(Minghui.org) Ms. Qie Lili, a Chinese and art teacher at the Xili Elementary School in Shijiazhuang City, was illegally sentenced to four years in prison by officials from the Luquan Municipal Court of Shijiazhuang. This is the second time that she has been wrongfully sentenced to four years in prison. She plans to appeal the sentence.
Ms. Qie was distributing a New Year's gift set containing truth clarification materials on December 23, 2012, when she was arrested by officers from Luquan Upper Village Police Station in Shijiazhuang. She has been imprisoned at the Shijiazhuang Second Detention Center since then.

When a trial was held for Ms. Qie, Wang Hao, the public prosecutor from the Luquan City Procuratorate, charged her with “using a heretical organization to undermine the implementation of law.” Ms. Qie pointed out that she had not done anything illegal. Wang couldn't provide an answer when the defense lawyer asked him to present evidence.
When asked to justify the charge against Ms. Qie, Wang Hao started reading an internal notice of the Supreme People's Court and the Supreme People's Procuratorate. The defense lawyer pointed out that this internal notice does not amount to law and asked, “Does an internal notice have precedence over the law?” Wang Hao had no rebuttal.
In the end, Ms. Qie's lawyer requested her immediate release because the charge filed against her had no legal justification. However, the Luquan Court judge disregarded the attorney's arguments and sentenced Ms. Qie to four years in prison.
Previous Unlawful Four-Year Sentence
This was not the first time that Ms. Qie was given to an unlawful sentence. She had just gotten out of Hebei Women's Prison on August 1, 2012 after being sentenced to four years in prison in 2009.
On August 1, 2008, Ms. Qie was early for an appointment with a client. Officer Zhang Xianli from the local Domestic Security Division appeared and arrested her. Soon afterward, the client called Ms. Qie on her cell phone, which was answered by officer Zhang.
It was then that he realized he had made a mistake and arrested the wrong person. Appallingly, he said to Ms. Qie, “It's not your lucky day that you met me here, so I will arrest you anyway.”
Officer Zhang later denied that he had made the arrest and claimed that someone else at another division made the arrest.
Eventually Ms. Qie was told by the two policemen who handled her case: “We don't want to take your case, but we cannot help you since this case has been pushed on us by our superiors. The Qiaoxi Police Department has already approved the arrest, so we have no choice but to go through the prosecution procedures.”
Ms. Qie was sentenced to four years in 2009 at the Yuhua District Court in Shijiazhuang. She was taken to the Hebei Women's Prison, where she was subjected to torture and slave labor. She was released on August 1, 2012.
Since the start of persecution against Falun Gong in July 1999, Ms. Qie has been detained nine times for a total of nine years. She has been held in a detention center, brainwashing center, labor camp and prison.
