Cases of Karmic Retribution for Persecuting Falun Gong in the Jinchang District, Gansu Province

(Clearwisdom.net) In the past twelve years, the ears of China's citizens have been abused by the Chinese Communist Party (CCP)'s fabricated stories about Falun Gong that have permeated the entire country. Among those victimized by such misleading and groundless stories, in particular, are officials at all levels of the CCP's political and legal institutions who heedlessly fall for the CCP's poisonous misrepresentations of Falun Gong. In the grip of the CCP's doctrines of violence and falsehood, they have forfeited their consciences and human souls to the CCP and, at their own initiative or reluctantly, assisted it in persecuting innocent people as its vile accomplices. Yet the heavenly law of karmic retribution, whose common theme is that every man will ultimately pay for what he has done, good or evil, will always be enforced. In this sense, these individuals, serving as the CCP's limbs in its enterprise to eradicate innocent people, are the most victimized besides the Falun Gong practitioners themselves.

The following is a list of the incidents of karmic retribution visited upon CCP officials for persecuting Falun Gong in the Jinchang Region of Gansu Province. The CCP devalues human life and is steeped in crime. We hope these accounts will prevent more people from being deceived by the CCP, remind them that what they are doing is truly horrible, and encourage them to cease being hostile toward Falun Gong and stay away from monitoring, arresting, and persecuting its practitioners.

1. Karmic Retribution Due to Direct Involvement in Persecuting Falun Gong

Cai Xuexiao, male, was the former secretary of the CCP's Political and Legal Committee in the Jinchang Region. Before the 2001 Chinese New Year he plotted to arrest more than 40 local practitioners and contrived to send them to a brainwashing center located in the Drug Rehabilitation Center of Jinchang City. He gathered up a list of people, including officials from the Law Enforcement Bureau of Jinchang City, lawyers, civil servants, and reporters from the city TV station, to brainwash the practitioners by force. Practitioners were forbidden to talk or do the Falun Gong exercises. Every day they were forced to watch videos slandering Falun Gong and attend classes specifically designed to defame Falun Gong. Before the CCP broadcast its fabricated self-immolation event at Tiananmen Square, they prepared necessary equipment to show some important event—as if they were aware in advance that the self-immolation event was about to take place. After the CCP broadcast the news of the purported “self-immolation,” they forced the practitioners to write statements to endorse the broadcast. Every day Cai was present at the brainwashing sessions with reporters. He tried to get practitioners to renounce Master Li and Dafa while filming them and broadcasting them on TV. The practitioners who did so would be released immediately, but they jointly resisted his plot. He then arrested a businessman who did not practice Falun Gong and detained him in the drug rehabilitation center. The man kept crying out during the 24 hours of his detention to protest his arrest. Cai then arranged for him to be filmed on TV, where he was taught by the reporters to abuse Falun Gong. After that he was released immediately. A month afterwards, practitioners' family members visited the brainwashing center and attempted to persuade them to give up Falun Gong. They appeared on TV so that they could be released before the Chinese New Year. Their presence at that time might have been the result of Cai's threats and intimidation. The scene was filmed by the television station.

Cai never showed up in the brainwashing center after the second day of the Chinese New Year. According to his secretary: “Cai is ill. It is cancer, according to his physicians in Lanzhou City.” Within less than a year Cai died. Even some of his relatives believed that he had died as a result of karmic retribution for his persecuting Falun Gong.

Wu Guangxian, male, was the former deputy chief of the police department of Jinchang City. He had been involved in persecuting Falun Gong since 1999. Before the 2001 Chinese New Year, the above mentioned brainwashing center was set up by the 610 Office in Jinchang City. The brainwashing center was headed by Cai Xuexiao, secretary of the Political and Law Committee for the CCP of Jinchang City, who eventually died of karmic retribution for persecuting Falun Gong; Lin Youwu, chief of the propaganda department of Jinchang City; Duo Wengong, chief of the Jinchuan District propaganda department; and Wu Guangxian, deputy chief of the Jinchang City Police Department. Cai and Wu lived in the brainwashing center to persecute Falun Gong practitioners. They assigned several officials from the local residential area to closely monitor the practitioners, even when they were sleeping. From 8 a.m. to noon and after 4 p.m. every day, the practitioners, some in their 60s, were forced to do military training. They assigned drug addicts to train them to goose step and march in time all day without any break. Their goal was to make the practitioners so busy and tired through training that they would have no time to practice or think about Falun Gong and would finally give up practicing it when they were weary and exhausted.

During Wu's term as the director of the Forced Labor Management Committee beginning in 2002, many practitioners from Jinchang City were sentenced to forced labor. On the night of March 30, 2010, when he visited one of his superiors at his office, he suddenly had a cerebral hemorrhage and fell into a coma. On the afternoon of March 30, 2010, he died in the hospital at the age of 53.

Zhang Guojun, male, 35, was a police officer from the Beijing Road Police Station of Jinchang City. He had a main role in persecuting Falun Gong and used an iron fist against practitioners. Many times he arrested and beat practitioners with such ferocity and cruelty that only a cold-blooded person would do. In the middle of June 2001, on a working trip to Zhangye City, he suddenly died when he was drinking alcohol at a feast.

Xiao Shulai, male, was the deputy chief of the Guilin Road Police Station of Jinchang City. His home address was the left-hand door of the 4th floor, the No. 3 Entrance of the No. 12 building, the 14th residential area of Jinchang City. After July 20, 1999, when he was the director of the Hebin Road Police Station, he actively persecuted Falun Gong practitioners. Due to his work, more than 10 practitioners were sentenced to forced labor, detained, sent to brainwashing centers, fined, and their homes ransacked. In March 2003, in their attempt to arrest Falun Gong practitioner Ms. Ma Yuefen, Xiao and other police officers set fire to her home, located at the right-hand door of the 5th floor, the No. 3 entrance of the No. 10 Building, the 7th residential area of Jinchang City. After Xiao was appointed deputy chief of the police station, many practitioners clarified the truth to him many times, but he simply refused to listen and verbally abused Dafa and practitioners. In 2005, when he was appointed deputy chief of the Guilin Road Police Station, many practitioners clarified the facts of Falun Gong to him, but he refused to change his course and went on persecuting Falun Gong. In late November 2007, he died of a sudden heart attack in his office at the age of 49.

Wang Wanxi, male, was the former chief of the Jinchang City Detention Center. During his term he force-fed practitioners when they went on hunger strikes to protest their detentions. When practitioners' families came to visit, Wang verbally abused them and barred them from seeing the practitioners. His guards ordered inmates to monitor practitioners, prevented them from doing the Falun Gong exercises, and pressured them to give up practicing Falun Gong. Under his authority and indulgence, the inmates audaciously mistreated practitioners in many ways, such as force-feeding them with a highly-concentrated saline solution, forbidding them from going to the toilet, and exposing them to the cold in the winter. Wang was later appointed director of the Beijing Road Police Station of Jinchang City. In September 28, 2005 he suddenly died of a heart attack, at the age of 42.

Shi Duoying, male, was formerly a judge with the Yongchang County Court in Jinchang City. On September 18, 2002, the court sentenced many Falun Gong practitioners to long-term imprisonment: Mr. Zhang Yanrong, Mr. Qin Dexin, Mr. Fan Yongcheng, and Mr. Hu Shangxue, each to 12 years in prison; Mr. Wang Zexing, Mr. Yue Peifu, and Mr. Qin Jichang, each to 10 years; Mr. Zhu Dayi and Ms. Wang Zefang, 8 years; and Mr. Yan Shengjie, 3 years. People involved in the sentencing were: Shi Duoying, the chief judge; Zhou Ruirong, a judge; Zhang Yongru, a deputy judge; Ma Dongmei, a court recorder; and He Zhengzhong, a prosecutor from the local procurotorate. Prior to the trial the practitioners were told to prepare themselves for their defense, but when it was time for them to present their defense Shi said, “You will not recount everything that happened. You are only allowed to leave a written defense.” Practitioner Mr. Hu Shangxue protested this outrage by sitting on the floor in front of the judge's platform. Shi, pounding his desk, yelled at him, “Hu, you better behave yourself. You are in a courtroom now, not in your home.” Hu said, “We are innocent. We have not done anything to break the law. It is you that persecutes us. We clarify the facts about Falun Gong and let people know that Falun Dafa is good and that Truthfulness-Compassion-Forbearance is good. We are validating Falun Dafa and saving people. We are innocent.” Shi shrieked, “20 years ago you would have been sentenced to death.” Practitioner Mr. Zhang Yanrong responded to the judge's irrational outburst, saying, “Shi, this is a court of law, not your private hall of authority.” Shi was so stunned by this that he held his tongue thereafter. Not long after that, Shi was killed when he was hit by a motorcycle on a working trip in Lanzhou City, at the age of 48.

Li Qiangquan is a villager from Fanggou Village, Shuyuan Town, Yongchang County. Falling for the CCP's slanderous propaganda about Falun Gong that was broadcast on the radio and TV, he was hostile toward the practice. Whenever he saw truth clarification papers posted by practitioners he would tear them up. In June 2009, when he was irrigating his field he saw some Falun Gong posters on the utility pole at the side of the road. He grabbed a handful of straw, soaked it in water, and scrubbed the sheet with it. Some people tried to stop him, saying, “It is fine if you do not read it. It is not standing in your way. Why bother to scratching it out?” Li glared at the man and said, “It irritates me to see this kind of thing. I do not believe in that karmic retribution they advocate.” Not long after that, when he was feeding his cattle, the horn of one of the cows hit him in the eye and squeezed his eyeball out. He was taken to a hospital immediately and it cost him a lot of money for medical treatment. In the end he kept his eyeball, but he could no longer see out of it.

Zhu Wangbao was a police officer from Hexi Town, Yongchang County. After July 20, 1999, he actively persecuted Falun Gong. In November 2001, he had a traffic accident while driving. Four other police officers were in the car with him. The car crashed, trapping the five people inside. They were all burned alive.

2. Persecutors' Families Receive Karmic Retribution

Qi Shiping, female, is the deputy chief of the Jinchang District Court in Jinchang City. She has tried Falun Gong cases. In December 30, 2005, her husband was killed by one of his colleagues in an altercation. It was believed that he had received karmic retribution for his wife's finding innocent Falun Gong practitioners guilty.

Yang Huiguo, male, was the chief of the police department of Longshou District, Jinchang City. He had persecuted Falun Gong before he retired from his post. However, his son paid for what he had done as he suffered from blood cancer.

Ji Qingxin, male, is the former chief of the Political and Security Section of the Police Department of the Longshou District, Jinchang City. In 2000 he actively persecuted local Falun Gong practitioners. His son was later sentenced to imprisonment for homicide while he was drunk.

Jin Xingquan, male, was the former director of the Institute of Nickel and Cobalt Investigation and Design. He was implicated in the CCP persecution of Falun Gong before and afterwards bore a grudge against Falun Gong. He was later appointed manager of the Decoration Section of the Construction Corporate of Jinchang City and also the chief of the 610 Office group of the Decoration Section specifically in charge of persecuting Falun Gong. His sister-in-law, stricken by postpartum depression, committed suicide by leaping out of the window of her home. One of his brothers got drunk, fell in his corridor, and was found dead the next day.

Xu Jinyou, male, is retired from the 6th group of the Geological Exploration Bureau of Jinchang City. He had reported his colleagues who were Falun Gong practitioners to the authorities. The practitioners were later sentenced to forced labor. His son, who owned a wheat powder shop, was killed in a traffic accident on his way to Wuwei City to transport wheat powder.

Xie Yingjie, male, in his 70s, was retired from the 6th group of the Geological Exploration Bureau of Jinchang City. Deceived by the CCP's lies about Falun Gong, he hated Falun Gong and often verbally abused Master Li in public. His daughter killed her husband and was sentenced to life imprisonment, leaving his grandson behind. Xie died of disease in 2011.

To make these cases of karmic retribution known to the public is not to rejoice at their misfortune. Instead, it represents our deep regret for the lost lives and serves as a reminder to those who are alive. As Falun Gong practitioners we follow the principles of Truthfulness-Compassion-Forbearance to cultivate ourselves. We know full well that the CCP does all it can to get people to hate and persecute Falun Gong, which will bring endless catastrophes to those who fall for its poisonous deceit. That is why we, in the past more than 10 years, have persevered in clarifying the facts about Falun Gong, despite the risk of arrest, mistreatment, forced labor, imprisonment, the loss of our jobs and families, and even the loss of our own lives. We do this only to prevent such tragedies from happening again. If you still refuse to listen to or look at the truth clarification materials or accept a leaflet or a VCD containing the truth about Falun Gong, you may miss the most precious thing ever.
