Mudanjiang City National Security Police Use Torture and Extortion to Interrogate Practitioners

(Clearwisdom.net) Since Jiang's Chinese Communist regime started persecuting Falun Gong, some police officers from Mudanjiang City, Heilongjiang Province, have been using all kinds of ploys to cooperate with the persecution and considered it their fast track to personal gains, such as a higher position and extra money. They have interrogated practitioners using violence and torture, falsified documents and evidence, and charged practitioners with made up crimes for personal gain. They have stolen personal property while ransacking practitioners' homes, threatened practitioners' families while claiming that the practitioners committed "serious crimes," taken advantage of Chinese people's fear of the CCP, and extorted money from practitioners' families.

On the morning of November 12, 2007, officers from the Chaishi Police Station arrested Mr. Zhao Jianguo and Ms. Zhu Xiuhua. Because she was so severely tortured in detention, Ms. Zhu Xiuhua had to be treated at the Mudanjiang City Police Hospital for a couple of weeks. During that time, the police extorted money from her daughter. Mr. Zhao Jianguo resisted the brutal treatment and refused to wear the inmate's uniform, so the guards handcuffed and shackled him. They then took him to the city national security team to be interrogated for several days without sleep or rest. During the interrogation, a policeman named Guoliang kicked Mr. Zhao, knocking out many of his teeth. Policeman Peng Fuming tied Mr. Zhao with a rope twice. Policeman Qiao Ping slapped Mr. Zhao's face with his shoe and threatened to sentence him to forced labor. Mr. Zhao recorded the torture details in a written document and submitted it to the local public prosecutor and the Forced Labor Arbitration Committee. The police feared that their criminal deeds might be exposed and released Mr. Zhao Jianguo after extorting 5,000 yuan from his family. As soon as Mr. Zhao got home, the national security team policemen visited him at home, bringing gifts. Superficially, they were there to pacify him, while in fact they threatened him and his family to give up any legal actions against them.

On the morning of January 22, 2008, Ms. Zhao Minru was harassed by Yuanming Police Station officers. She once had 3,000 yuan extorted from her by the police.

Around 10 o'clock on the morning of January 24, police officers from the city national security team broke into the home of Ms. Ma Shujie, a teacher at Ximudan Elementary School, claiming to be checking the household's personal registration. The police arrested Ms. Ma and her husband, a non-practitioner, and confiscated their Falun Gong books, truth-clarification materials, and personal computers.

Around 5 o'clock on the afternoon of January 29, Xiao Xiangzi, a practitioner and janitor at the Longmen Market Place on Xisitiao Street, was arrested by several police officers from the city national security team.

On February 1, 2008, Chen Yushan, a practitioner that worked in the Mechanical Section of the Mudanjiang City Railroad Bureau, was arrested by officers from the city 610 Office, National Security Team, and Tiebei Police Station. They confiscated Chen's computer and printer. The same day, Mudanjiang City's National Security Team and the Aimin District Police Station broke into Ms. Yu Dan's home and arrested her and her husband. The couple were released after the police extorted 4,000 yuan from them. A practitioner named Li from the Huayuan Community was also harassed by the police and had money extorted from him/her.

On the evening of March 7, Ms. Chen Yanwei from Mudanjiang City was arrested from home by Xinglong Police Station officers. They confiscated her her Falun Gong books and personal computer. She is currently being detained at the Xinglong Police Station.

Exposing the crimes of the Police

A. Policeman Qiao Ping

Qiao Ping made every effort to persecute practitioners in the Aimin District of Mudanjiang City and thus was promoted to the Mudanjiang City Police Department, where he has continued to persecute practitioners.

In early 2002, the national security team of Mudanjiang City's Aimin District Police Branch and the city 610 Office conducted large scale arrests of practitioners Under the instigation of Police Chief Qiao Ping, the policemen handcuffed and shackled the arrested practitioners, and beat and tortured them. The offices of Aimin District Police Branch became torture chambers. The torture methods included: (1) Force-feeding black mustard oil: Black mustard oil was forced down the victim's nostrils and rubbed into the eyes. Then a plastic bag was put over the victim's head and sealed at the neck until the victim could not breathe and was about to pass out. The same procedure was repeated several times. This torture method was extremely cruel and caused damage to the victim's internal organs. (2) Electric shocks: The victim was shocked with electric batons on the body, chest, hands, and face continuously for over ten minutes at a time for several times. (3) Sitting on a tiger bench: The victim's hands were tied behind his back and fixed on the tiger bench and his feet were shackled. The policeman would pull hard on the shackle continuously for ten to twenty minutes. When the victim fainted due to the extreme pain, the policeman would throw cold water on him to revive him. This was repeated several times a day and lasted for several days. This torture is extremely cruel and can cause the victim to become paralyzed. It can also fracture back and rib bones.

On November 28, 2002, several practitioners from Mudanjiang City were arrested in Daqing City and taken back to Mudanjiang City. Policeman Qiao Ping beat them with a broom stick until the practitioners had injuries all over, their facial muscles twitched, and they became numb from the pain. These practitioners were then dragged into police vehicles and transferred to the Mudanjiang City Railroad Detention Center.

B. Policeman Yang Danpei

At 10 o'clock on the morning of February 1, 2008, Yang Danpei and Li Guojun from Mudanjiang City National Security Team and policeman Yan from the local police station broke into practitioner Ms. Wen Xiuqin's home, saying that someone had reported her to the authorities. They arrested her, ransacked her home, and confiscated her personal computer and MP3 player. Ms. Wen is currently being detained at the local detention center.

On February 13, 2008, Yang Danpei from the Mudanjiang City Security Team went to Ms. Shao Yan's job and arrested her. Yang also confiscated her personal properties including a computer. Ms. Shao was released the next day after having 3,000 yuan extorted from her.

C. Policeman Chen Liang

Chen Liang is the deputy captain of the Aimin District Police Branch's national security team. In early November 2001, Chen Liang and other policemen from the Aimin Police Branch tortured Ms. Hou Lihua (32 years old, single). The policemen first tied her down on the "tiger bench" and hyper-extended her knees by putting six bricks under her feet. The policemen also put iron shackles weighing over 40 pounds on Ms. Hou's stomach. One of the policemen sat on her chest, bouncing up and down. Then two policemen pulled hard on her arms on both sides. During the torture, they put a cloth between her body and the iron bench so that there would be no visible external injuries. The policemen kept cursing and laughing the whole time. Whenever Ms. Hou fainted, they poured cold water on her to revive her.

After all that, they poured black mustard oil into her nostrils. When Ms. Hou still did not give in, they stuffed lit cigarettes into her nose and covered her head with a plastic bag--the so-called "space helmet"--to suffocate her.

The torture of Ms. Hou, who is a frail lady only 1.5 meters tall, continued for five days without any sleep at night. Once her eyes were closed, the policemen would pull her eyelids open and start cursing at her. The policemen also reminded each other not to cause any visible injuries.

Chen Liang also ordered and participated in the recent arrests and extortions of practitioners in the Aimin District.

Cases of Retribution

The former secretary of the Mudanjiang City Politics and Law Committee, Tian Lijun, and the deputy secretary, Li Changqing, who is also head of the 610 Office, both actively participated in the persecution of Falun Gong. They both developed cancer. Li Changqing died on July 22, 2007 when he was in his 50s.

When Han Jian was the police chief of the Mudanjiang City Police Department, at least eleven practitioners in Mudanjiang City were tortured to death, including: Wang Xiaozhong, Cui Cunyi, Ye Lianping, Li Hongmin, Yu Jixing, Wang Jiguo, Xu Fuzhi, Wang Liyan, Guan Shujie, Wu Shujie, and Wang Fang. These practitioners were tortured and died at the city police department, the detention center, or one of the police stations. Dozens of practitioners were sentenced to prison terms. Over 100 practitioners were sentenced to forced labor. Over 2,000 practitioners were detained, forced to undergo brainwashing, and put under surveillance. Han Jian himself was eventually brought to justice on several charges and sentenced to life in prison. All his personal property was confiscated.

Some of the national security team members received retribution for persecuting practitioners. Although they are young and supposed to be healthy and strong, some of them developed diabetes and high blood pressure, making it impossible for them to live without drugs. Some of them were not able to conceive for many years. In spite of being extra careful during pregnancy, they still suffered miscarriages. Some of their family members also suffered acute diseases or cancers. Evil policeman Qiao Ping once told others, "Since I took part in persecuting Falun Gong, I have been suffering foot pain, headache and pain all over my body."

Practitioners from Mudanjiang City hereby tell those officials and policemen who have participated in the persecution that persecuting Falun Gong is not just a job but a real crime. It is certain that you will be held responsible for all your crimes. It is the wisest choice to stop persecuting practitioners and do everything you can to make up for your crimes.
