(Minghui.org) The Chinese Constitution states that Chinese citizens have the freedom of private correspondence, although with reservations regarding "security."

The Chinese Constitution also stipulates that citizens have the right to expose any misconduct and infringement by state officials.

The current wave of lawsuits against former head of the Chinese regime Jiang Zemin, who launched the persecution of Falun Gong, is rapidly gaining momentum. Such criminal complaints should be mailed to the Supreme People's Procuratorate and the Supreme People's Court as soon as possible.

However, the Jiang faction has mobilized police forces in some areas to intercept these complaints and arrest practitioners for trying to send them. That is illegal.

Complaints Not Mailed, Not Accepted, Confiscated

The courier company in the Caofeidian District in Tangshan City, Hebei Province, told Falun Gong practitioners that, on orders from the local police, as of June 2015 they would no longer be allowed to accept criminal complaint letters against Jiang.

A few practitioners in Jiamusi City were at the local post office to mail their criminal complaints against Jiang on June 10. After one of them paid and was handed a receipt, the post office employee told them that anything mailed to Beijing had to be opened and checked. After he saw that they were criminal complaint documents against Jiang, he refused to mail them.

Two practitioners from Shifang, Sichuan Province, tried to mail their complaint at the Mazu Town Post Office on June 9, 2015. The post office refused to accept it when they saw that the recipient was the Supreme People's Court.

Mr. Wang Xinyu was arrested on June 13, 2015, because he mailed a complaint against Jiang Zemin. His home was ransacked; his personal computer, printer, Dafa books, blank CDs, and cell phones were confiscated; and he was detained for 10 days.

Zhangjiakou police officers stationed themselves at the local post office to assure that no complaints against Jiang left the post office. They confiscated all of them. The Chicheng Police Station confiscated 83 lawsuits at the post office in a single day.

Post offices in the Ninghe and Hangu Districts in Tianjin City have prohibited the mailing of criminal complaints since June 15, 2015. According to post office employees, at least 30 complaints were rejected that day.

The local post office in the Fengman District of Jilin City refused to mail out any criminal complaints against Jiang on June 15.

Practitioners Undeterred

What is being done regarding these complaints is illegal, and the names of those responsible will be recorded. Each confiscation will be investigated.

The Minghui website will continue to keep track of all those who continue to persecute practitioners in any way.

Practitioners will not be deterred from sending complaints against Jiang. The momentum is building, and no one can stop it.

Background

In 1999, Jiang Zemin, then head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.
The persecution has led to the deaths of many Falun Gong practitioners over the past 16 years. More have been tortured for their belief and even killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution.
Under his personal direction, the Chinese Communist Party established an extralegal security organ, the 610 Office, on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.
Chinese law allows for citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
