China Electric Power Research Institute Changes a Practitioner's Registered Permanent Address to a Fictitious One to Deny His Citizen's Rights

(Clearwisdom.net) In order to persecute PHD candidate and Falun Gong practitioner Mr. Zheng Xujun at the end of 2000, lawless authorities at the China Electric Power Research Institute secretly changed his registered permanent address back to his original residence, which was rejected by the local government. They then modified his address to a non-existent one and kept his registration in the security department of China Electric Power Research Institute. This caused him to become an "illegal resident." He has thus been deprived of the most basic citizen's rights ever since.

Due to his registered address being canceled, Mr. Zheng Xujun was denied a normal personal and work life. He still continuously suffers from persecution even after being released from a forced labor camp.

The China Electric Power Research Institute (CEPRI) is located in Qinghe Town, in Northeast Haidian District, Beijing. When Falun Dafa was spread in the Beijing area, one of the earliest practice sites was established here. A lot of nearby practitioners started their practice here. The number of practitioners at this location reached several hundred. PHD candidate Zheng Xujun was a typical Dafa practitioner. He said that he started Falun Dafa practice as a result of his rational thinking and study of modern science.

On July 20, 1999, when the persecution began, Mr. Zheng had just returned, several days after finishing a joint research program at the University of Liverpool in England. He was arrested by police for appealing for and clarifying the truth about Falun Gong. The Communist Party Representative in CEPRI threatened him to give up his belief in Falun Gong. Because of his persistent belief however, he was punished, and the institute's authorities continued monitoring him.

At the beginning of 2000, Zheng was detained for writing a letter to fellow practitioners in another area. He was secretly expelled by CEPRI at the end of the year. Before being expelled, security officers and the Communist Party authorities at CEPRI went to his hometown and attempted to transfer his residence address to the local police and then annul it. The local police, however, would not take responsibility for this illegal act. So CEPRI brought back his registered address to Beijing, transferred it to a nonexistent address, and put his original registered address card in the security department of CEPRI. Since then, he became an illegal resident and was deprived of his most basic rights.

In Zheng's hometown, CEPRI spread the rumor that he was a stubborn follower of a banned practice, an organizer, and an active counter-revolutionary. The local Chinese Communist Party henchmen even held a special plenary session and decided to criticize and persecute him. A good friend from his hometown told him that the local authorities were waiting to arrest and sentence him once he returned. After Mr. Zheng was expelled, there was no way for him to return to his hometown again. He was forced to live as a homeless person to avoid being persecuted. In the meantime, Zheng's two elder sisters, Zheng Xuhong and Zheng Weihong, were detained. They were sent to the Moganshan Forced Labor Camp and sentenced to two years after undergoing severe torture by police.

Zhen was arrested again for distributing Falun Gong truth-clarifying materials in 2001. He was sent to a detention center and locked up with criminal inmates, including those on murderer's row. He was later secretly transferred to the Beijing Legal System Training Center, where he suffered persecution for more than six months. Lawless officers tried to force him to give up his beliefs by means of cruel beatings and sleep deprivation. He was locked in a tightly sealed room with a thick curtain, completely blocking the sunlight from outside. Four fluorescent lamps illuminated the room twenty-four hours a day. Fourteen police officers, ten of whom were armed, and four assistants took turns brainwashing him. The police claimed, "The purpose of beating him is to make him to think more clearly."

Six months after Mr. Zheng was detained, the officers still had not reached their goal, and unwilling to give up, they sent Zheng to the notorious Tuanhe Forced Labor Camp, where his persecution continued. A witness said he saw that Zheng's hair and beard were very long at the Beijing Transfer Center in May 2002.

Zheng was finally released from the labor camp around the end of 2003 or the beginning of 2004. However, because CEPRI had secretly canceled his registered address, he could not lead a normal personal or work life.

Zheng's wife Su Nan graduated from the People's Liberation Army Engineering College. She later worked for the People's Liberation Army General Armament Department. Her department segregated her in confinement for five months in May 1999. Her party affiliation and military status were cancelled in June 2000 only because she persistently practiced Falun Gong. She was forced to change jobs and return to her original residence. She was arrested for carrying Falun Gong materials in September 2000. After she was severely beaten in the Beijing Qinghe police station, she was then detained at the Haidian District Police Department. She was sentenced to three years of imprisonment in January 2001.

We call for the relevant government departments to immediately stop the persecution of Zheng Xujun and his family.
