(Minghui.org) As the tide of Falun Gong practitioners across China who were illegally detained and tortured for their belief seek redress through China's legal system continues to grow, authorities still participating in the persecution attempted to strike back in Gansu Province.

Five Falun Gong practitioners were arrested in two separate incidents at the Jinchang City Post Office on May 30, 2015, by members of the Domestic Security Division of the local police department.

The practitioners were attempting to mail criminal complaints to the Supreme People's Procuratorate and the Supreme Court.

In China, plaintiffs are able to file criminal complaints, and, in recent weeks, Falun Gong practitioners all over China have been filing charges against former Chinese dictator Jiang Zemin, who instigated the brutal suppression of Falun Gong 16 years ago.

Arrested While Mailing Criminal Complaints

Three practitioners--Fan Yongcheng, Ms. Wang Zefang, and Wang Yongfang--were arrested mid-morning on May 30 from the Jinchang City Post Office. Police seized the indictment they were attempting to mail.

Later in the day, Mr. Wang Yukang and Mr. Wang Lifeng, father and son, were arrested in the post office by the same officials. Their indictment was also seized.

Mr. Wang Yukang and Mr. Fan Yongcheng have been released. Ms. Wang Zefang and Wang Yongfang were held in a 15-day administrative detention. Mr. Wang Lifeng's whereabouts remain unknown.

Ongoing Persecution

Mr. Wang Lifeng, 53, was recently released from a 9-year prison sentence for practicing Falun Gong. He has also incurred an estimated 30,000 yuan (~$4800 USD) in financial losses as a result of the persecution. His former employer at Yumen Oilfield Company refused to let him return to work after he was released.

Ms. Wang Zefang, 53, has been illegally imprisoned for a total of 8 years and detained 6 times for her belief in Falun Gong. Her home has been searched 8 times.

Ms. Wang's husband, Mr. Zhang Yanrong, died as a result of torture after being imprisoned for 12 years and held in a labor camp for two years, all for practicing Falun Gong. Their financial losses sum to at least 110,000 yuan (~$17,700 USD).

Ms. Wang Zefang's 75-year-old mother-in-law, Ms. Sun Chenglan, has been detained three times for practicing Falun Gong. She has also been fined and held in a brainwashing center for three months.

The Law

Falun Gong practitioners are entitled to their basic human right to file lawsuits against the chief perpetrator of the persecution, former Chinese leader Jiang Zemin.

The “System Reform Opinions” issued by the Supreme People's Court on May 1, 2015 stated, “In order to guarantee the right of litigants, and effectively solve the masses of the people the 'Filing difficult' problems, the reform of court system, filing review system for change registration system...the court must accept the case according to law, no unit or individual shall not use any excuse to obstruct the court has accepted the case.”

The police department in Jinchang deliberately disregarded the law to deprive citizens of their right to litigation and freedom of speech.

Background

In 1999, Jiang Zemin, as head of the Chinese Communist Party, overrode other Politburo standing committee members and launched the violent suppression of Falun Gong.

The persecution has led to the deaths of thousands of Falun Gong practitioners over the past 16 years. Many, many more have been tortured for their belief, and some have even been killed for their organs. Jiang Zemin is directly responsible for the inception and continuation of the brutal persecution of Falun Gong.

Under his personal direction, the Chinese Communist Party established an extralegal security organ, the “610 Office,” on June 10, 1999. The organization overrides police forces and the judicial system in carrying out Jiang's directive regarding Falun Gong: to ruin their reputations, cut off their financial resources, and destroy them physically.

Chinese law allows citizens to be plaintiffs in criminal cases, and many practitioners are now exercising that right to file criminal complaints against the former dictator.
