As the party committee secretary of Yingbin Road Community Office in the Yuhong District, Shenyang City, Liaoning Province, Niu Yufeng was a committed follower of the "Jiang Zemin and Luo Gan group" in persecuting Falun Gong. In January 2005, he was charged with corruption, accepting bribes, and dereliction of duty and sentenced to 12 years in prison.

While in office, Niu Yufeng monitored, harassed, and fined Falun Gong practitioners in his jurisdiction. With the local political and legal committee, the 610 Office, and local police, Niu Yufeng hosted four brainwashing sessions in the welfare institution in Yuhong District. These sessions ran from October 1999 to May 2000; July 5, 2000 to August 11, 2000; during the 2001 Lunar Chinese New Year; and around May 2001. He is responsible for the persecution of 30 or so practitioners. He forced practitioners to sign Guarantee Statements promising not to practice Falun Gong , as well as to answer questions slanderous to Falun Gong.

While in office, Niu Yufeng used new construction receipts as a way to embezzle 80,000 yuan from taxpayers. He took the opportunity during contracting the projects and accepted bribes of 100,000 yuan. His dereliction of duty directly caused 330,000 yuan in financial losses. Because of these charges of corruption, accepting bribes and dereliction of duty, Niu Yufeng has been sentenced to 12 years in jail.

Editors' Note: In both Western and Chinese culture, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is the characteristic of the universe, "Truthfulness-Compassion-Forbearance." The universe will reward actions that are in harmony with this principle, while actions such as beating, torturing and murdering people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while evildoings will meet due retribution. Articles such as this one are meant as a compassionate reminder of this principle to those who would commit wrongdoing. While many of those who persecute Falun Gong are merely "following orders," the universal law requires that they, too, be held responsible for their actions, and that only by reversing their course of wrongdoing may they escape retribution.
