From November 20, 2008 to March 31, 2009, police from the Mengyin County, Shandong Province made frequent arrests of Falun Gong practitioners. According to incomplete statistics, at least 73 Falun Gong practitioners were arrested.

Officers from the Taoxu Town Police Station, Mengyin County, Shandong Province led by officers Yi Yongtao and Gong Piwang, along with officers from the Mengshan Police Station led by officers Lin Wei, Qi Zhaohai, began to harass, confiscate property, arrest, and brutally torture Falun Gong practitioners starting on November 20, 2008. They also deceived and threatened the practitioners' family members and extorted money from them.

The police extorted money from the following Falun Gong practitioners: Shi Yunming from Songlinzi Village, Shi Shaoxin from Yelaoyu Village, Guo Zengshun from Ankou Village, Sun Zongguo, Mr. Sun Shilan, Gong Shunhua and Shi Hui from Sunjiayuzi in Nanshan, Qiancheng Village, Ji Licai from Anlezhuang Village, Zhou Chuanzhong and Liu Naifu from Liuzhuang Village, and Zhang Meiling from Yangjiazhuang Village. They respectively lost to extortion 8,000 yuan, 10,000 yuan, 11,000 yuan, 6,000 yuan, 4,000 yuan, 6,000 yuan, 8,000 yuan, 6,000 yuan, 1,000 yuan, 5,000 yuan, and 5,000 yuan in cash. Practitioner Shi Shaoxin and Ji Licai were also brutally beaten by police officers Gong Piwang and Wang Zhaohai. Shi Shaozhong from Anlezhuang and Chen Wenjun from Douxingzhuang Village were also arrested.

Practitioner Lu Jiqin from Xirulai Village, Mengyin Town was arrested on the morning of February 4, 2009.

On March 17, 2009, Falun Gong practitioners Sun Zhaoying (Mengyin County Credit Union worker), Feng Jianxin (retired Mengyin County Farm Machinery Company worker), Liu Duanai (Mengyin County Experiment Middle School teacher), Wang Yong (Mengyin County Bus Station worker), Xue Qingliang and Li Yongying couple (lived at the Mengyin County Tax Bureau Family Residency), Fu Jiafeng (Mengyin County Cotton Manufactory worker), Gu Feng'e (Mengyin County Housing Reform Office employee), Liu Lirong (the owner of the Shuangxing Shoe Store in Mengyin County), Wang Fajun, and Liu Jinhua were arrested and their homes were taken over.

The Mengyin County 610 Office took Practitioner Feng Jianxin's laser printer, color ink-jet printer and computer by force. Feng Jianxin was continually persecuted by personnel from the Linyi City 610 Office Brainwashing Center, which caused him to suffer symptoms of hypertension. The Linyi City 610 Office was so afraid of being held responsible that they released Feng Jianxin on April 10, 2009. Feng Jianxin has now returned home.

Ms. Kan Jinzhi, who lived at the Mengyin County Cotton Manufacturer Family Residency, was arrested on her way to work. She maintained strong righteous thoughts and was able to escape by running. The police also searched the owner of the Shuangxing Shoe Store, Liu Lirong's home. They broke her safe and stole a savings account certificate worth over 100,000 yuan, more than 30,000 yuan in cash, her household registration card, and her ID card.

Ms. Sun Zhaoying, who worked at the Mengyin County Credit Union and lived at the Diecui Community in Mengyin County, was arrested at her home on the morning of March 18, 2009. According to her neighbor, Sun Zhaoying refused to open the door, so the 610 Office police used a ladder to break into her room through a window and forcibly arrest her.

Mengyin Town practitioners Liu Guimei (from Tiecheng Village), Zhao Huichang (from Nanzhuyuan, already released), Cao Changfang (from Nanzhuyuan), Cui Hongde (from Tanjiashaozi), Gao Kelan (from Liujiayu), Sui Xueling (from Liuguanzhuang Village), Li Guixiang (from Zhangjialou Village), Song Dianhai, Wang Jiliang (from Baode Village) Yang Zhenmei (from Zhoujiagouzi Village, already released after being held for 14 days) and Liu Zhaolian (from Dongrulai Village) were arrested and their homes were taken over. Practitioner Zhang Tianzhi from Caozhuang Village was forced to become homeless.

On the afternoon of March 17, Ms. Liu Guimei's husband Wang Mingji went to the Jushan Police Station to request the release of his wife and was arrested. His teenage child was left home alone.

On March 18-19, personnel from the Mengyin County 610 Office and the Mengyin County Industrial Park Police Station harassed the Falun Gong practitioners in the industrial park. Practitioner Sui Xueling from the Tashan Group, Liuguanzhuang Village, was arrested at her home. The police also forcibly took away one video player and two cell phones. Sui Xueling was released after being detained for 12 days.

Wang Guangyu from Nanzhuyuan Village, Mengyin Town was arrested and detained for one night. He was released after police extorted 2,000 yuan from him.

On March 20, officers from the Jiepai Town 610 Office arrested Falun Gong practitioners Zong Guirong from Shiwanghe Village, Wang Mingju from Dingwangzhuang Village, Liu, Zhang Lanhong and his wife Sheng Yifeng from Jianjiazhuang Village.

Ms. Zhu Lilan, 74 years old, lived at the Sihouwa, Duozhuang Town, Mengyin County. The police arrested her on March 10, 2009, while she was mounting posters, and they immediately ransacked her home. The Mengyin County 610 Office extorted 1,200 yuan before they released her.

On March 31, 2009, at around 2:00 p.m., three police from the Duozhuang Town Police Station drove a police vehicle to Falun Gong practitioners Shi Zengchun and Gong Quanhua's home to harass them. At around 7:30 that night, the police arrested them and took them to the Duozhuang Town Police Station. They then extorted 5,000 yuan and 2,000 yuan separately from their relatives. At the same time, police also arrested Liu Changqing and Li Fengling, and extorted 5,000 yuan and 6,000 yuan separately from their relatives.

Sheng Yuhua from Duozhuang Town and Duan Xianling from Shimazhuang Village were arrested by the police led by Ma Yuliang, head of the Duozhuang Town 610 Office. Their homes were searched.

On March 17, 2009, Song Shuping and Song Zengrong from Liancheng Town were arrested and taken away. On the same day, seven officers from the Liancheng Town 610 Office in Mengyin County broke into Bian Qiutian's home and forcibly took away truth-clarifying materials. The police also arrested his wife and took her to the Mengyin Town Detention Center, then extorted 1,000 yuan from her family members, claiming it was required for living expenses. The police also gave their family members a deadline to pay the money with the threat of a 30% penalty. The police have not yet released Bian Qiutian's wife, but Song Shuping has been released.

Seven police officers from the Chenglian Town 610 Office arrested the Shen Chengkun couple and Lei Weifeng, and took away their truth-clarifying materials. They threatened to sentence the practitioners to forced labor, and they extorted 8,000 yuan from each before releasing the practitioners.

Zhao Yuying from Jiuzhai Town was arrested. Police from the Jiuzhai Town 610 Office arrested Gong Pijing from Jiuzhai Town. Gong Pijing's son Gong Weiju (not a practitioner) tried to stop the police from arresting his father. The police then threw a toxic substance in both of their faces. The police arrested them and took them to the Jiuzhai Town Police Station. The father and son were handcuffed and hung up from a cement pole and tree, and were brutally tortured for two days. The police also threatened to detain Gong Weiju for 15 days and fine him 500 yuan.

Wang Chunfang from Beilou, Jiuzhai Town, Mengyin County was arrested on the morning of March 17 and released that night.

Zhang, from Xingshan Village, Jiuzhai Town, was arrested on the morning of March 18. He was released the next day.

On March 17, police from the Tanbu Town arrested Zhang Zongzhu's wife and the Zhang Duhe couple from Aishanqian Village, Tanbu Town, Mengyin County. The Zhang Duhe couple has been released.

On the morning of March 17, officers from the Yedian Police Station broke into Yi Tingxu's home in Nanyu Village, Yedian Town. They arrested senior Falun Gong practitioner Xie Shunfang. Xie Shunfang was detained for 14 days and was extorted of 575 yuan. On April 15 at around 8:00 a.m., the police arrested Xie Shunfang again.

On March 17 at around 10:00 a.m., officers from the Yedian Police Station arrested Bao Xiju from Qipanshi Village, Yedian Town. Bao Xiju was detained for two weeks, then released on April 1. But on April 3, four police officers from the Mengyin County Detention Center arrested her again at her home.

Ms. Zhang Xianrong, 45, is from Sangziyu Village, Yedian Town. He was arrested on March 21, 2009.

Police arrested Yang Chuanbao from Changlu Town, Mengyin County at his home on March 18. His home was taken over.

Mr. Zhang Yifang, 32, is from Tuopangou Village, Gaodu Town. He was arrested and taken to the Mengyin County Detention Center on March 21, 2009.

Mr. Li Zuowu, from Zhujiazhuang Village, Daigu Town, Mengyin County, was arrested and then released after 5,000 yuan was extorted from him.

Mr. Zhang Li, about 60 years old, is from Shimenyu Village, Daigu Town. He was arrested at his home and taken to the Mengyin Town 610 Office on March 21, 2009. He was released after 4,000 yuan was extorted from him.

Ms. Wang, from Songjiawang Village, Daigu Town, was arrested and taken to the Mengyin City 610 Office on March 21, 2009. He was then released.
