Medical Doctor in Critical Condition in Tieling City Detention Center

(Minghui.org) Mr. Liu Qingyu, a Falun Gong practitioner from Tieling City, is in critical condition as a result of being brutally force-fed by the guards in the Tieling Detention Center.

Mr. Liu is in his 40s. He used to work as a doctor at a hospital in Tieling. Because of his belief in Truthfulness-Compassion-Forbearance, the guiding principles of Falun Gong, he has been repeatedly detained by the Chinese communist regime over the past 14 years.

Most recently, Mr. Liu was illegally arrested by officers from the Qinghe District Police Department on September 12, 2013. This was his fourth arrest.

Mr. Liu was incarcerated at the Tieling Detention Center, and harshly mistreated there. When he went on a hunger strike to protest the persecution, the guards brutally force-fed him. Within 10 days, Mr. Liu came to be in critical condition due to the punitive forced-feedings.

Repeatedly Persecuted for Over a Decade

In 2000, Mr. Liu was sentenced to two years of forced labor for his belief in Falun Gong. He was sent to the Tieling Forced Labor Camp. In October of the same year, the labor camp authorities moved him to the No. 2 Team and intensified the persecution in an attempt to “transform” him.

Mr. Liu was forced to do heavy labor for 14 hours a day. His work included digging, making bricks and construction foundation, mixing concrete, and loading the kiln. At night, the guards assigned inmates Wu Danzi and Liu Wenxing to torture him. They forced his face into the toilet, raised his hands high behind his back, and threatened, “We will beat you up if you refuse to abandon Falun Gong.”

On March 14, 2002, less than a month after Mr. Liu’s release from the labor camp, the police arrested him again. He was sentenced to three years of forced labor and sent to the Tieling Forced Labor Camp again. In a newly formed unit targeting Falun Gong practitioners, team leader Wang Zhibin, and guards Li Bing, Chen Zhanyuan and Zhang Yanjie tortured practitioners using handcuffs, shackles, electric batons and maces. Mr. Liu again fell victim to their brutality. He suffered from multiple injuries, including broken ribs.

In the summer of 2003, the labor camp authorities assigned criminal inmates Zhou Jianhua and Guan Yong to abuse practitioners. They forced practitioners to sit on small benches for hours, and verbally and physically abused them.

Some inmates hit Mr. Liu with a bed board. They told him that the guards had told them to do it. Guards Cao Yang and An Guangsheng also brutalized Mr. Liu.

During the three years of incarceration, Mr. Liu was put in shackles three times—and kept in shackles for nearly a year of total time. During one period, he was forced to wear them continuously for six months. This extended torture took a heavy toll on Mr. Liu’s health.

At 11 p.m. on April 23, 2005, Qinghe District Police Department head Lan Wen and seven other officers opened Mr. Liu's home with a master key. Without a search warrant, they ransacked his home and confiscated his Falun Gong books, informational materials, and cash.

They then arrested Mr. Liu and sent him to the Qinghu District Detention Center. Mr. Liu refused to comply with guards' demand and began a hunger strike to protest the persecution. In retaliation, the guards bound his feet to the floor with shackles, assigned two criminal inmates to watch him, and injected him with an unknown liquid via infusion.

On May 8, 2005, the sixteenth day of his hunger strike, Mr. Liu was sentenced to three more years of forced labor and sent to the Tieling Forced Labor Camp once again. The labor camp refused to accept him, citing his poor health. As a result, the police had to release him on medical probation. Mr. Liu's family took him home.

Now, Mr. Liu has been detained again and is in critical condition due to continual abuse in the Tieling Detention Center.

Corruption Continues

The newly appointed police chief of Liaoning Province, Wang Dawei, was promoted based on his active participation in the persecution of Falun Gong practitioners. Tieling police chief, Li Yunbo, planned the mass arrests of practitioners in September 2013, in the lead-up to China's 12 th National Games, to please Wang, his boss.
