Mr. Wang Shengliang
Mr. Wang Shengliang was taking a nap in his van on the roadside near Shizhu Bridge in Shaodong County, Hunan Province at around 4:00 a.m. on August 4, 2013, when a group of thugs saw his van's out of town license plate and blocked it by parking another vehicle in front of his. The thugs dragged him out of his car and beat him unconscious. After he woke up, his entire body was in pain. His right temple was in extreme pain and his left ear was bleeding.
The thugs were hired by, and took orders directly from the Shaodong County police. Officers from the local police department later arrived at the scene and rewarded them by buying them cigarettes. The police also brought some Falun Gong materials and took pictures of Mr. Wang with the materials, which they had placed inside his van. The photos were used as “evidence” to arrest Mr. Wang and take him to the Shaodong County Detention Center.
Mr. Wang was interrogated while in police custody from August 4 to November 4, 2013. The authorities found out about the prior prison term he had served for practicing Falun Gong and made every attempt to escalate his case into a major one. Mr. Wang's case was submitted to the Shaodong County Procuratorate, who sent special staff for investigation and interrogation. Mr. Wang remained calm, and recounted the entire process of his arrest while being interrogated by the Procuratorate staff.
The case was dismissed by the Procuratorate in January 2014, and sent back to the county police department. However, under the leadership of Long Yanyun, captain of the Domestic Security team, and Li Xiangfan, deputy captain, the county police did not release Mr. Wang until March 3, 2014.
While he was detained, Mr. Wang's family requested to visit him more than twenty times before the authorities finally allowed it. Mr. Wang also requested to have a medical examination of his injuries while he was detained at the Shaodong County Detention Center. The detention center authorities kept him shackled and handcuffed before taking him to the hospital for the medical exam, but because Mr. Wang refused to be shackled and cuffed as a criminal, in the end he was denied treatment.
Mr. Wang had been arrested several times since the persecution of Falun Gong began on July 20, 1999. His home had also been ransacked many times. He was forced to become homeless to avoid further persecution. In 2001, he was illegally sentenced to five years in prison and detained at the Jin City Prison in Hunan Province, where he was tortured by prison authorities. In 2010, he was arrested by the authorities in Shaoguan, Guangdong Province.
