(Minghui.org) Ms. Miao Wenchao, a Falun Gong practitioner from Harbin City, was arrested in April 2014. An arrest warrant was issued in May, but her family refused to sign it. They told the police that it was not against the law for Ms. Miao to practice Falun Gong.
These events began on March 23, 2014, when Ms. Miao and two other practitioners from Harbin City were handing out Shen Yun DVDs on Gongcheng Street in the Daoli District. People who did not understand the horror of the persecution of Falun Gong reported Ms. Miao and her companions to the police. They were arrested and held at the Gongcheng Police Station. Ms. Miao managed to escape that evening.
The police tracked her down at work on April 25 and placed her in detention for 15 days. She was transferred to criminal detention on May 9. Her family went to the Domestic Security Division many times to demand her release.
Domestic Security officers Lu Jun and Yao Shoujun, the two in charge of her case, made repeated excuses not to meet with the family. The family later managed to personally give them a truth-clarification letter.
On May 17, authorities notified Ms. Miao's relatives that her arrest was approved. Chinese law requires that an arrest warrant be signed and accepted by the family.
Ms. Miao's family decided not to sign it and spoke to Yan Shiwei and Lu Jun. They reminded the two that practicing Falun Gong is not a crime. The reason for the arrest on the warrant was "Utilizing an Evil Cult to Undermine the Implementation of the Law," which has no legal basis. The family declared they would not sign it. Yan and Lu said they only had to read it.
On May 22, Ms. Miao's case was transferred to the Public Appeals Division of the Procuratorate. When her family went to the Procuratorate to demand her release, the staff refused to meet with them and left a message that they would only talk with the prosecuting attorney. Ms. Miao's family left a truth-clarification statement at the reception desk.
In the past three months, many practitioners have been arrested in the Daoli District in Harbin City. People from the Domestic Security Division and Procuratorate have participated in the arrest of many practitioners.
