Outside the Law: Inside the Changchun Brainwashing Center

(Minghui.org) The Changchun Brainwashing Center, known officially as the “Changchun Legal System Education Training Center,” is located in the town of Lanjia, and under the direct control of the Jilin Provincial 610 Office. To hide the center from the public, its billboard is hidden inside the building.

Zou Jun from the provincial 610 Office is in charge of the daily operation of the brainwashing center. Under him are two directors, Liu Xiaofeng and a woman surnamed He. The trio then recruits “assistants,” paying them each 150 yuan per day, to help them carry out brainwashing of Falun Gong practitioners.

The Center is housed in a rented four-story building with an automatic gate. At night, a minimum of four policemen dispatched from other legal organizations would monitor the perimeter of the building.

The first floor is the lobby with TV monitors, the second floor consists of office rooms, and the fourth floor contains a conference room and living quarters for the “assistants.”

The third floor has more than 20 rooms that house detained practitioners from across the province. All the rooms are monitored 24 hours a day via audio and video surveillance cameras.

Practitioners sent there are held in separate rooms, each watched by an “assistant” around the clock. They are not allowed to leave the room without being accompanied by the “assistants,” even when they need to use the bathroom. Anyone who fails to abide by the rules would be punished severely.

At the end of the hall of the third floor is a spacious conference room equipped with computers, projectors, and various other audio and video devices. This is where the Center holds its brainwashing classes regularly for their captives – Falun Gong practitioners.

All practitioners are forced to get up at 6:00 A.M., have breakfast at 7:00 A.M., and attend brainwashing classes that lasted from 8:00 A.M. to 11:30 A.M., 1:50 P.M. to 5:00 P.M., and 6:30 P.M. to 9:00 P.M. every day. If a practitioner closed his eyes and refused to follow the assistants' requirements, they would spray water onto his face.

At the time of the writing, the “assistants” include Li Heju, Liu Shuanghui, Li Xiaoyan, Zhu Jiahui, and Gao Zhilu. They are all instructed by the 610 Office to be harsh with the practitioners.

“This is an education center, not your home!” they would say. “You cannot do things your way. If you refuse to be educated, you get jailed – that's the rule.”

Assistant Li Xiaoyan reminded practitioner Shi Bin of the “rule” on December 6, “Your wife pleaded with the police for your release, and the police agreed to set you free today.”

“But we cannot do that because you did not write your five statements [renouncing Falun Gong],” she continued.

Mr. Shi protested later that night when the video-watching session didn't end at 9 as usual, “Why do I still need to watch this video? I'm not watching it any more.”

Li reported this to her superior, Zou Jun, who came in and interrogated Mr. Shi. When Mr. Shi again refused the video, Zou punched Mr. Shi in the face and made Mr. Shi bleed heavily.

Zou then began hitting Mr. Shi repeatedly, and also threw him on the ground and kicked him.

“You think you can talk back to me?” said Zou.

The Center holds brainwashing sessions on a regular basis, and the current session was reportedly scheduled to conclude at the end of this past December. But more and more practitioners have been kidnapped and transferred to the center; at least ten practitioners are known to be still held there at the time of writing.

It is inhumane and illegal to force Falun Gong practitioners to attend any brainwashing classes, under current Chinese law.

The existence of brainwashing centers like these also directly defy the decisions of the Chinese Communist Party on the fourth plenary session of the 18th central committee of the communist party. Judging from the behaviors of centers like these, the slogans “Carry forward ruling the country according to law” and “Any government organization is forbidden to act above the law” seem cruelly ironic.
