(Clearwisdom.net) Bao Guixiang, M.D., deputy director of Health and Epidemic Prevention in Dagang District, Tianjin, was dismissed from work in July 2000, per orders from Zhang Runhua, director of the Health Department in Dagang District, because of her belief in Falun Gong. She did not receive any written paperwork documenting her dismissal. Dr. Bao, a state employee with over 30 years of experience, was thus deprived of her job without being given a formal reason. She has not had a stable income for the past eleven years, and has had to live in poverty.
During these eleven years, Dr. Bao appealed many times to the Chinese Communist Party (CCP), requesting to be reinstated in her job. She once narrated her experience in detail to her former managers. She also used the Constitution to show that citizens should have freedom of belief and a right to work, and that Zhang Runhua and others had violated the law by taking away her right to work.
In 2007, Dr. Bao and another practitioner went to the Health Department to ask to be reinstated. One manager said, “You two worked very well, there is no doubt about that.” However, led by Zhang Runhua, the CCP officials in the Health Department refused to reinstate them and threatened to report them to the 610 Office.
In July 2010, Dr. Bao sent letters to leaders in Dagang, Tianjin, and multiple judicial departments to appeal for justice. As a result, she was harassed by officers from the Shengli Police Station.
Dr. Bao went to the current leaders in the Health Department in February 2011, and again asked for her job. However, current department leader Liu said that he could not reverse the previous decision.
On September 9, 1999, Zhang Runhua feared that Dr. Bao and other practitioners would go to Beijing and appeal for justice for Falun Gong. Zhang, along with two officers from the Dagang Police Station, illegally detained the practitioners in a hotel. Several days later, these practitioners were sent to a detention center for two months, accused of “disturbing the peace.” Zhang also withheld Dr. Bao's salary before the detention.
