Falun Gong practitioner Mr. Fu Shuangyin from A'Cheng City, Heilongjiang Province was illegally arrested in December 2009 while distributing truth-clarifying materials. He is now being held at Changlinzi Forced Labor Camp in Harbin City. His family is appealing to have the sentence removed.
Mr. Fu Shuangyin retired from Longdi Enterprises in Heilongjiang. He now makes a living by doing contract work for a private company. He has been detained four times and put in forced labor camps three times for practicing Falun Gong.
On December 20, 2009, Mr. Fu went to A'Cheng City Peiketu Township to post Falun Gong materials and information about the Spanish National Court indicting five top Chinese officials (including Jiang Zemin) who have persecuted Falun Gong. He was spotted by village official Luo San. Instigated by Luo San, village head Wu Changgui dragged Mr. Fu to his grocery store with many villagers looking on. Wu Changgui also called the Peiketu Police Station and Mr. Fu was subsequently arrested. Mr. Fu was quickly moved to the A'Cheng Second Detention Center when his family and fellow practitioners went to ask for his release from the police station.
Despite the rescue efforts by Mr. Fu's family and local practitioners, A'Cheng City 610 Office and Domestic Security Division refused to release him. On the contrary, they quickly ordered the police department to send him to a forced labor camp.
After being detained for over half a month, Mr. Fu was sent to Wanjia Forced Labor Camp in Harbin City on January 7, 2010, for one week of boot camp before he was sent to Changlinzi Force Labor Camp for another year.
Mr. Fu started to practice Falun Gong before 1999. On June 19, 2000, he was arrested while rescuing local practitioners who had been detained. He was detained for fifteen days.
Mr. Fu Shuangyin, his wife Guan Huilian and several practitioners went to Beijing to appeal. After the train arrived in Changchun Station, they were intercepted by policemen from Harbin Police Department. Security from Heilongjiang Longdi Enterprises took them to the Chengbei Police Station. They were beaten and forced to stand. Two female practitioners were forced to stand bare-foot in the snow. Mr. Fu, his wife and several practitioners were sent to Wanjia Forced Labor Camp and Changlinzi Forced Labor Camp respectively for two years before returning home in 2002.
Mr. Fu's wife Guan Huilian was forced to pay 3000 yuan to A'Cheng Electronics Factory Police Station and 1000 yuan to A'Cheng Police Department.
Mr. Fu and his wife were arrested again at home by Chengbei Police Station Deputy Head Liu Zhongren and policeman Cui Yongfu. Practitioner Niu Guixia who was visiting Mr. Fu was also arrested. They were detained at A'Cheng Detention Center and were put into a forced labor camp for one year before returning home on August 2, 2007.
Fu's daughter who is working out-of-town still does not know that her father is again being persecuted. His family have not told her the news for fear of disturbing and upsetting her.
