(Minghui.org) Mr. Huang Liqiao was sentenced to seven years in prison in 2012. Despite repeated attempts and assistance from an attorney, his wife has never yet been allowed to visit him.
Mr. Huang Liqiao, an engineer with the Tianjin Seamless Steel Tube Company and a Falun Gong practitioner, has been arrested and sent to forced labor three times. He was arrested again on April 7, 2012, and sentenced to seven years on September 26. He is being held in Yangliuqing Prison in Tianjin.
Since 2012, Mr. Huang's wife has wanted to visit him, but guard Zhang Hui and deputy warden Wang Xin told her that she had to get permission from the Security Department of Tianjin, the Protection Division, the Legal and Political Affairs Committee, and the Bureau of Prisons.
Mr. Huang is in very poor health. One of the other inmates reported that he is suffering from kidney problems.
Prison Authorities Thwart Ms. Ge
After Mr. Huang was diagnosed with tuberculosis in prison in October 2012, his wife, Ms. Ge Xiulan, wanted to see him but was refused access.
Ms. Ge and Mr. Huang's lawyer went to the prison to get Mr. Huang to sign a power of attorney in November 2012. Guard Zhang Hui didn't let them in and also refused to pass along the appeal documents to Mr. Huang.
In December Ms. Ge tried to see her husband again. Zhang Hui said, “You've got to go to the 610 Office or higher authorities to get permission.”
In early 2013 Ms. Ge asked the prison authorities why they didn't allow her to see her husband. Deputy warden Wang Xin replied, “No legal reason whatsoever. If you want to sue us, go right ahead.” He pushed her out of his office.
Other guards told her that, during the several months that she went to the 610 Office, the prison authorities said that, because his family members also practiced Falun Gong, they couldn't visit Mr. Huang. They told the visitors to go back to the 610 Office and the Political and Legal Affairs Committee of Tianjin if they wanted.
In January 2014, Ms. Ge told the guards that she had a right to see her husband, that it was against the law to deprive her of that right. The prison authorities said she had to contact the 610 Office for the visit.
Mr. Huang's wife went to the 610 Office located at 14 Hubei Avenue, Tianjin City, on January 16, 2014. She was denied entry to the 610 Office by the receptionist, who said that the identities of the Political and Legal Affairs Committee officials must remain confidential. She hasn't seen her husband for a year and a half.
Mr. Huang's Background
Mr. Huang had worked for Seamless Steel Tube Company of Tianjin as a technical engineer since 1988. His illnesses disappeared after he started practicing Falun Gong, and he was respected by his colleagues. He once served as the inspector of the department of energy.
His position gave him considerable power, but he had never abused it or accepted any bribes from customers. He was a model employee. When the company was established, the company signed a lifetime employment contract with him in order to keep him.
Persecuted Since 1999
Mr. Huang was repeatedly arrested, tortured, shocked with electric batons, beaten with boards, hung up, and deprived of sleep in Shuangkou Forced Labor Camp. He has been abused in general since July 1999 because he practices Falun Gong and has told people the facts about the persecution.
He suffered from symptoms of kidney failure twice due to the persecution. He found out that his company had canceled his lifetime employment contract without his consent in 2010, after returning from the forced labor camp for the third time. Mr. Huang refused to acknowledge the cancellation, and took the company to the Second Intermediate Court of Tianjin. The judge was sympathetic but did not make a judgment because Mr. Huang practiced Falun Gong. The case was drawn out for a long time without resolution.
Mr. Huang went to the city government, the national people's congress, the police department of Tianjin, etc. to file a grievance against the three departments involved in his third detention (Hongqiao District Police Department, Hongqiao District National Security Division, and Dahutong Police Station) for confiscating his property. He phoned the 610 Office three times, demanding redress. To stop Mr. Huang from petitioning, the 610 Office of Tianjin directed officers from the Hebei District Public Security Bureau to arrest him and had him sentenced to seven years in prison on April 7, 2012.
