The Crimes of Shouguang City Police Chief Nie Zuokun (Photo)

(Clearwisdom.net) On June 9, 2008, NTDTV (New Tang Dynasty Television) broadcast a real time telephone interview with Nie Zuokun, the chief of the Shouguang City Police Department in Shandong Province. When the reporter questioned him, he screamed like a beast, "I want to kill them all!"

This interview was held because of a new round of persecution of Falun Gong practitioners by the Shauguang police in the run-up to the Olympics. Regarding the 16 practitioners who were living away from home for a long time to avoid arrest, Police Chief Nie Zuokun issued the following order: "I must see them arrested if they are alive, and I must see their bodies if they are dead." The police used tracking, cell phone positioning, wireless Internet card positioning, and other methods to trace the practitioners. The police carried the practitioners' photos and went to their employers, showed the pictures at the gate, and inquired of all businesses that employ practitioners. Then they went to the residential areas where other practitioners live to arrange for surveillance and to threaten innocent people.

Since May 22, more than a dozen practitioners in the Shouguang have been arrested. They include Mr. Zhang Zhaoyu. who had been homeless for as long as eight years because of the persecution, and a young, unmarried man surnamed You, who had been homeless for six years. Several days later, Zhang Zhaoyu escaped. He exposed the evildoings of the police on the Internet, and published photos of his injuries from the brutal beatings.

Because of Zhang Zhaoyu's escape, Nie Zuokun fired several deputy police chiefs and arrested the two policemen who were responsible for monitoring Mr. Zhang when he was detained. The Shouguang City Police started a rampant search for Zhang Zhaoyu everywhere, carrying his photo to show people. All the hotels in the townships around Shouguang were visited and questioned one by one. Many practitioners were harassed in their homes several times and closely monitored. Villagers who went out to visit friends and families and returned late were subjected to brutal body searches, with their arms twisted behind their backs.

Nie Zuokun, male, was born in 1965 in Yongwangtun Village, Taibaozhuang Township, Changyi City, Shandong Province. He was the political commissar for the Xiashan Reservoir Police Department between 1995 and 2001 and was eventually appointed police chief. Between April 2001 and January 2007, he was Anqiu City Police Chief and was later transferred as chief of the Shouguang City Police Department, a position he still holds. During all previous assignments, Nie Zuokun colluded with local thugs and did all kinds of evil things; he tyrannized the whole area. During his assignment in the Beimeng Police Station, he once led thugs to beat and injure several villagers. Among the villagers, Mr. Zhu Lijie from Ligezhuang Village sustained a fractured collarbone from the beatings, and Mr. Zhang from Jiulongtun Village had ruptured eardrums from a beating. This incident aroused enormous indignation among the local people.

In July 1999, the Chinese Communist Party (CCP) began the persecution of Falun Gong. Nie Zuokun was then chief of the Xiashan Reservoir Police Department. Most of the practitioners arrested in Weifang City were secretly and illegally detained at the Xiashan Reservoir. For persecuting good people, Nie Zuokun was recognized by the CCP for "meritorious service rendered" and was later appointed Chief of the Anqiu City Police Department.

Several months after Nie Zuokun was appointed to that position, the first practitioner in Anqiu to die as a result of torture was reported. Practitioner Ms. Guo Ruixue was illegally detained for going to Beijing to appeal for justice for Falun Gong. She was later on arrested again for clarifying the truth to people, and was held in a detention center where she was ruthlessly tortured. Electric baton shocks resulted in bodily injuries, and blisters covered her hands and face. She lost bladder control and was on the verge of death. Ms. Guo died in the summer of 2001, three months after her release.

In October 2001, personnel from the Shiduizhen Township Police Station, from the Anqiu City 610 Office, and from the Anqiu City Police Department barged into practitioner Ms. Su Baolan's home and took her to a brainwashing session organized by the Anqiu 610 Office. A week later her remains was found in a creek in Sanhe Village, Jinzhongzi Township.

In the more than five years that Nie Zuokun was chief of the Anqiu City Police Department, nearly 20 practitioners died as a result of torture.

When Nie worked in Anqiu City, he actively followed the CCP and Jiang Zemin's regime to persecute practitioners who believed in Truthfulness-Benevolence-Tolerance.

He has sent more than 60 practitioners to forced labor camps and prisons and recklessly extorted money and other valuables from them. He abused practitioners and their families financially, and he refused to release practitioners until their families paid the extortion money. Some practitioners were still sent to forced labor, even after their families had paid the money. Different units of the police department were assigned quotas for extorting money in the form of fines. Those who met the quota were rewarded and promoted, those who didn't were fired.

Under the intense, long-term pressure of the persecution, some practitioners were tortured into a permanent vegetative state (Li Xiuwen is an example); some were compelled to give up Falun Gong practice and came down with serious illnesses; and some became bedridden from the torture they suffered (for example Zhang Guirong, who lives in the residential area of the Procuratorate).

Nie Zuokun's conduct is criminal. While in the Anqiu City Police Department, he abused his power and arranged to have a certain woman work in the police department, calling her a secretary, but she was actually his mistress. Nie also embezzled wantonly. "I'd rather go through hell than go through Anqiu" is a truism when used to describe the bandit behavior of the Anqiu police, who promote "Dishonesty, Evil, and Violence." The corruption there is overwhelming. They deceive both their superiors and subordinates, and the way they desperately collect and embezzle money is rarely seen in the nation.

Anqiu Police officials treat the locals shabbily. They often go downtown after dinner to intercept vehicles and fine the drivers. It was a surprise, then, at the end of 2005, when the 16th list of "The Ten Outstanding Young People of Shandong Province" was announced to the public, Anqiu Police officer Nie Zuokun was one of them. He was praised as "the Party Committee Secretary and Chief of the Anqiu City Police Department who leads the work of the whole police department to leap forward, and is thus promoted in the nations' Public Security organs for his working style."

Nie Zuokun has committed many evil deeds, and all the people know him know as a cruel, despotic villain. All his subordinates speak ill of him behind his back. In October 2006 he was investigated for corruption but used his connections to bribe his way through the investigation and got away unscathed.

When his bad reputation made staying in Anqui difficult for Nie Zuokun, he went to Shouguang City.

Party Committee secretary Liu Zhonghui of Shouguang City and Fang Xinqi, secretary of its City Politics and Law Committee, Jia Zhenghong, the 610 Office head, and Nie Zuokun have their names listed on the roster of evil people on the Minghui/Clearwisdom website. They have slandered Falun Gong recklessly in all kinds of meetings and made specific arrangements--from the city level to the basic unit of village committees--to report, harass, monitor, and arrest practitioners. With their support, Nie Zuokun and other criminals savagely persecute practitioners in Shouguang City using extremely vicious methods. They have committed serious crimes for which they should be held accountable.

According to incomplete statistics, from January 2007 until today, in little more than a year, more than 100 practitioners have been arrested in Shouguang City. They were cruelly beaten and fined, and their homes were searched. More than 18 practitioners were sent to forced labor camps. Many practitioners' families were broken up, many practitioners could not return to their homes even though they had a family, and some had family members die, all because of the persecution. The brutality of the persecution in this area is among the highest nationwide among county-level cities. The persecution in Shouguang City has been the most severe within the past several years.

On September 24, 2007, a police official burned a female practitioner. Using a cigarette lighter, the officer burned Ms. Sang Chunlian's arms and hands until bone was exposed. The police officer also ripped off her pants and yelled, "I want to burn the lower part of her body!"

Their hoodlum act was broadcast to the whole world through NTDTV (New Tang Dynasty Television), and the whole world was stunned.

During the telephone interview with the NTDTV reporter, the police chief shamelessly denied his crime.

Nie Zuokun has committed monstrous crimes. His case has been put on record to be investigated by the World Organization to Investigate the Persecution of Falun Gong (CIPFG). He will be punished according to law.
