The decision to continue persecuting Falun Gong is the will of the Party itself, not simply the will of a certain few individuals or Party factions. Party officials who do not directly participate in the persecution know all too well what is going on, and by their silence, they are endorsing it. They too, bear responsibility for the crimes committed against Falun Gong.
