(Clearwisdom.net) Ms. Liu Yujin is from the Central District of Jinan City, Shandong Province. She is also a Falun Gong practitioner. On November 16, 2010, police from the Central District Police Department took her from her home and illegally detained her. On May 6, 2011, the Central District Court illegally tried Ms. Liu. At the time, court staff, the court appointed lawyer, and local 610 Office personnel intentionally created obstacles so that Ms. Liu’s husband and daughter could not enter the courtroom for her trial. On May 29, Ms. Liu’s family received a written verdict through registered mail. Ms. Liu Yujin was sentenced to three years in prison.

Ms. Liu’s family decided to appeal her case. According to the lawyer at her trial, June 3, 2011 was the last day to appeal. Ms. Liu Yujin’s family and friends broke through one difficulty on top of another and were finally able to obtain Ms. Liu’s authorization document. A notice of appeal signed and fingerprinted by Ms. Liu was given to Jinan City Detention Center, and copies of the appeal were mailed to Jinan Central District Court and Jinan Intermediate Court through EMS.

During the afternoon of June 3, Ms. Liu Yujin’s family and friends went to Jinan Central District Court requesting to see the people whose names were on the verdict statement, which included chief judge Lu Qing, judge Ma Jinyong, substitute judge Chen Ran, and clerk of the court Wang Tianchao. The person at the front desk told them, “No one can accept the appeal. Only chief judge Lu Qing can, but he went to a detention center and is not here now.” When asked when Lu Qing would be back, they were told, “Maybe after 4 o’clock. Don’t really know.”

Another person at the front desk signaled the first one with a look and then touched her elbow and said, “This is Liu Yujin’s case, Liu Yujin...” The first person said, “I know. I understand.”

Ms. Liu Yujin’s family and friends left the Central District Court and went to Jianan Intermediate Court, which was supposed to accept Liu’s case for the second trial. The court police in the reception room helped them get in touch with the criminal court division. Liu Hong from No. 2 criminal court answered the phone. When she asked whose case it was and the case number on the verdict, she said, “Your appeal needs to go to the Central District Court. You should send it there.” The family member told her, “Today is the last day to appeal. The Central District Court said that the chief judge Lu Qing was not there. So we have no other way but to come here.” Liu Hong replied, “You need to go to the Central District Court. You could hand it to anyone whose name was on it, give it to whoever is there.”

The family felt strange after they hung up the phone. During working hours, why was it that the person in charge was not at one court and the other one won’t accept the appeal? The family then called Liu Hong again, “We request to appeal at the Intermediate Court. According to criminal law, the intermediate court is supposed to accept the appeal for the second trial. We have decided to appeal here, and you should accept it.” This time, Liu Hong replied, “Our judge is on a business trip.”

By then, Ms. Liu Yujin’s family realized that the two courts that are responsible for accepting her appeal had simply decided not to accept it. They didn’t know what to do. Then they remembered that the appeal material can be delivered through the post office. After they confirmed with people in the field, they went to a post office. They then mailed copies of the appeal letter with Ms. Liu’s signature and fingerprints to both Judge Lu Qing at Jinan Central District Court and Jinan Intermediate Court via EMS mail.

The next day, June 4, both Jinan Central District Court and Jinan Intermediate Court received Ms. Liu Yujin’s appeal.
