Who Is Violating the Laws on Earth?

Oct. 30, 2007

(Clearwisdom.net) In 2007, several dozen Falun Gong practitioners in Chengdu City were arrested at their workplaces, their homes, or on the street by police officers and personnel from the National Security Team. After they held a hunger-strike, practitioners Zhao Zhongling and Huang Min, the deputy head of the Chengdu Township and Village Enterprises Bureau, were tortured to death in the Qingyang District Hospital located on Wanhe Road. Currently, the whereabouts of 30 to 40 practitioners who were arrested during August and September are unknown.

The families of these practitioners worry and want to know what "crime" the practitioners have been accused of. If the officers were enforcing the law, why don't they handle affairs according to legal procedures? Since they do not dare to handle these affairs according to legal procedures, these executors of the law are then violating human rights and breaking the law publicly.

Freedom of Belief Is Legal, Arrests Violate the Law

Falun Gong practitioners are all compassionate and good persons. They do everything according to the principles of "Truthfulness-Compassion-Tolerance" and do not behave badly or violate the law. They believe in Falun Dafa and will not give up the practice, which has been beneficial for them both mentally and physically. China's Constitution clearly stipulates that "Citizens of the People's Republic of China enjoy freedom of religious belief." Any stipulation that is incompatible with the Constitution is null and void. Furthermore, there are currently no legal regulations in China related to Falun Gong. The practitioners' freedom of belief should be protected by the Constitution. Which legal regulations do these policemen follow when they arrest Falun Gong practitioners?

Practitioner Huang Min was arrested by personnel from the National Security Team in March while she walked on Beilu Road. They used a black bag to cover her head. Maybe these perpetrators also knew that their actions were illegal, so they used criminal means, and this is why her family was not notified for a long time.

Enforcing the Law or Robbery?

These police officers used master keys to open the doors of some practitioners' homes and ruined the inside door of practitioner Shen Xiaodu, who is over 60 years old and was a senior engineer. They broke into practitioners' homes and confiscated all their belongings, including computers, printers, cellphones, digital cameras, and more. They ransacked Shen Xiaodu's home from 11:00 p.m. to 1:00 a.m., despite the presence of his 80-year-old mother. When practitioners Ms. Li Zhi and Xu Xiaolong were arrested, police from the Baiguolin Police Station did not show any documents. Li Zhi's husband was detained downstairs at the station and they confiscated 140,000 yuan that he had withdrawn from the bank because he needed it for urgent business for his company. In addition, they did not even give him a receipt. They also confiscated 7,400 yuan from Xu Xiaolong's home, but claimed that they only took 6,800 yuan. When personnel from the Fuqin Police Station confiscated a notebook belonging to senior engineer Jiang Zonglin's daughter, his wife tried to prevent them. A police officer shamelessly said, "It is not yours. I brought it with me from the police department."

According to "Criminal Procedure Law," when the police search something, they must provide a search warrant, and the person being searched or the family must be present. The police must show a list of confiscated belongings and provide two copies. If there is a witness, three parties must sign and a copy must be submitted to the person who is being searched. They must return the belongings that are not related to the case within three days. Most of the practitioners and their families did not receive a listing of property taken and Li Zhi's husband was even detained. Were the money, a reading machine for children's English studies, a computer, a camera, and a cellphone all related to this case? One month later, the practitioners' families asked that the confiscated money be returned, but only some of the cash was returned. None of the other belongings were returned. It is obvious that these police officers are used to mistreating the Chinese populace, especially Falun Gong practitioners.

Hurting Women and Children

At around 4:00 p.m. on August 1, the author of the book Weathering the Storm, Ms. Zhong Fangqiong, was arrested at a practitioner' home. Officers from the Shuangnan Police Station broke into Ms. Zhong's home, pushed a male practitioner to the ground, and cruelly beat him. After confiscating Ms. Zhong's belongings, they forcibly took four children (Zhong's 16-year-old son, Zhong Caiyi, her niece in her 20s, and her nine-year-old nephew) to the Shuangnan Police Station. They did not allow them to speak and did not allow the young girl to use the toilet. They were not given any food until midnight. At 1:00 a.m. the next day, the children were taken to the Tiaodenghe Police Station, where a plainclothes person treated them as criminals and interrogated Zhong Caiyi and the young girl and took photos of them. They released the children at 4:00 a.m. After the children were released, the authorities called Ms. Zhong's younger brother and harassed him. This horrible experience made a deep impression on these children and they were still frightened after a long period of time.

This was not the first time that the police had hurt women and children. Many practitioners' children have been hurt when their homes were ransacked, and they have also been forced to endure the hardship of being separated from their parents. Practitioner Tang Ying was arrested on the way to work in April 2004, and her six-year-old son was arrested with her. The police officers even forced the frightened child to lead them to his home so that they could ransack it. Don't these officers know that hurting children violates the law? We were raised by our parents and all parents love their children. Don't those policemen have children? If their children are hurt, don't their hearts suffer?

Heinous Brainwashing Centers

According to the "Criminal Procedure Law," the police must give written notice to the family or workplace as to the whereabouts of a person within 24 hours. However, the families of those arrested practitioners still do not know their whereabouts. Some personnel told them that they were studying. According to insiders, they are being held at various brainwashing centers in Chengdu City.

Over the past few years, numerous practitioners have been savagely tortured at Xinjin Brainwashing Center. Some were tortured to death, some were driven to mental collapse, and the families of some practitioners were destroyed. It is very clear that the intention is very evil when practitioners are arrested. It is said that practitioner Zhong Fangqiong is currently being brutally tortured.

A brainwashing center is neither a judicial authority nor a law enforcement agency. We do not know why these entities are allowed to detain and torture practitioners. Are the 610 Office brainwashing centers above the law? Are they allowed to trample citizens' human rights? These law enforcement authorities work together with these despicable organizations and they become partners in crime. They both participate in arresting and detaining practitioners and are not ashamed of their behavior. This is the very sorrowful state of the law in Chinese society.

Killing People

Practitioners Zhao Zhongling and Huang Min were tortured to death at the Qingyang District Hospital located on Wanhe Road on May 8 and August 15, 2007, respectively. The police and hospital personnel alleged that they died as a result of organ failure due to being on a hunger strikes. They forced their families to sign papers acknowledging that these practitioners were at fault. In addition, they wanted to cremate their bodies or else dissect them.

Is it possible for a person who was injected with a nutrient solution to die of organ failure within one month? There were obvious signs of modification on Ms. Zhao Zhongling's death notice. When Ms. Zhao died, her mouth was full of blood. Ms. Huang Min died after being on a hunger strike for six months. A great deal of unknown drugs flowed out of her mouth onto her face, emitting a pungent odor. When her mouth was opened widely, a lower tooth appeared missing. Is it possible that a nutrient solution flows from the blood into the mouth? Huang Min's hands were completely deformed in a strange position. In addition, there were many scratches on her forearms. All of these findings suggest that she suffered from excruciating torture before she died. How can a person who experiences organ failure have such strength to struggle!

Over the past few years, many practitioners have died at the Qingyang District Hospital and the causes of their deaths were all the same. Did these law enforcement officials see them die at this hospital one after the other, but still not release them? They should know better than others that practitioners are the best people in the world and that they do not violate the law. On the contrary, these so-called law enforcement officials were violating the law while they were in charge of this situation.

Can signatures by their families determine which party is guilty? As for a person who was handcuffed in the hospital and was sentenced without a trial, can these law enforcement officials find them guilty unilaterally? Regarding a "guilty" person, should they ignore the decedent's dignity and dissect his body? What is the goal of an autopsy? Do they want to find the reason for the death? Didn't they allege that these practitioners, who were in the hospital for an extended time, had died of organ failure?

Because the causes of death of these practitioners were unclear, their families appealed to a higher court. In order to prevent the families from entering into any disputes, the authorities used shameless means to threaten the families and to dissect the practitioners' bodies. Do these officials have the right to do these things?

Practitioner Ding Zeyang, Associate Professor at Sichuan University, was arrested on September 13. The police told his family that he was well and was studying, and should he die they would notify them. What they said revealed their real intentions--following the orders of the CCP in persecuting Falun Gong--and that they intended to carry out "genocide" on this compassionate community.
