(Minghui.org) On February 14, 2014, Mr. Qiao Zhanhe's family suddenly received news that he had been sentenced to five years and six months in prison.
His family was in shock and asked the court staff, “When did the trial occur? Why were we not notified?” Court staff responded, “Because Mr. Qiao is an adult, we do not need to notify his family.”
Mr. Qiao had been detained in the Anping County Detention Center since he was unlawfully arrested on June 25, 2013 by Sun Yihe and other agents from the Domestic Security Division of Anping County Police Department.
Mr. Qiao Zhanhe, 64, is a villager from Wangying Village, Ziwen Township, Anping County, Hengshui City, Hebei Province. For the past few years, he has been practicing Falun Gong, along with his daughter, Ms. Qiao Naran. Because of their belief in Falun Gong, they became targets of persecution by the local authorities under the instigation of Sun Yihe.
On the afternoon of June 25, 2013, at Wangying Village, Ziwen Township, Anping County, villagers who were standing outside saw 20 to 30 outsiders come into the village. The villagers wondered what was going on and asked them, “What are you doing here?” They replied, “We came to fix some wires.”
After that, the group broke into Mr. Qiao's home, and arrested him. It was later reported that they were actually police officers led by Sun Yihe from the Domestic Security Division of the Anping County Police Department. They didn't drive police vehicles, wear police uniforms, or produce any I.D. To avoid outrage and resistance from the villagers, they didn't dare to admit that they came to Wangying Village to arrest Mr. Qiao.
On September 11, 2013, after Mr. Qiao had been held at the Anping Detention Center for more than two months, Sun submitted trumped up charges against Mr. Qiao to the Anping Procuratorate.
On September 27, 2013, due to lack of evidence, the Anping Procuratorate returned Mr. Qiao's file to the police bureau.
In order to obtain “evidence” against Mr. Qiao, Sun contacted and harassed Mr. Qiao's daughter several times. He tried force her to sign fabricated documents using coercion and bribes, but Ms. Qiao refused.
Sun then conspired with Yan Xinkuan, Jia Dongsheng, and Zhu Yunfang from the public appeals department in the Procuratorate to send Mr. Qiao and his daughter to trial.
At 3 p.m., on January 20, 2013, Sun Yihe, Wang Jianzhong from the Defense Team, director Su Junzhao and Political Instructor Cui Chao from the Ziwen Township Police Station, and suddenly broke into Mr. Qiao's home. As they ransacked his home, they confiscated a DVD writer and several Falun Gong books.
Police officers forcefully handcuffed Mr. Qiao. He struggled with them for nearly three hours, then suddenly lost consciousness. A family member rescued him and took him away. Mr. Qiao became homeless for a period of time after that to avoid arrest.
When Sun and others couldn't arrest Mr. Qiao, they went to his daughter's home. They found no one there, so they broke through her security door and broke into her house, then they confiscated her computer. After that, they went to the place where Mr. Qiao raised cows, broke into that place by breaking the lock, and then they stole a few boxes of paper.
The next day, police officers went to Mr. Qiao's home. They threatened his family by saying that they would sentence Mr. Qiao to seven years in prison and Ms. Qiao three years. If they didn't want Mr. Qiao and his daughter to be sentenced, the family could pay a fine instead of 10,000 yuan for each year of their sentence.
Ms. Qiao's husband was afraid that his wife would be arrested, so he agreed to Sun's demands. He also used his connections to bribe Sun, giving him 2,000 yuan. Besides that, he took Sun out for lunch at Anping Hotel.
On February 2, 2013, according to Sun's instructions, Ms. Qiao's husband took his wife to the police bureau. After Ms. Qiao reported to the police, she was able to return home. However, at 7 a.m next day, Sun and six other officers went to their home and arrested Ms. Qiao, and then detained her in Anping County. Later Sun transferred her to a detention center in Hengshui City. During her transfer, Sun extorted five hundred yuan from her family for her “living expenses.” It was said that Sun had her arrested a second time for the purpose of getting more money from them. Her family had close to 30,000 yuan extorted from them and only after that was Ms. Qiao released.
