Procuratorate Returns Case Against Dalian Engineer Under Pressure from His Supporters

(Minghui.org) A Dalian engineer was arrested on July 25, 2018 after being deceived by the police to go to their office to apply for a temporary residence permit. It was reported that Mr. Liu Xiaoxiong, 32, was targeted for posting Falun Gong-related information on popular Chinese social media platforms, including WeChat and QQ.

Falun Gong, also known as Falun Dafa, is a spiritual and meditation discipline persecuted by the communist regime since 1999. With strict censorship in China, many practitioners have turned to social media to spread information about the persecution.

After three months of detention, Mr. Liu Xiaoxiong's case was submitted to the Gaoxinyuan District Procuratorate on October 15. It was recently confirmed by Mr. Liu's family that the procuratorate had returned his case to the police after receiving many phone calls from Falun Gong practitioners who called for his release.

Mr. Liu's lawyer and family visited the procuratorate multiple times in November and attempted to reach prosecutor Zou Daming after Zou denied having received the lawyer's legal opinion recommending against an indictment against Mr. Liu. The lawyer’s document was mailed out on October 28 and confirmed to have been delivered with a recipient's signature.

Prosecutor Zou refused to answer phone calls from Mr. Liu's lawyer and his family, and he refused to meet with them when they went to the procuratorate to find him.

Unable to reach the prosecutor, Mr. Liu's family went to the supervision office within the procuratorate to file a complaint against Zou and hand-delivered a copy of the lawyer's legal opinion.

Two staff members at the supervision office recorded video of them and kept asking where they obtained a list of cult organizations identified by the Ministry of Public Security, which does not include Falun Gong. (Ed.: The Chinese regime regularly charges Falun Gong practitioners under Article 300 of the criminal law, “using a cult organization to undermine enforcement of the law.”) The staff members asked the same of a notice by the China administration of press and publication that repealed its ban on publishing Falun Gong books. The staff members also threatened Mr. Liu's family not to do things against the communist regime.

Shortly after they filed the complaint, Mr. Liu's family was informed by Zou that he had returned the case to the police. Zou also told Mr. Liu's family that he kept receiving phone calls and letters from other Falun Gong practitioners, who urged him to release Mr. Liu.

Mr. Liu is currently detained at Dalian City Detention Center and denied visitation. His family and lawyer are calling for practitioners to keep up their efforts to rescue him.
