(Clearwisdom.net) Hulan Prison is a heavily guarded facility in Heilongjiang Province for felons; 80% to 90% of its inmates are serving life sentences or suspended death sentences. Some Falun Gong practitioners are also held there and are subjected to savage torture.

The worst abuses are administered at the Group Drill Division. Political head Min Huiguang and group head Huang Bodong are in charge of Ward 2, which is part of the Group Drill Division. Min Huiguang ordered the inmates to do whatever it takes to make the practitioners write guarantee statements. If one practitioner did not write, the inmates would have points deducted that count toward their sentence reduction. That is why the inmates do their best and abuse the practitioners brutally. Practitioners Yun Fuqi and Liu Hui are both in their 50's. Guard Min Huiguang and several inmates forced practitioner Liu Hui to stand day and night for refusing to write the guarantee statement and deprived him of sleep and water. Eight people took turns monitoring him around the clock and would beat and kick him when he dozed off. After two days of this, his legs and feet were so swollen that he could barely stand and could not squat down.

Mr. Zuo Gang experienced the most severe mistreatment among all the practitioners. Guard Min Huiguang ordered Guan Lijun and Tong Lixin to tell Zuo Gang to write the statements. When Zuo Gang refused, the inmates assaulted him and repeatedly struck him to the ground. Tong Lixin ripped Zuo Gang's pants off and whacked his buttocks with a shoe. Then he straddled Tong Lixin while he was on the ground and slapped his face more than 100 times.

Abuse Towards Falun Gong practitioners at the Group Drill Division

Yun Fuqi was taken to the Group Drill Division in October 2008. The guards ordered the inmates to coerce him to write the guarantee statements. He refused, so the inmates beat and kicked him. They threatened him to no avail, so they forced him to stand for three days and nights, during which four people monitored hi, to make sure he did not get a wink of sleep. His meals consisted of half a steamed bun and half a bottle of water every 24 hours. He wrote the guarantee statements in the afternoon of the third day. His feet and legs are severely swollen. He has coughed up blood for two months.

Dong Xiaodong is from Wuchang. He was sent to the Group Drill Division in November 2008. The perpetrators treated him the same way as they did Yun Fuqi. Dong Xiaodong used his righteous thoughts and went on a persecution protest hunger strike. The officials force-fed him. Three days later the guards stopped their abuse because he persevered in his belief. They sent him to do hard labor alongside the inmates. Dong Xiaodong and Yun Fuqi later were transferred to the Daqing Prison.

Zuo Gang is from Acheng and lives in Harbin City. He was taken to Class 2 of the Group Drill Division in March 2009. He refused to cooperate with the inmates who told him to write the guarantee statements. When the writer of this article saw him, he had bruises on his face and had limped for more than one month. Inmate Tong Lixin beat him.

Guo Gang is from Acheng. He was held at the Group Drill Division for more than nine months for his refusal to write the guarantee statements. He was transferred to Division 8 at the Hulan Prison in May 2009.

Qi Fengchen is held at Division 14. The inmates have monitored him to prevent him from doing the Falun Gong exercises since he was held in solitary confinement for doing the exercises.

Six other practitioners are currently held at the Group Drill Division, including Wang Xiaojun from Hulan City, Jin Miaoqing from Daqing City, Liu Jun and Zuo Gang.

More than 100 practitioners have been brought to this prison between 2002 and 2006, and many of them were sentenced to five or more years of incarceration. This does not include practitioners who were transferred to other prisons.
