(Clearwisdom.net) Recently the Police Department in Dalian City distributed several documents and a one-year plan to persecute Falun Gong practitioners. They sent out over 200 copies to offices within the police department and related units.

1. The Plan to Launch a Citywide "Stopping the Source" Campaign. (Mainly going against the distribution of Falun Gong materials and the printing of the "Nine Commentaries on the Communist Party.")
2. During the holidays, sensitive days, and important event days, intensify the information collection and so on.
3. Target sites that download materials from the Internet and Falun Gong practitioners that communicate through the Internet.
4. Jiang Shihe is the deputy-secretary of the Political-legal Committee and the director of the so-called "Office of Prevention and Dealing with Evil Cults" in Dalian City.
5. Investigate the material for the "Nine Commentaries on the Communist Party."
6. Establish a database on Dafa practitioners that have been identified in the past.
7. (Part A) Implement the so-called "sky-hawk" plan, which is intended to intensify the investigation of the special cases, and deeply dig out the so-called "underground organization systems."
