Editors' Note: In both Western and Chinese culture, the principle of karmic retribution, that is, being held ultimately accountable for one's own actions, is widely accepted. The fundamental teaching of Falun Gong is the characteristic of the universe, "Truthfulness-Compassion-Forbearance." The universe will reward actions that are in harmony with this principle, while actions such as beating, torturing and murdering people will incur karmic retribution. Stated another way, good deeds will be rewarded with good, while evildoings will meet due retribution. Articles such as this one are meant as a compassionate reminder of this principle to those who would commit wrongdoing. While many of those who persecute Falun Gong are merely "following orders," the universal law requires that they, too, be held responsible for their actions, and that only by reversing their course of wrongdoing may they escape retribution.

Jinan Forced Labor Camp is located at the foot of Liuchang Hill in southwest Jinan City, Shandong Province. Since December 1999, Falun Gong practitioners have constantly been detained there. The labor camp has spared no effort in persecuting practitioners. The so-called "Jinan City Law Training Center," which is actually a brainwashing center to forcibly "transform" practitioners, colluded with Jinan Forced Labor Camp and used extremely cruel means to forcibly brainwash practitioners in Jinan.

Wang Yuxin, 50, was the assistant head of the second brigade in Jinan Forced Labor Camp. When many Falun Gong practitioners were detained in the labor camp, he constantly ordered the prisoners to beat them. He also created many brutal means to physically torture practitioners in an attempt to force them to write the so-called three statements. Wang often granted visitation between prisoners and their families, but demanded a bribe in exchange for a reduction of their terms or assignment of less demanding tasks. If he failed to receive a bribe, he beat and scolded the prisoners. Wang Yuxin was extremely merciless. Most prisoners hated him, but didn't dare to speak out. Wang was often heard trying to force prisoners or their family members to have illicit affairs with him. Many prisoners filed complaints. However, he escaped the charges by bribing the officials in the judicial bureau and municipal governments with expensive gifts.

Wang suddenly suffered from a strange disease in 2004. It was considered an extremely rare disease, and the odds of having it were less than one in one hundred million. Wang became completely paralyzed and couldn’t take care of himself. He wanted to die. He has cost the labor camp several hundred thousand yuan for his treatment.

Guo Xiangmin, 54, was the political commissar at the Jinan Forced Labor Camp. During his term, he followed his superior’s instructions and set up a "Jinan Law Training Center" to persecute Falun Gong practitioners. He used his power to demand bribes and harass female prisoners in the labor camp. When he was having a meal with the guards in late December 2006, he suddenly fell to the ground and died in front of everyone.

Those in the forced labor camp have stopped at nothing to try to force practitioners to give up Falun Gong. The guards forced practitioners to watch programs that slandered Dafa, used electric batons to shock those who refused to write the so-called guarantee statements, and beat them. They isolated the practitioners who dared to speak out and locked them in solitary cells. The solitary cells were very small, humid and gloomy, without sunlight. They instructed former practitioners who had turned against Dafa to brutally torture the firm practitioners. Practitioners were closely monitored, forced to sit on a small bench without being allowed to move around, deprived of rest and sleep day and night, and instilled with lies by those who had turned against Dafa.

On December 28, 2001, the guards instructed prisoners to push practitioner Mr. Liu Jian, who had been closely monitored and persecuted, out the window from the third floor. Mr. Liu died. However, the guards slandered his name and claimed that he had committed suicide. When the detained Dafa practitioners learned the truth from other prisoners, they requested the labor camp give a fair and reasonable response to this issue. Practitioner Li Wutang went on a hunger strike to protest against such persecution and was later persecuted to death.

Next door to the Jinan Forced Labor Camp, there was an abandoned house belonging to the police department. In September 2001, it was remodeled and named, "Jinan City Law Training Center." It became a brainwashing center in Jinan specifically for persecuting Dafa practitioners. Since October 2001, firm practitioners from Jinan City and neighboring counties have been constantly brought there and forced to undergo brainwashing. The center charged expensive "training tuitions" (about 2,000 to 3,200 yuan each month, including food and lodging) to practitioners’ workplaces and their families. It also instructed individuals from the labor camp to brutally torture firm practitioners, both mentally and physically. If a practitioner refused to "transform," he was sent to the labor camp and persecuted there.
