(Minghui.org) Under orders from the Qingdao City610 Office, police arrested Ms. Lu Xueqin, Ms. Yuan Shaohua, Mr. Yang Naijian, his mother Ms. Liu Xiuzhen and other Falun Gong practitioners on May 2, 2013. Ms. Lu has now been held for more than nine months in the Qingdao No. 3 Detention Center. As a result of abuse in detention, many of her former illnesses have recurred and her life is in danger.
Before the Persecution
Ms. Lu and her family before the persecution
Ms. Lu Xueqin, 52 years old, lives at Xiushui Road in Sifang District, Qingdao City. She used to have many diseases, including heart disease, pyelonephritis (kidney infection) and cholecystitis (inflammation of the gallbladder), which made it extremely difficult for her to take care of herself. She had been to hospitals in other provinces for treatment, and she also practiced Qigong. However, nothing had really healed her illnesses. She was so ill that she began to make detailed arrangements for her funeral.
At the end of 1996, Ms. Lu began to practice Falun Gong and became healthy.
Arrested and Interrogated in the Detention Center
Ms. Lu was illegally arrested at home on May 2, 2013. She was subjected to torture in detention. Agents from the Qingdao Police Department interrogated Ms. Lu for nine days consecutively. On July 16, people from the “426 Special Case Team” of the Shandong Police Department were stationed at the detention center. They didn't see her in a regular meeting room, but rather in a room right beside the clinic, inside the detention center.
Ms. Lu was interrogated by four police officers every day from 9:00 a.m. to 5:00 p.m. from July 16 to August 9. Sometimes they interrogated her until 10:00 p.m. They used various torture methods on Ms. Lu. A guard shouted: “Even though we won't beat you, we will torture you. If you have a relapse of any of your illnesses, the medical office is right here. We are prepared to 'rescue' you. We will treat you like someone who has received the death penalty.” Guard Shao Pengfu shouted and cursed at Ms. Lu. Guards that participated in the brutal interrogation included Qiang Da, Zhang Dui, as well as female guard Wen Yingxin.
Former Illnesses Relapsed
When Ms. Lu met with her lawyer on December 11, 2013, she said that she felt dizzy. Between November 13 and December 11, 2013, she lost consciousness four times. Doctors from the Chengyang People's Hospital No. 3 gave her emergency treatments, including oxygen, blood pressure medication as well as other drugs. Afterward, she couldn't get out of bed for four to five days. She felt numb, dizzy, nauseated, had chest pain, trouble breathing, and back pain. She had no feeling in her left side and had trouble when she went to the toilet. She had no bowel movement for 10 days. She couldn't take care of herself, and needed people from her cell to help her. She also couldn't eat anything.
When her lawyer met with Ms. Lu again on January 3, 2014, Ms. Lu told him that she'd had a relapse of her heart disease. She told him everything that had happened to her and that her physical condition had deteriorated severely from the time they met last.
Starting January 23, 2014, Ms. Lu could neither eat nor drink water, couldn't walk or sit down, and had to rely on injections to sustain her life.
Ms. Lu had a heart attack on January 29, 2014. Personnel from the detention center took her to a hospital for an examination on January 30, 2014. She was diagnosed with a relapse of heart disease, high blood pressure, and all her other previous problems. The doctor prescribed another four days of injections, but she couldn't take any more. He also prescribed an additional seven to eight types of medications, but due to her weak stomach, she couldn't hold anything down.
On the morning of February 19, 2014, Ms. Lu's lawyer went to the detention center to see her again and check on her physical condition. At this time, she was paralyzed from the waist down and she couldn't walk. People from the detention center tried to stop the lawyer from seeing her. Ms. Lu insisted on seeing her lawyer. She was allowed to meet with him later, but someone had to carry her out. Her lawyer noticed that Ms. Lu's condition had deteriorated even more. During their meeting, she had to lie face down, and someone had to bring her in and carry her back to her cell.
Family and L awyers Demand Release
On the afternoon of February 29, 2014, Ms. Lu's two lawyers went to see judge Wang Ge from the Shibei District Court in Qingdao City, and submitted a letter entitled “Defendant Demands Release at an Earlier Date” and an accusation letter, which was jointly written by Ms. Lu, her family and the defense lawyers. Ms. Lu's husband also submitted an “Application for Bail for Ms. Lu” to the judge. On top of that, he called the police hotline to report Ms. Lu's physical condition, and demanded that the relevant department handle her situation as soon as possible.
Ms. Lu's lawyers and her family went to see Public Prosecutor Yang Xiaoying from the Shibei Procuratorate that afternoon and submitted the above mentioned materials to her as well. Yang first said that she had to go somewhere and would come back shortly to receive these materials. Two minutes later, she called and said that her boss would not allow her to handle this matter. Finally, she stalled further said that she had to go to a meeting, of which she'd been informed on short notice.
On February 20, 2014 Ms. Lu's family sent the three letters by registered mail to various government offices, judicial and legal institutions and the people's Standing Congress Committee.
Event Replay
By order of the Political and Judicial Committee, and the 610 Office in Qingdao City, police officers from the Qingdao City Police Bureau dispatched more than 70 officers on May 2, 2013 to surround the residences of Ms. Lu Xueqin, Ms. Yuan Shaohua, Mr. Yang Nanjian and his mother Ms. Liu Xiuzhen. All were then arrested.
At the time, the reason for the arrest was cited as “Falun Gong practitioners were having a party.”
Police officers issued arrest warrants on June 9 to the practitioners' families. They framed the practitioners with the crime of “organizing and making use of an evil cult to undermine the implementation of the law.” After that, it seemed that the police received an order of some kind, and they changed the above mentioned crime to “Inciting and overthrowing the regime.” They also forced the practitioners' families to sign these papers.
During that period, police officers from Qingdao City used a variety of means to interfere with the lawyers so that they could not meet with their clients. They also tortured Mr. Yang Naijian, Ms. Feng Hua and Mr. Li Hao. Ms. Lu's family hired a lawyer for her, but when the lawyer came to meet with her, he encountered interference from the authorities. The lawyers for Mr. Cui Luning, Ms. Liu Xiuzhen and Mr. Li Hao encountered the same situation. They were not allowed to see their clients, and were told the reason was that they might “disclose state secrets.”
The lawyers jointly wrote a petition on June 28, 2013. In the petition, they demanded that the authorities withdraw the so-called charge of “Inciting and overthrowing the state regime,” and release the practitioners immediately.
Chinese Communist Party officials from Qingdao City tried to transfer the case to the Qingdao City Procuratorate. As the fabricated crime didn't hold, the case was returned. People from the Qingdao City 610 Office and police officers changed the name of the crime again, and separated the cases. The material on Ms. Lu and Ms. Yuan was transferred to the Shibei District Procuratorate in Qingdao City on December 20, 2013. Five days later and without going through a thorough investigation, the Procuratorate brought this case to trial at the Shibei District Court.
The case of Mr. Cui Luning and Mr. Li Hao was transferred to the Licang District Procuratorate. They also did not conduct any investigation, and the case was quickly brought to trial at the Licang District Court. The case for Mr. Yang Naijian, Ms. Liu and her son, Mr. Feng Hua, was transferred to the Chengyang District Procuratorate.
