviolable. No citizen may be arrested except with the approval or by decision of a people's procurator or by decision of a people's court, and arrests must be made by a public security organ. Unlawful deprivation or restriction of citizens' freedom by detention or other means is prohibited; and unlawful search of the person of citizens is prohibited.

Article 38. The personal dignity of citizens of the People's Republic of China is inviolable. Insult, libel, false charge, or framing directed against citizens by any means is prohibited.

Article 39. The homes of citizens of the People's Republic of China are inviolable. Unlawful search of, or intrusion into, a citizen's home is prohibited.

Article 36. Citizens of the People's Republic of China enjoy freedom of religious belief.

They have not only seriously violated the Chinese Constitution and various laws, but also violated the International Covenant on Human Rights signed by China.

Hulan county's "610 Office," Political Security Office, National Security Section, and detention centers have illegally arrested Falun Dafa practitioners nonstop since 2000. So far over 60 people have been sentenced to forced labor reform and 20 people to prison. The longest term was 12 years. Three people (Ren Pengwu in February 2001, Zhang Xuewen in August 2003, and Sun Yuhuan in March 8, 2004) were killed by the persecution. According to an incomplete survey of 150 people, Chang Haijiang, former head of the Political Security Office, extorted as much as 360,000 yuan (2) from Dafa practitioners.

The No.1 Detention Center in Hulan county is notorious for the cruel persecution that goes on. In 1997, there were as many as 18 detained criminals who died unexpectedly in the detention center. A criminal in one cell told us, "A person who weighed only 90 kilograms was persecuted until he weighed less than 35 kilograms (77 pounds), and died less than half a year after he was taken in."

Therefore, we strongly urge the International Court of Justice, the U.N. Human Rights Committee, and the World Organization to Investigate the Persecution of Falun Gong to sanction and punish through various channels the principal perpetrators and ringleaders from Hulan county's "610 Office," the police department, and others. We also hope that the persecution be exposed to every corner of the world, so that people can see for themselves the human rights situation, and work together to put a stop to the atrocities.
