At about 9:00 a.m. on January 23, 2007, officer He Xiubing of the Dalianwan Local Police Station in Ganjingzi District, Dalian City, Liaoning Province, along with Deputy Battalion Chief Dong Shiguo of the Ganjingzi District National Security Department and several others rushed into Dafa practitioner Mr. Zhu Chengqian’s workplace and illegally arrested him. When practitioner Mr. Li Yongbin walked in, he was also arrested. Both practitioners were taken to the Dalianwan Local Police Station. Mr. Li Yongbin was handcuffed to a chair but managed to escape at about 4:00 p.m. Mr. Zhu Chengqian, however, is currently detained at the Yaojia Detention Center.
