Police in Lianyungang and Ganyu County Sentence Falun Dafa Practitioners to Imprisonment

(Clearwisdom.net) In March and April 2005, the police in Lianyungang City and Ganyu County of Jiangsu Province were rampantly persecuting Falun Dafa Practitioners. Several practitioners were threatened by the police, and under intense pressure, reported their fellow practitioners who went out at night to distribute truth-clarification materials. As a result, more than twenty practitioners in Ganyu County were arrested.

Of those arrested, six practitioners were sent to forced labor camps and six sentenced to from three to nine and a half years in prison. Practitioners Liu Li, Jiang Xiujuan, and Yang Fang were sentenced to three years of imprisonment.

Policemen He Congbin, Li Zhaoxue, and Sun Chenghua, and policewoman Yaoling ransacked practitioners' homes, and used interrogation, deception and temptation to ruthlessly persecute and try to force practitioners into admitting that they distributed materials containing information on Falun Dafa. The police even falsified evidence to convict the practitioners. Policeman Li Zhaoxue made up testimonies people did not give, and he fabricated testimonies of so-called witnesses who did not even live in Xinzhuang Village.

After the police sent the fabricated evidence to the court, Chen Qingtai and other people who worked at the court continuously postponed the trial, fearing that the practitioners would appeal their case. Wang Baoming, head of the County Court, called Fan Qun, deputy-administrator of the Middle Level Court of Lianyungang City, and reported that the case against the practitioners was not strong enough, and asked Fan Qun not to verify the verdict if the practitioners appealed. Later, Ganyu County Court issued a verdict on the afternoon of September 30, right before the National Day holiday. The court didn't give the verdict to the practitioners' lawyer, but instead to the practitioners involved in the case, who did not have experience in the legal system. As a result, the practitioners missed the deadline for appealing their case. In addition, the Ganyu County Court held onto the appeals documents and did not turn them over to the City Court. They wanted to wait until the end of the year to give the City Court the practitioners' appeals papers so that there would not be much time left for a retrial.

Generally, the case files should be given to the City Court within ten days after the first verdict was given. However, the Ganyu County Court didn't turn in the files until 40 days later. Fan Qun, the deputy-administrator of the City Court told the practitioners that it was getting close to the end of the year and there was not enough time for a retrial. Instead, he said that he would have a discussion with the trial committee. However, Fan Qun did not meet with the trial committee, fearing that they might overturn the case after reviewing all the evidence. Fan and Zhang Niangeng, head of the City Court, instead upheld the first verdict without consulting with anyone. They made the decision in the morning and delivered the verdict in the afternoon, so that the practitioners would not have time to rebut.

The following is an account of what practitioner Yang Fang from Ganyu County of Lianyungang City experienced in the persecution of Falun Gong. She was sentenced to three and a half years and is now detained in a forced labor camp.

At around 3:00 p.m. on April 13, 2005, when I was still at school, the police came and took me to Nanjiao Hotel. Two policemen took turns monitoring me until 6:00 p.m. After they had dinner, they started the interrogation.

Two police officers took turns covering a shift that lasted about six hours. There were three shifts. They continuously interrogated me in order to deprive me of sleep. Police officers Sun Chenghua and Zhang Ming worked the first shift. Sun Chenghua cursed and yelled at me, but I didn't say a word. Then Zhang Ming started to talk nonstop to me until midnight.

The second shift was covered by Li Zhaoxue and a man with the surname Lao from the City Police Department. They continued with the interrogation. Lao from the City Police Department didn't say much. Li Zhaoxue, however, began to talk to me in a caring manner, asking about my family. He kept saying that his elder brother was a classmate of my fiancé, that Falun Gong practitioners were good people, and that the police wouldn't do anything to them. Then he said, "Please tell me what you did." I replied, "I didn't do anything illegal." He then wrote down four Chinese characters, "Technology Assists the Police." He said, "Think about the meaning of these words." I told him I didn't know the meaning. He replied, "Don't you know it's the technology age? We have a satellite at the City Police Department that can detect whatever you do when you go out at night. We know very well what you have done. We just want to give you the chance to speak up to prove to us that you are sincere. Then we can speak for you and let you go home." I then told him, "Since you already have the best technology, what do you need from me? Why don't you do an analysis of what you've detected and deal with it?"

Then Li Zhaoxue changed his tactic and he mentioned several names, asking if I knew who they were. I said, "No." He told me that these people whose name he mentioned, confessed everything they knew to the police and were released the same day.

On the third night when Li Zhaoxue came to interrogate me again, he used various methods to deceive and coax me into cooperating with him. At that time, my mind wa s not clear because I had not slept for three straight days. I was also thinking of my child at home alone and preparing for his exams to get into junior high school. I wanted to go home, so I answered his questions, believing what he said to me. He told me, "Even if you tell us what you did, we cannot sentence you without proof. Besides, I live in the same village as your fiancé and Chief He also knows him. If you work with us, we can speak on your behalf so that you will be able to go home early." I asked, "What do you want me to say?"

Li Zhaoxue said, "About distributing Falun Gong materials, how many copies did you distribute? Which villages did you go to? What were the contents of the materials?" I said, "I only went out to distribute twice, each time about a dozen copies. I don't know the exact number, nor do I know the name of the villages. Other practitioners gave me a ride on their motorcycles. The content was about the truth of the self-immolation incident." He told me that they found some VCDs and brochures that were distributed. I had no idea about them, but thought that if I admitted to them, they would take it as my being cooperative and let me go home early. Since I didn't distribute the VCDs or brochures, I thought they wouldn't have any evidence to sentence me.

Li Zhaoxue wrote on a piece of paper names of villages and that I distributed more than a thousand copies of truth-clarification materials. I told him that I never went to that many villages nor did I distribute that many materials. He then made some changes on the numbers. He said, "The numbers are not important. What matters is your attitude." I asked him, "Why didn't you write down what I had said in your report? Are you adding the amount up and putting it all under my name?" He smiled and said, "I did it for you to be able to go home early. The more you confess, the bigger your contribution." He then asked me where I got the materials. I didn't tell him it was from another practitioner. Instead, I told him I made them myself. As to the amount of materials distributed, Li Zhaoxue did a lot of calculation before finalizing the numbers down on paper.

At that time, I thought he was being ridiculous. However, now I know how naive I truly was. Although I had a college education, I did not have much legal knowledge. I knew I would never do anything against the law, so I never spent time studying it. In addition, I cared little for the sophisticated tricks people played in society. I usually think well of people. I didn't realize that how many materials I distributed was a critical issue. I did not suspect that they would deliberately make my case into a big one so they could get a bonus. They fabricated the testimony as well as the evidence, since they got my "confession" through deception.

Later, Zhang Ming and Sun Chenghua took over the interrogation. At that time, my brain was numb and I couldn't figure out what they were talking about. I only remembered that I had copied some sentences that Li Zhaoxue wrote and signed my name. Later, an older man from the City Police Department and someone from Ganyu interrogated me again. I didn't remember what I said. It went on like that until the afternoon of the fourth day. It was April 16, 2005. Eventually, they asked me to sign a warranty and sent me directly to the custody center.

Later I wanted to overturn my so-called "confession" and asked some inmates, but they told me there was no use doing that. The police would only label me with "bad attitude." In order to go home early and maintain a "good attitude" status, I dismissed the idea of overturning my confession.

In May, Zhang Ming and Sun Chenghua came to interrogate me again. I remembered Zhang Ming saying, "You have a very good attitude. We are here just to verify the information. It's only formality." I said, "Didn't you get what you want?" Zhang Ming asked again how many copies of the materials I distributed. I said, "Don't you have the number on file?" So he copied the numbers from the thick pile of documents. Then he suddenly asked, "Did you put the materials in plastic bags?" I said "No." He became immediately silent. Now I realized that they were making up the numbers, adding the amount of materials they discovered and putting it under my name. Their purpose was to put all the cases together so that they could get a big reward. Later, people from the prosecutor's office came to interrogate me twice. They also copied the numbers from the files prepared by the police department. Hence, I didn't know I was deceived until I received the accusation letter.

In court, I overturned my testimony. But they continued with the trial according to the record of my first confession. The testimony they got from other witnesses were also fabricated. One testimony said that someone saw two women one night; one was 5' 4" tall, and the other one was 5' 3". In fact, we only put several copies of the truth-clarification materials by the entrance of the village. I remembered that no one was around at that time. In the middle of the night, how could any one clearly tell the height of a person? This is how the police fabricated evidence to set me up.
