(Clearwisdom.net) Falun Gong practitioner Mr. Zhang Feng from Zhenyuan County, Qingyang City, Gansu Province, was illegally arrested on July 8, 2009. The Zhenyuan County police made the arrest and confiscated much of his personal property. After the incident was published on the Minghui website (Chinese version of Clearwisdom.net), 610 Office agents and police officers subjected Mr. Zhang and his wife to retaliatory persecution on July 17, 2009.
On July 8, 2009, at 10:00 a.m., the Zhenyuan County Political and Judiciary Committee deputy Party secretary and 610 Office deputy head Gou Guangchan, along with Miaoqu Township Police Station officer Xi Youren, broke into Mr. Zhang Feng's residence claiming they were “visiting” him. They searched the entire home and confiscated Mr. Zhang's personal property, including a computer, a TV set, a satellite receiver, a satellite dish, books, and a cell phone. Gou called police department deputy head Lu Yadong, and, with cooperation from Domestic Security Division head Mu Hongwei and Chang, they took Mr. Zhang to the Miaoqu Police Station, where they intimidated and pressured him for seven to eight hours and extorted 5,000 yuan from him before releasing him.
On July 16 and 17, 2010, Zhenyuan County Police Department's Domestic Security Division head Mu Hongwei kept calling Mr. Zhang, insisting that he come to the police department. Mr. Zhang and his wife Ms. Li Lixia, also a Falun Gong practitioner, went to the police department on the afternoon of July 17. What awaited them was a previously plotted arrest. The couple were separately brought to an interrogation room on the first floor. They were made to sit on a metal chair meant for criminals. Their hands and feet were cuffed. The main interrogator was officer Chang Xuebai of the Domestic Security Division. For the first several hours he interrogated Mr. Zhang and then started interrogating Ms. Li at 11:00 p.m. He said, “The most important question I want to ask you is, 'Who posted your arrest on July 8 online?'” The Domestic Security Division head even said that they had planned earlier that they would subject Mr. Zhang to forced labor and Ms. Li to detention and release her after July 20. Deputy head Lu Yadong arranged for all the agents in the Domestic Security Division to take part in the persecution of the couple. He also dispatched two officers from the criminal police team to assist. As they had planned, they held Mr. Zhang and his wife in a detention center and released Ms. Li two weeks later. Chang Xuebai from the Domestic Security Division; Bei Yaxin, Miaoqu Township Police Station head; Miaoqu Township deputy Party secretary; and Miaoqu Education Committee head waited for Ms. Li outside the detention center. The Domestic Security Division agents demanded that the education committee head write a guarantee statement before they could take Ms. Li home. They also repeatedly threatened Ms. Li, saying “You will be sentenced to forced labor if you make any more trouble.”
The major mastermind of this persecution was Gou Guangchan, Zhenyuan County 610 Office head. He continued exerting pressure on Ms. Li Lixia's employer and the township Party secretary in November 2010, ordering Ms. Li to write the three statements to renounce her belief in Falun Gong and claimed that he would review what she wrote.
