In 2010, six practitioners from Xiwangli Village were arrested and taken to the Qingyuan Brainwashing Center. Participating in the arrest were officers from Beiwangli Township government headed by Si Tianhu. These perpetrators sent two of the six practitioners, Ms. Wang Mengyong and Ms. Fang Shu, to the Shijiazhuang Women's Forced Labor Camp to be held for a year. Ms. Fang had 490 yuan extorted from her monthly during her three-month detention prior to her forced labor term. Her family was forced to spend more than 2,000 yuan to bribe related officials by inviting them to expensive dinners.

Ms. Fang returned home from the forced labor camp after her term was due in 2011. Si Tianhu and others often harassed and threatened her at home.

On July 4, three people including Si Tianhu and Wang Baoguang went to Ms. Fang's home, in an attempt to force her to write a guarantee statement to give up her practice.

When she refused, they went to Ms. Fang's home to intimidate her: They threatened her, saying that if she did not write the statement within two days, she would be sent to a forced labor camp and her daughter who studies at a college would not be allowed to continue her degree.
