The Political and Judiciary Committee is an illegal organization
The full name of the Political and Judiciary Committee is the Chinese Communist Central Government Political Judiciary Committee. The CCP set up the committee to use the police departments, Procuratorate, court system, and Ministry of Justice to carry out its will. The main task of the committee is to unify all departments in their thoughts and deeds in carrying out the central government's orders.
The independent functioning of a “Ministry of Justice” is a standard in modern civilized society and is included in the Chinese constitution. Democratic countries maintain a strict separation of legislation, jurisdiction, and administration. The Chinese constitution states: “The Court [shall] have independent jurisdiction; no government organizations, social groups or individual can interfere.” The Political and Judiciary Committee is not recognized in the constitution. The subunits under the committee, such as the 610 Office, Comprehensive Government Office (Zhongzhiban), Maintain Stability Office (Weiwenban), are consequently all operating illegally as well.
In actuality, the constitution and laws set up by the Chinese Communist Party are merely decorations to deceive the international society and its own Chinese citizens. The CCP has never obeyed the constitution or the law; on the contrary, it has been persecuting its citizens in the name of the law.
The CCP uses the Political and Judiciary Committee to persecute Falun Gong
The secretaries of various levels of the Political and Judiciary Committee have enormous power, since they control the four major justice systems. They know the law and break it knowingly in persecuting Falun Gong.
The committee carried out Jiang Zemin's criminal policy to “ruin their reputations, bankrupt them financially, and destroy them physically,” and fully participated in persecuting Falun Gong.
Gathering evidence and cooking up charges
Beginning in 1994, secretary Luo Gan of the committee sent police officers to infiltrate Falun Gong groups, but they did not find any problems. Some of those who were sent there even began practicing Falun Gong. From the beginning of 1997 to July 1998, Luo Gan ordered a nationwide investigation with police officers acting as stool pigeons in an attempt to gather evidence and cook up charges, but it was all in vain.
Framing Falun Gong
A signature example of Jiang's regimen's nefarious activities was the staged “Tiananmen self-immolation,” concocted by Luo Gan and his subordinates in Henan Province. A 610 Office agent from Chongqing who was at the scene verified that a robust military policeman held up a fire extinguisher, hit the back of the woman's head very hard, and she immediately fell down. He used such great force that the handle of the extinguisher flew off. The woman killed at the scene never practiced Falun Gong. She worked at a bar and her name was Liu Chunling.
In November 2003, a documentary film called “False Fire” (made in January 2002) won an honorary award at the 51st Columbia International Movie and Television Festival. The film analyzed suspicious footage of the “Tiananmen Self-Immolation,” and its producers were recognized for their conscientious and meticulous work, as well as their courage to expose the sinister activities of the CCP.
On August 14, 2001, at a United Nations Conference, the International Educational Development Organization strongly condemned the CCP's terrorist activities, with particular reference to the “Tiananmen Self Immolation." The event was staged specifically to malign Falun Gong. It involves shocking details of premeditation and murder. The documentary film clearly shows that the government staged the entire incident.
Brutal persecution
The Political and Judiciary Committee and the 610 Office, which specializes in persecuting Falun Gong, are using the four major justice systems to persecute Falun Gong in the name of the law. On the surface it is the justice systems, but they are being manipulated by the Political and Judiciary Committee. Some “judges” have openly stated in court: “We don't talk law here, only politics.”
For example, in September 2009, Liu, the deputy secretary of the Political and Judiciary Committee in Xichang City, Sichuan Province, openly stated to the lawyer: “Don't discuss law with me, we do not follow it.” On December 17, 2008, Presiding Judge Gu Yingqing from Suzhou Jiangsu Province asked the lawyer, “Why do you discuss law with me? I only talk politics.” Zhu Yubiao, a lawyer from Guangzhou, defended Falun Gong practitioners numerous times. His defense was conscientious, meticulous, and outstanding. The judge was usually speechless and used the excuse, “It is the policy,” to sentence practitioners. Mr. Zhu would remind the judge, “This is a courtroom. Wait until the policy becomes law. Let us talk then.”
The Political and Judiciary Committee and the 610 Office bypass the judicial system and hold large numbers of Falun Gong practitioners in forced labor camps. Most of the persecuted practitioners are seniors and minors. The forced labor camp offers maximum convenience for the CCP to carry out its campaign. Middle school student Zhang Yueqi, less than 16 years old, was sentenced to one year in labor camp and is still being brutally mistreated in the camp.
Organ harvesting is the most heinous crime the CCP has committed in persecuting Falun Gong. It has been called an “unprecedented evil on this planet.” When Bo Xilai was the governor in Liaoning Province between 2001 and 2004, organ harvesting from Falun Gong practitioners was at its peak. In February of this year, when Bo's trusted subordinate, Wang Lijun, fled to the American Embassy in Chengdu to seek political asylum, he revealed to the rest of the world numerous sinister secrets: huge corruption among upper level CCP members, malicious struggles for power, persecuting those who hold opposing views, persecuting Falun Gong, harvesting organs for profit, and conducting live experiments on detainees—and the one who most strongly supported Bo was the secretary of the Political and Judiciary Committee, Zhou Yongkang.
The Political and Judiciary Committee is the chief offender
As Lawyer Li Heping stated, “The suffering that Falun Gong practitioners endure does not just affect Falun Gong practitioners, it affects all Chinese citizens.” Over the years, the methods the Political and Judiciary Committee has used to persecute Falun Gong has been extended to other groups in society, including political dissidents, religious groups, civil rights defense lawyers, and appealing citizens. They have been subjected to arbitrary arrests, surveillance, raided homes, and confiscation of personal property. Numerous suspicious deaths in police custody have occurred all over China. The facts speak for themselves: the Political and Judiciary Committee is the chief offender when it comes to breaking the law of the land. As long as it is exists, “govern the nation according to law” are merely hollow words.
