(Minghui.org) On April 9, 2012, Falun Gong practitioner Mr. Li Xuangang, an investor from Changsha County, Hunan Province, was arrested by Chinese Communist Party (CCP) officials shortly after he arrived at a worksite in Chibi, Hubei Province. The CCP agents had apparently planned his arrest for quite some time. Now, one month after his arrest, no report exists of his whereabouts, except for the possibility that he is being held in the Chibi Detention Center.
The CCP threatened both his coworkers and his family not to leak information about his arrest, and only allowed them to say that he is “cooperating with an investigation.” Through many efforts, we've learned that the so-called “investigation” was actually an attempt to find out whether Mr. Li's funding came from foreign financial assistance, and if he participated in Falun Gong activities in two provinces. These actions represent attempts by the CCP authorities to gather and present false evidence against Mr. Li, to be used as excuses to persecute him.
Mr. Li, forty-six years old, is originally from Guoyuan Township, Changsha County, Hunan Province. He, his wife and son opened an auto supply store in Zhongnanqipei. Mr. Li began his auto supply business in the 1980's, and became the first wealthy person in his hometown. Besides building a house for himself, he also donated money to build a public road in his hometown. The Changsha County government honored him for his civic-minded generosity, and he was quite well known in his hometown. During a business trip to northern China in 1996, he discovered the Falun Dafa cultivation practice. Through this practice, he learned the meaning of life and began practicing Falun Gong.
After the persecution of Falun Gong began in 1999, Mr. Li maintained a firm belief in Falun Gong and refused to give up his practice. As a result, he was persecuted numerous times over the last dozen years. He was brutally beaten by police when he went to Beijing to appeal for the right to practice Falun Dafa. He was sentenced to four years in prison by the Changsha County 610 Office in October 2000 and held in Chishan Prison in Yuanjiang. In June 2005, he was arrested and taken to the Laodaohe Brainwashing Center (so-called “Changsha Legal Education Center”) in Changsha, where he was held for two months. He was arrested again in June 2006, and subjected to persecution at the Xinkaipu Labor Camp. In August 2007, three weeks after he was released from the labor camp, Mr. Li was arrested again and taken to Changsha Detention Center.
Li Xuangang joined a stock investment with the Chibi City Government for building a hydroelectric power plant. Prior to Mr. Li's investment, the project was placed on hold due to a lack of funding and poor management. After Mr. Li took over the project, he had to overcome numerous difficulties, and was able to turn things around in 2010. Mr. Li goes to the worksite in Hubei every Monday, and returns home on Friday. Mr. Li was the second largest stock holder for this project, and told a friend in 2011 that the stockholders would make a hundred million yuan profit in 2012. By the end of 2011, the Chibi Government assigned an assistant director to the project, who was the son of a high-ranking official; he began causing problems for Mr. Li.
During the CCP Conference in 2011, Changsha 610 Office staff along with Domestic Security Division personnel visited Mr. Li's worksite in Hubei, and attempted to arrest him numerous times but were unsuccessful. They were actually chased away by worksite staff who understood and supported Falun Gong.
In January 2012 after Mr. Li went to the worksite, 610 Office officials and Domestic Security Division officers from Chibi suddenly showed up. They tried to find Mr. Li; however, the entire worksite staff respected Mr. Li and viewed him as an upright and good person, so they again intervened. Since the CCP group had no justification for arresting him, they had to leave.
Mr. Li's family has been threatened by the authorities and are unable to reveal any information. We hereby appeal to the international community and all people of justice to pay close attention to Mr. Li Xuangang's case.
