(Minghui.org) The local Procuratorate in Gansu Province refused to process the bail application of a former refinery worker in critical condition.
Mr. Lu Yunfei, 44, was sent to the Lanzhou No. 2 Hospital on April 18 upon being rejected by the prison hospital due to his dire health situation. He looked severely emaciated when his family saw him there. He could not speak, his lips were dry and cracked, and he had no control over his urine and bowel movements. Despite all of that, his feet were still shackled to the bed.
Mr. Lu was diagnosed with a stomach perforation. The doctor told the family that he was in critical condition and could only receive conservative treatment, as he might not be able to survive a surgery. The director of the detention center urged the family to take him home as soon as possible.
When the family spoke to the Lanzhou Domestic Security Division, they were told that Mr. Lu's case had already been transferred to the Chengguan Procuratorate. Accompanied by their attorney, the family visited the procuratorate to apply for bail. However, the application was not accepted.
Most Recent Arrest
Mr. Lu was arrested for distributing Falun Dafa informational materials and taken to the Xiguoyuan Detention Center on March 9, 2014.
For 12 days, the family didn't know his whereabouts, even though the police ransacked their home twice. They eventually learned on March 21 that Mr. Lu was detained at the Xiguoyuan Detention Center.
Less than a month after he was detained, Mr. Lu was rushed to a local hospital for emergency treatment.
Tortured in 2003
This was not the first time that Mr. Lu was subjected to severe abuse. In 2003, he was arrested by police and detained in the Lanzhou City No. 2 Detention Center, also known as Hualinshan Detention Center, for practicing Falun Gong.
There, he was forced into hard labor and tortured when he resisted. He was forced to kneel and had their hands cuffed and feet shackled. Then the police tied the cuffs and shackles together with lead wires to immobilize him and exposed him to the cold weather in the yard. He was not allowed to lean against the wall and forbidden to go to the restroom.
Mr. Lu was later taken to the Gongjiawan Brainwashing Center. The brainwashing center devoted a large amount of resources to transform FalunGong practitioners. Mr. Lu's coworker Li Fuwei and Jiang Xilin were sent over to the brainwashing center to monitor him. They followed him around wherever he went, including restrooms, and forbade him from speaking to other practitioners.
