How the CCP Interferes with People's Right to Appeal through Violence and Harassment (Part II)

Many Crimes Are Committed in Ruthless Follow-up Visits

The CCP perpetrators often pay hostile visits to petitioners who have been intercepted. These follow-up visits are not done out of concern for the practitioners' wellbeing--they are just another way to escalate and extend the persecution. Those who participate in the follow-up visits are mainly staff from the 610 Office, Domestic Security Division, police, the Procuratorate, the courts, Party Committee Government, local community, village and township, and hired thugs. The methods they use are very evil, including ransacking homes and making arrests, torture, extortion, taking practitioners to mental hospitals or prison, and killing innocent lives. These crimes are being carried out by law enforcement officers under orders from the CCP. They do this as government representatives "carrying out public affairs." They flagrantly commit these crimes in broad daylight.

Mr. Wang Fucheng is from Dongrulai Village, Mengyi Township, Mengyi County, Shandong Province. In 1999, he went to Beijing to appeal for Falun Gong and was detained for a month and fined 5,000 yuan by the Mengyi Township government. The officials kept making “follow-up visits” to search Mr. Wang's home and threatened him that they would arrest him. Mr. Wang had to leave home for two years to avoid the harassment.

Mr. Wang was arrested at the beginning of 2004. He was brutally beaten in Chapeng Police Station by local officers and agents from the 610 Office. He lost consciousness and was taken to Mengyin County Hospital. He was then secretly sentenced to 12 years by Mengyin County Court. The same year, on July 20, he was sent to Shandong First Prison. Since then, the guards and inmates have been torturing him. He has been beaten, made to stand facing the wall, and had bright lights shone into his eyes. He was not allowed to use the toilet when he needed to. Especially during the 2012 New Year, Mr. Wang Fucheng and Mr. Gong Maohai were tortured. He is currently detained in the 11 th Ward of Shandong Province Prison.

Mr. Li Zongchen and his wife, Ms. Ji Liying, are practitioners from Nanbao Village, Dongdu Township, Xintai City, Shandong Province. Ms. Ji went to Beijing to appeal for Falun Gong in September 2001 and was arrested by plainclothes police. She was interrogated by officers from Tiantan Police Station and later was taken back by deputy mayor of Xintai City, the head of the 610 Office, and the head of Dongdu Township Police Station. After she was detained in Xintai City Detention Center for a month, she was sentenced to two years of forced labor and taken to Shandong Province First Women's Labor Camp.

After she returned home, the couple was frequently harassed and visited by the local authorities. Su Baoqun, formerly from Xintai City Domestic Security Division and currently the deputy head of Wennan Police Station in Xintai City, along with Ge and others from the township and village, ransacked their home and took their recorder and Dafa books including Zhuan Falun. They pressured the couple to write guarantee statements and began monitoring their home and tapping their telephone. Because of their tough financial situation, Mr. Li decided to go out of town to work. Xintai Domestic Security Division officers went to Heigou Coal Mine in Xunyi County, Shanxi Province, at 2:00 p.m. on March 21, 2012, to arrest Mr. Li who was working there. They detained him for a month. Feng Dayong, head of the Domestic Security Division, interrogated him. Then they sentenced him to one and a half years of forced labor at Shandong Province Second Forced Labor Camp.

Mr. Qin Yueming lived in the Jinshantun District, Yichun City, Heilongjiang Province. In April 1997, he started practicing Falun Gong. In October 1999, he was sentenced to three years of forced labor. In April 2002, Kang Kai and Qi You, officers from Jinshantun District Police Department of Yichun City, broke into Mr. Qin's home and arrested him. Under direct orders from Cui Yuzhong, head of the police department, and Meng Xianhua, head of the 610 Office, Mr. Qin was tortured with the tiger bench and being hung up. His legs and ribs were broken, and he couldn't walk. Later, Mr. Qin was sentenced to ten years and sent to Jiamusi Prison.

Mr. Qin passed away as a result of torture in Jiamusi Prison on February 26, 2011. He was only 47 years old. On February 27, his family saw that his lips were bruised, and a great deal of blood poured out of his mouth and nose when they turned him over. His neck, back, and legs were also bruised and scarred. Mr. Qin's family filed a complaint and request for compensation with the Hejiang Procuratorate in Jiamusi City on March 26 regarding his death. The Hejiang Procuratorate failed to take action. To punish them for filing for compensation, Mr. Qin's wife and youngest daughter were sent to Qianjin Forced Labor Camp. Mr. Qin's body has been kept for over two years.

Ms. Jia Haiying, 47, is a small business owner from Huolinguole City, Inner Mongolia. After she started practicing Falun Gong in 1996, her heart disease and asthma disappeared. She used to stoop, but after practicing, her back became straight. She was visited by local authorities many times after the persecution started and was sent to labor camps four times for a total of eight years. She was detained four times, for a total of 93 days. She was transferred back from other cities four times, for a total of 25 days. Her house was ransacked five times with losses in the millions of yuan.

While she was in the labor camps, Ms. Jia was beaten, shocked with electronic batons, hung up, put in freezing places, forced to walk on broken glass, bitten by mosquitoes and bugs, force-fed, etc. She was beaten until she bled profusely and then put out in the scorching sun. Sixteen of her relatives have either been sentenced to prison terms or sent to brainwashing centers, labor camps, or fined. They are: her mother-in-law Chen Yuqin, husband Su Deshan, brother-in-law Su Delin, daughter Su Yuebi, son Su Hongyu, mother Wang Yan, fifth brother Jia Dongwei, third sister Jia Haimei, fifth brother's wife Li Weicao, sister-in-law's brother Li Wei, sister-in-law's sister-in-law Xiao Fengmei, third aunt, eighth aunt Wang Fenglan, ninth aunt Wang Li, tenth aunt Wang Yujuan, and sixth aunt's husband Li Chunfu. Five of her relatives have passed away due to the persecution, including her father-in-law Su Qin, uncle Wang Fengming, Jia Haiying's mother's adopted mother, and two other relatives.

Mr. Qian Fajun from Dongyanma Village, Zhuanggang Township, Lingang District, Linyi City, Shandong Province, used to own a successful design business. He was hot tempered before he practiced Falun Dafa, but changed afterwards and became kind and more considerate. After the Communist regime started the persecution of Falun Dafa in 1999, Mr. Qian went to Beijing to appeal and was arrested and tortured by officers Xu Hengnian, Han Jincheng, Ma Zongtao, and Lu Xiutian from Yanmaxiang Police Station. They slammed his head against a wall, handcuffed him, beat him, shocked him with electronic batons, slapped his face, and left him outside in freezing weather in winter. They tortured him until he had bruises all over his body and the muscles in his right leg had atrophied. After he was released, he was often visited and monitored. The three times he was put in labor camps, he was tortured by guards Li Gongming, Yue Linzhen, Yang Peng, and collaborators Wang Yunbo, Xu Fayue, and Yan Huayong.

On September 23, 2011, Mr. Qian was arrested at home by agents from the Linyi City 610 Office during the busy autumn harvest season. He was taken to the Linyi Brainwashing Center. Brainwashing center head Su Wei and others force-fed him as a means of torture. Later, Mr. Qian was sent to the Shandong No. 2 Men's Forced Labor Camp for the third time by Ma Zongtao and officers Peng Xuezhong and Li Hongsen from Zhuanggang Township. Guards Wang Xinjiang and Luo Guangrong and prison doctor Zhang force-fed Mr. Qian for a long time until he was on the verge of death. They then sent him to the hospital, injected unknown drugs into his right foot, and then temporarily released him. However, Mr. Qian did not recover. He was not able to walk and was in great pain. His right foot festered and oozed pus due to the injection of unknown drugs at Basan Hospital. He could barely move his limbs, and he needed help to eat, drink, or use the restroom. He could not even get out of bed. He passed away at 9:00 p.m. on April 17, 2013. He was only 44 years old.

Ms. Yao Caiwei and her husband Mr. Zhang Tao were from Shuangcheng Cement Factory in Heilongjiang Province. After they began practicing Falun Gong, the sicknesses Ms. Yao, her husband, and their daughter suffered from all disappeared. Although the couple both lost their jobs, they still lived well and ran a small business. After the persecution started, Ms. Yao, her husband, and daughter went to Beijing multiple times to appeal. They were arrested several times and sent to brainwashing and detention centers by Zhang Guofu and Jin Wanlie, who are responsible for persecuting practitioners in Shuangcheng City Police Department. They were tortured and had to leave home to avoid harassment.

In 2002, the couple were sent to labor camps. Ms. Yao was later transferred to the “study session” held at Wanjia Forced Labor Camp. Mr. Zhang was sent to Changlinzi Forced Labor Camp. Mr. Zhang was tortured and became sick. After he went home, he was arrested and taken back to the labor camp until he was tortured to death and secretly cremated.

Their daughter, Ms. Zhang Jianhui, was sentenced to ten years of imprisonment and sent to Harbin Women's Prison. Their son, a non-practitioner, was nowhere to be found. Ms. Yao collapsed. After being released, her life was very hard. She cried all day, unable to speak clearly, her vision blurred, her arms and legs useless. She was unable to take care of herself. On May 18, 2010, Ms. Yao passed away.

On May 21, 2010, her family asked that Ms. Yao's daughter be permitted to attend the funeral, but prison officials gave orders to not even allow them through the gate. This once happy family was totally destroyed by the CCP.

The Evil within the Evil: Ruthless Follow-up Visits

By intercepting petitioners, the CCP collected first-hand information and secretly registered many practitioners on the black list and set its death quota. Then the authorities pay follow-up visits and continue the persecution.

On April 11, 2008, Ms. Huang Chengmei was working on her land when eight officers, including Wu Feng, head of the police station, and others from the Political and Legal Affairs Committee and the 610 Office of Yaodianzi Town, came to her home. When they could not find her, they asked her mother where she was and lied to her, saying, “Nothing will happen, we're just following orders to check up on her.” The kind, elderly mother believed them and led them to where her daughter was working. When they found Ms. Huang, they arrested her. Not long after, she was sentenced to two years of forced labor. Her mother felt deep regret and blamed herself. She missed her daughter terribly. Finally, in desperation and overcome with guilt and regret, the mother drank poison and passed away.

Ms. Zhu Xia is a practitioner from Guangrong Residential Area, Jinniu District, Chengdu. She has been monitored 24 hours a day and was detained in a labor camp for a year and a half. She was tortured in Nanmusi Women's Forced Labor Camp. When her term was up, she was taken to Pi County Brainwashing Center by He Yuanfu, head of the 610 Office. She was tortured there for over six months. Three months after she was released, she was visited by her tormentors. In June 2003, she was arrested and taken to three brainwashing sessions for ten months in Pengzhou City, Pi County, and Xinjin County by He Yuanfu. She was beaten, injected with unknown drugs, raped, brainwashed, and constantly deprived of sleep. The prison officials paraded her around the streets to humiliate her. She is only 32 years old. She used to be a healthy and vibrant woman, but she suffered a mental breakdown.

When Ms. Zhu was detained in Pi County Brainwashing Center, they injected her with unknown drugs. She was raped by Liu Wei and another man. After she returned home, she was afraid of taking a shower and said she would be raped if she did. She often puts her arms around her head as if protecting herself from being beaten, and in a terrified voice screamed, "Are you going to rape me?" The family sent her to a different city to rest. In order to take care of her, her husband Wang Shilin (a Falun Gong practitioner, detained in a labor camp three times) was forced to close their shop. Their son was forced to quit school. Fuqin Police Station officials used the excuse that they were going away to notify Rangtang County Culture and Education Bureau to have Ms. Zhu's mother, Ms. Ni Qinghui's, salary stopped. Ms. Ni is also a Falun Gong practitioner. This made the family's life even harder.

Ms. Wang Chunling from Huaiyang County Textile Factory in Zhoukou City, Henan Province, was a deputy head of the labor and resource section in the factory. She was very capable and kind. In 1996, Ms. Wang started practicing Falun Gong. At the beginning of the persecution, she and several other practitioners went to Huaiyang County government office to appeal. The officials arrested them and took them to Chengguan Township Police Station. In October 1999, Ms. Wang went to Beijing to appeal. After she was intercepted, she was arrested by police officers Ren Wei, Zhao Min, Zhao Jishan, Chen Jiachang, and Ge Shouling. She was forced to leave home to avoid the persecution.

On February 20, 2004, officers from Zhoukou City arrested 18 practitioners. Ms. Wang Chunling was one of them. She was sent to Taikang County Detention Center. In the morning on July 8, Zhoukou City Court held a secret hearing at the Chuanhui District Court. Ms. Wang was sentenced to 10 years and sent to Xinxiang Women's Prison of Henan Province. She was tortured in the prison until she became a vegetable. She was sent home for “medical parole.” After resting at home for a while, her condition improved. The prison authorities heard about it and went to visit her to threaten her and attempted to take her back to prison. She had another stroke and her health deteriorated. At 3:40 a.m. on May 3, 2013, she passed away.

Ms. Zhao Deqiong is retired from Nanchong City Petrol Refinery Factory in Sichuan Province. After the persecution of Falun Gong began on July 20, 1999, she was arrested, detained, fined several times, and suffered mental and physical persecution. In 2009, Ms. Zhao wrote an appeal letter to the Sichuan Appeals Office about the persecution she suffered for practicing Falun Gong. Her letter detailed how the officials from the local 610 Office, the police department, her workplace, and the local residential committee persecuted her. For example, Du Weijia, deputy head of the Shunqing District Domestic Security Division, took Ms. Zhao's house key and confiscated many of her personal belongings after entering her home. Officers also threatened her family members.

Around 3:00 p.m. on March 7, 2012, more than a dozen people including Zhang Guangxiang, head of the Shunqing District 610 Office in Nanchong City, Sichuan Province; judge Xu Wenying from the Shunqing District Court; and officials from the Shunqing Procuratorate, a local residential committee, and a local police department broke into Ms. Zhao's home. Judge Xu entered the bedroom where Ms. Zhao was bedridden and ordered her to sit up and answer questions. Xu declared that Ms. Zhao was guilty of “using a heretical organization to undermine the implementation of law” because she appealed for justice for Falun Gong and wrote “Falun Dafa is good and Truthfulness-Compassion-Forbearance is good” on a girl's hand in the park. Xu said, “We will wait for five minutes. If you cooperate, you will be allowed to delay your sentence for three years, and your salary will not be stopped. If you do not cooperate, you will be sentenced to three years in prison and your salary will be stopped.” No one said anything. Xu said, "The five minutes are up. It means that you agree. You will be sentenced to three years of imprisonment and your salary will be fully deducted.”

Mr. Lu Yuping started practicing Falun Gong in 1995. He was named model worker at the Songling District Property Tax Bureau. In 1999, because Mr. Lu refused to renounce Falun Gong, he was sentenced to three years of imprisonment. After he was released, he was harassed and monitored at home. He had to leave home to avoid the persecution. He was later arrested in Jiagedaqi City and taken to Jiagedaqi Detention Center. He was whipped with belts, forced to sit on the tiger bench, and had a lit cigarette pushed up his nose. He was tortured for over 14 hours and he was covered with bruises. He had hard time breathing and walking.

In 2002, he was secretly sentenced to 14 years by Jiagedaqi Court. In March 2003, he was sent to Tailai Prison. The guards instigated inmates Lu Deng and Li Long to torture Mr. Lu until he lost consciousness. Later, he was hospitalized and diagnosed with enteritis and tuberculosis. The prison doctor and prisoners beat him regularly, injuring his kidneys and disabling his arms. Many of his inner organs deteriorated. He could not eat or sleep and became extremely skinny. The guards still pressured him to write the guarantee statement. At 3:40 p.m. on May 30, 2009, he died in Tailai Prison as a result of torture. He was only 51 years old. The family went to Heilongjiang Law Enforcement Bureau to appeal the injustice. There still has been no response.

Ms. Zhang Ziqing is 55 years old and lives in Shibao Township, Gulin County, Sichuan Province. Over the years her family has been persecuted and broken apart by the CCP. The persecution has taken away her three family members. After the persecution started in July 1999, Ms. Zhang and a dozen other practitioners wrote a letter explaining the truth about Falun Gong and asking for an end to the persecution to Gulin County government office. The government used this as "evidence" to persecute Ms. Zhang.

Ms. Zhang has been harassed, arrested and monitored by Fu Zhigao, former Party head of Shibao Township; Xu Bin, current Party head; Zeng Yi, former head of Shibao Township Police Station; Xu Qilin, current head of the police station; Chen Hanzhao, a staff member of Gulin County 610 Office; and others from Gulin County Police Department, the detention center, Gulin Court, and the Procuratorate. She was tortured and sentenced to four years of imprisonment. She was tied to a death bed, injected with unknown drugs, beaten, handcuffed behind her back, force-fed, bitten by mosquitoes and bugs, etc. Her entire family was harassed and arrested. Her husband was sent to prison. Her father passed away because of the extreme pressure. Her older son died from sickness and her grandson died at a young age.

Mr. Xu Langzhou 39, used to be a traffic police officer from Panzhihua City, Sichuan Province. After he started practicing Falun Gong in 1994, he was given the Outstanding Officer award many times. After the persecution started, he went to appeal for Falun Gong and was fired. He was visited and detained. He was sent to labor camp and prison once. He was tortured by Wang Zhidan from Panzhihua City 610 Office and officers Qin Gang, Zou Yongjun, and Sun Zhiwen from the Domestic Security Division. He was tied to a death bed, shocked with electric batons, tied up and left out in the scorching sun, made to do slave labor in hot weather, etc. His wife was pressured into divorcing him.

On November 1, 2004, Mr. Xu was sentenced to eight years and six months. In January 2005, he was sent to Guangyuan Prison in Sichuan Province. Later, he was transferred to Wumaping Prison in Leshan. Just when Mr. Xu's term was almost up, Zhu Wei, head of Wumaping Prison, instigated inmates to hang him up and beat him for seven days around the clock until he was on the verge of death. Then they sent him to Chendu Judicial Police Hospital. On March 18, 2012 the family received notification and hurried to the hospital, but Mr. Xu had already been pronounced dead. The family saw a cut on his stomach, two holes on each side of his lower back, and huge bruises around his chest and ribs. Was it murder or organ harvesting? The hospital and the prison staff did not want to show the family the death certificate or tell them the cause of the death. They also threatened the family.
