(Minghui.org) Falun Gong practitioners in China are routinely incarcerated in prisons simply because they want to be good people and live by the principles of Truthfulness-Compassion-Tolerance.
While being held in prison, they are often tortured with various means, including being shocked with high-voltage electric batons. The torture induces various health anomalies, all of which are then ignored by the authorities.
This article documents the torture suffered by Mr. Shi Guoliang, a Falun Gong practitioner from Jiutai City, Jilin Province. After sustaining unspeakable torture in the Siping Prison, he became ill and developed tuberculosis. In addition, he bit off a piece of his tongue when the guards shocked him with electric batons. As a result, he still has difficulty speaking.
Brutally Tortured
Mr. Shi, 39, is from Jijia Village, Jiutai City. He was illegally arrested on May 9, 2007, by officers from the Nanguang District Police Station and detained in Changchun City.
Mr. Shi was sentenced to 9 years in prison by the Nanguang District Court on April 29, 2008. He was transferred to the Siping Prison on August 15 of the same year.
Mr. Shi was imprisoned in Division No. 2 of the Prison District No. 10. Prison guard Zhao Jianping, who was transferred to Division No. 8 later, repeatedly incited inmates to torture Mr. Shi.
One time, inmates Yuan Youzhi and Di Shaoquan brutally beat him. Di Shaoquan squeezed his testicles while asking, “Will you still practice Falun Gong?” Suffering from excruciating pain, Mr. Shi hit his head against a television set and blood gushed out.
Zhao Jianping didn’t stop the inmates from beating Mr. Shi until he saw that the bleeding was uncontrollable. He then took Mr. Shi to the prison hospital.
Afterward, guards chained his feet to his bed for over 2 weeks. Guards Li Cheng and Liu Zhaohui also shocked him with electric batons, and inmate Zheng Wei poured cold water on him.

After Gao Minglong and others tortured him, Mr. Shi had wounds all over his back. He subsequently developed tuberculosis and plural ascites. The prison authorities forced him to leave the hospital without getting adequate treatment and only permitted him to receive medicine, which was not effective. When he refused to take it, they spread a rumor that “Falun Gong teaches people not to take medicine when they are ill.”
Police Refuse to Sign Release Form for Medical Parole
In July 2010, Mr. Shi’s mother visited him in prison. She noticed that his hands were shaking when he picked up the phone. In April 2011, prison officials sent his family a notice that Mr. Shi would be released on bail for medical treatment, because he could no longer be imprisoned due to his illness.
When his family went to the prison to pick up Mr. Shi and take him home, the director of the Jijia Village Police Station refused to sign the release form. As a result, Mr. Shi continued to suffer in prison.
Drenched in Water and Shocked with Electric Batons
Starting in mid-May 2012, Division No. 11 of the Siping Prison intensified the brainwashing of Falun Gong practitioners, including Shao Changpu, Li Wen, Mr. Shi and others. Mr. Shi was again severely tortured.
On the morning of July 6, 2012, the division head, Zhou Jijia, led prison guards Li Jun and Li Cheng, as well as inmates Yan Dequan and Zheng Wei, to bring Mr. Shi to his office. At that time, all other inmates were working, and there was no surveillance monitor in the office.
Li Jun put handcuffs on Mr. Shi, and inmates Yan and Zheng pushed him to the floor and stepped on him. Zheng poured cold water on him, and then Li Cheng shocked his neck and back with electric batons. Zhou Jijia supervised the torture.
Mr. Shi lost consciousness. During the torture, he bit off a part of his tongue due to the extreme pain.
The guards didn’t take him to the hospital right away; they waited until around 11 a.m. Mr. Shi was hospitalized for half a month and required 9 stiches.
Mr. Shi has been unable to speak in the mornings since this brutal torture. He regains some of his ability to speak by the afternoon. He often bites his tongue when he eats.
His family noticed that he had become very weak and questioned Zhou Jijia about what had happened to Mr. Shi. They never received an answer.
To this day, Mr. Shi still has difficulty speaking.
