Persecution Suffered by Practitioners in Zhangjiakou City, Hebei Province

1. Persecution Suffered by Practitioner Ms. Wu Yanmei

On August 27, 2000, Ms. Wu Yanmei went to Beijing to appeal for justice for Falun Gong. She was illegally arrested by police from the Tiananmen Police Station and later transferred to the Zhangbei County Police Department. The Zhangbei County Police Department's national security team captain, Li Shanghong, sent her to the local detention center, where she was locked in cuffs and shackled from behind for three days, detained for a month, and fined 2,300 yuan. Ms. Wu was later taken to the Dahe Township Police Station and fined another 300 yuan.

On November 21, 2001, Shangyi County police broke into and ransacked Ms. Wu's home. They then arrested her and took her to Shangyi County Detention Center. Wu Yanmei protested her detention by holding a hunger strike. In response, the detention center guards force-fed her. The local police also fined her 8,000 yuan.

2. Persecution Suffered by Practitioner Ms. Jia Wenfang

In March of 2000, practitioner Ms. Jia Wenfang distributed Falun Gong truth-clarifying materials in her county. Li Shanghong, from the county police, led three subordinates to arrest her and take her to the county police department, where she was interrogated for over five hours and fined 2,000 yuan.

In June 2001, Li Shanghong led three policemen and arrested her again. She was interrogated for over nine hours and shocked on her face and arms with electric batons. Li Shanghong also repeatedly slapped her face. Afterwards, officials from Zhangbei Town Police Department went to her home and harassed her on more than twenty occasions.

3. Persecution Suffered by Practitioner Ms. Li Guizhi

On July 20, 1999, practitioner Ms. Li Guizhi, together with other practitioners, went to Beijing to appeal for justice for Falun Gong. They were arrested, insulted, and beaten by Beijing police. On July 23, 1999, the Zhangbei County Police transferred Li Guizhi back to Zhangbei County and detained her for a week, during which time Ms. Li was coerced to write a statement to pledge that she would not practice Falun Gong. Ms. Li was fined 200 yuan in cash before she was released.

In February of 2000, Li Guizhi was arrested by county police and detained in a detention center for ten days, where she was cuffed and shackled from behind. Her family was fined 600 yuan.

In June of 2000, Li Shanghong led several plainclothes policemen to ransack Li Guizhi's home and arrest her. Li Guizhi was detained for 27 days, during which time she suffered a stomach hemorrhage. The police bullied, threatened, and extorted Li's family for 2,000 yuan.

On October 11, 2004, Li Guizhi and another practitioner went to Beijing and were arrested and detained for nine days. On October 19, the Zhangbei County Politics and Security Team forcibly sent Li Guizhi and another practitioner to the Shalingzi Brainwashing Center in Zhangjiakou City.

Twenty-six days afterwards on November 15, the local 610 Office transferred them to the Gaoyang Women's Forced Labor Camp in Baoding City. Due to a diagnosis of hypertension and heart disease, the labor camp initially refused to accept them. However, Hou Jianping and Li Shanghong forced the camp authorities to admit her. Li Guizhi was eventually sentenced to two years of forced labor.

On September 29, 2005, guards in the Gaoyang Women's Forced Labor's second squadron beat practitioners savagely. Camp guard Zhao Yuan slapped Li Guizhi's face and knocked a tooth out in the process. Camp guard Liu Huili pinched her face, and guard Ma Li kicked her with hard leather boots. As a result of the long term persecution, Li Guizhi developed heart disease and hypertension. Li Guizhi was released on May 15, 2006, by which time she had been detained in the Gaoyang Women's Forced Labor Camp for 18 months.
