(Minghui.org) Mr. Liu Fubin, a resident of the Dorbod Mongolian Autonomous County of Heilongjiang Province, has been repeatedly denied medical parole despite his serious condition. He was arrested in 2009 for his belief in Falun Dafa and sentenced to 10 years in prison in May 2010.
Falun Dafa, also known as Falun Gong, is a mind-body practice that has been persecuted by the Chinese communist regime (CCP).
Mr. Liu has been vomiting everything he has ingested since June 2017. All his symptoms indicate organ failure and he can no longer care for himself. His family has repeatedly tried to negotiate with the prison authorities to bail Mr. Liu out for medical care, but all of their requests have been denied. Mr. Liu is on the verge of death.
The following is the appeal letter that Mr. Liu's wife, Li Shuchun, wrote to the public prosecutors of the Dorbod Mongolian Autonomous County:
Dear Dorbod County Public Security Law Officers and Public Prosecutors,
My name is Li Shuchun, and my husband is Liu Fubin. I am writing to share with you how devastating the persecution has been for my husband and my family. We have been unjustly persecuted for our faith in Falun Dafa, a practice that has benefited us in many ways.
Health and Happiness
Before cultivating Falun Dafa, I suffered from heart disease, hyperthyroidism, and bronchitis at the age of 25. My daughter, Liu Rui, who was four at the time, also had poor health. My husband's monthly income was 780 yuan, which was barely enough to pay for the medical expenses for our daughter and myself. We often had to borrow money from family and friends to make ends meet.
My mother introduced us to Falun Dafa and told me that Falun Dafa could heal our illnesses and bring us good health. At that time, my daughter had a chronic dry cough that was resistant to all medicines doctors prescribed. I decided to read to her Zhuan Falun, the main book of Falun Dafa, and three days later, she stopped coughing.
From then on, my husband and I made sure to take time every day to read Zhuan Falun and do the five exercises together. We also followed Truthfulness-Compassion-Forbearance, the principle teaching of Falun Dafa, to be good people. Gradually, all of my illnesses were cured, and our daughter also grew up healthy.
We started a small business, which helped to pay off our debts, and we even had some savings. Falun Dafa brought our family good fortune, and we lived in harmony and happiness.
Devastating Persecution
Since the onset of the persecution in July 1999, our happy home environment was turned upside down. Two days after the former CCP leader, Jiang Zemin, officially launched the persecution, we went to the park at 5:00 a.m. as usual to do the exercises but were arrested.
We were confined to the courtyard of the Public Security Bureau. Many Dafa practitioners were taken there. the police there forced us to stand in the burning sun all day long. We were released late that day and were told not to practice Falun Dafa anymore.
They could not give us any good reasons why the government would prohibit us from practicing the Falun Dafa exercises that were so beneficial. From that day on, the police frequently came to our apartment to check on us. Sometimes they knocked on our door in the middle of the night. Even our neighbors were disturbed. We were told to report to the police station if we had to go out of town.
My husband was arrested again on October 28, 1999, when he visited his friend with whom he did the exercises before the persecution began. He was forced to write statements to guarantee that he would stop practicing the exercises and was released 28 days later.
Dorbod County government organized a “brainwashing class” on January 22, 2001, one day before the Chinese New Year. My husband was locked up in Shirengou Center for 15 days to be brainwashed. I was six months pregnant with our son at the time.
I went to reason with them, but instead of releasing my husband, they transferred him to Dorbod County Detention Center, where he was incarcerated for 58 days. He was released only after we paid 2000 yuan as earnest money to guarantee that he would stop cultivating Falun Dafa.
A group of police officers broke into our apartment again on April 14, 2002. After ransacking our apartment, they confiscated our personal belongings and abducted both my husband and me. To pressure me to tell them who gave us our Falun Dafa materials, they cuffed my hands so tightly that the handcuffs even cut into the flesh of my arms. My fingers turned pale from lack of blood.
Wen Zhongge, the head of the Domestic Security Division, hit me in the face with a rolled-up newspaper. I was released that night, but they brutally tortured my husband. Guard Wang Zhongge instigated the criminal inmates in the detention center to beat him.
They stuck an iron pipe into the area of his genitals. "If you don't confess, you won't be able to have any more children by the time we are finished with you," an inmate said. Three months later my husband was sentenced to three years of forced labor for “disturbing social order” and was transferred to Daqing Labor Camp.
Police officers Liu Fanwu and Qi Jianlong broke into our apartment one evening in September 2002. They snatched our 16-month-old son from my arms and threw him onto the floor. Then they arrested me.
My father-in-law came to visit me in the detention center with my son and daughter, who was eight years old then. The guards threatened him. “If you don't collaborate with us, we'll arrest you, too,” one said.
I was given a one-year sentence for “disturbing social order” and was incarcerated in Harbin City Drug Rehabilitation Center where I was tortured to the verge of death.
I should have been released in September 2003, but my term was extended by three months. When I was finally released, my son, then two and half, did not remember me anymore. He looked intimidated when he saw me and tried to hide behind his grandmother.
My in-laws looked exhausted from taking care of two young children and constant worry for our wellbeing. My mind was tormented seeing them suffer. After my release, the police continually harassed us at our apartment.
Daqing Forced Labor Camp used all kinds of methods to torture Dafa practitioners: “Tying Up with Rope,” the “Tiger Bench,” and “Dousing with Icy Cold or Boiling Water.” They used criminal inmates and felons to torture my husband and other Falun Gong practitioners.
‘Tying Up with Rope’
My husband was locked up in solitary confinement as soon as he was incarcerated in the forced labor camp in May 2002. Guards stripped off his clothes and began to torture him by tying him up. His arms were tied tightly with thin nylon cord behind the back. The string was tied so tightly that it cut into his flesh. He was forced to squat with his lower legs positioned vertically to the ground. Guards inserted a wooden stick below his upper arms, causing excruciating pain. He was deprived of sleep for several days.
After that, guards had criminal inmates watch my husband 24 hours a day. He was deprived of sleep for seven days in a row. The criminal inmates and felons kicked and beat him if he closed his eyes even for a second.
‘Tiger Bench’
Wang Zhong, head of Division 2 ordered guards to tie up my husband on a “tiger bench.” They struck him on his face and ears so hard that bones in his ears were fractured and his ears were swollen.
Violent Face Rubbing
Guards instigated the criminal inmates to rub my husband's face with their hands so hard that the flesh on his face was broken.
Solitary Confinement
Daqing City Forced Labor Camp started a round of severe torture of Falun Dafa practitioners on October 16, 2003. Guards tied my husband, and practitioners Lu Bingsen, Hu Hongji, and Guo Fadong on “tiger benches” and then brutally beat them. After that, practitioners were locked up in solitary confinement. My husband was severely injured.
Sprayed with Cold Water with High-Pressure Sprayers
In the winter, practitioners were stripped of their clothes and locked up in a room where all the windows were kept open. They were then forced to look up, and guards used high-pressure water sprayers to shoot cold water up the practitioner’s nose. Practitioners were unable to breathe. My husband choked and could not breathe at all. Mr. Lu, a practitioner, choked to death on the spot, but the labor camp lied to his family that he died from a heart attack.
Deprivation of Personal Freedom
My husband was transferred to Suihua City Forced Labor Camp two years later and was released on January 28, 2005. After he came home, policemen Liu Fangwu and Hu Jianlong often came to our apartment to harass us. They frequently called our home phone if they did not come in person. During the entire 2008 Olympic Games, they kept watch outside our apartment 24 hours a day. We lived under surveillance at all times and completely lost our freedom.
Daughter Pepper-Sprayed, Arrested, and Sexually Harassed
The head of the neighborhood association, Yu Lixiu, came to our apartment on July 13, 2009, as soon as my husband and I returned home from work. She said that she just wanted to take a look and then left.
Soon after our daughter came home for lunch, police officers Lin Jianwei, Hu Jianlong, Liu Fangwu, and over 30 others from Dorbod County Domestic Security Division broke into our apartment. Lin cuffed my husband's hands behind his back and to a window frame.
When I protested, two of them grabbed my hands. As our daughter, 16, was about to stop them from arresting us, policemen pepper-sprayed her in her eyes and then pushed her down on the floor. My elderly father was trembling with fear, and our 8-year-old son went into hiding.
My husband's younger brother, Liu Fuze, and his wife, Zhao Mingjing, were also arrested at the same time.
Our daughter was abducted and taken without her shoes. Our personal belongings, including a computer, printer, a CD burner, over 10,000 yuan cash, and my brother-in-law's van, were confiscated.
When my daughter was interrogated at the police station, one officer touched her inappropriately. She told him firmly, “If you touch me, your own daughter will face retribution, and you'll have a car accident.” She was released the next day. Liu Fuze was released a month later after paying the officials 1000 yuan.
Severe Sentencing
Zhao Mingjing and I were given two years of forced labor on May 20, 2010; my husband was given a 10-year prison sentence. He is currently incarcerated in Tailai Prison in Heilongjiang Province. My father became ill from the stress of the ordeal and eventually died when I was incarcerated.
Our daughter often took our 8-year-old son to travel to two different locations to visit me and my husband.
Authorities Hide My Husband's Serious Condition
In June 2017, my husband was locked in solitary confinement for violating prison regulations. There was no vent in the confinement, and the summer heat made it impossible for him to eat anything. Guards force fed him, but he vomited everything and had diarrhea soon after the force-feeding. Warden Zhou Mingda threatened that they would insert a nasal feeding tube and force feed him every day, so he forced himself to eat. Still, he vomited everything he ate and drank.
Thirty-three days passed before we were finally notified that he was wasting away, and we immediately requested bail for medical treatment. However, negotiations with the prison authorities led nowhere. His situation did not improve at all. We then requested two months later that he be transferred to a bigger hospital with better facilities. However, the prison authorities claimed that the doctors in the hospital in Qiqihar City diagnosed him with mild anorexia nervosa and that it was not serious.
They lied about his medical condition because we saw the doctor's diagnosis through the window of the prison hospital chief's car. The paperwork said that my husband was seriously ill and should be transferred immediately. At our strong request, my husband was finally transferred to Tailai County Hospital on September 30, 2017.
He was once again transferred to Harbin Municipal Administration Bureau Hospital on October 18, 2017. He was diagnosed with cholecystitis, gallstones, intestinal gas, pericardial effusion, pleural effusion, ascites, inflammation on the right side of the upper jaw, severe anemia, low albumin, anorexia nervosa, electrolyte imbalance, plus superficial gastritis and reflux esophagitis.
He continues to vomit after eating and drinking. The hospital asked us to sign a notice to refer him to a hospital with better facilities. We once again asked Tailai Prison to allow him to be transferred, but the prison authorities only allowed him to return to Tailai County Hospital. They told us that we must pay a deposit of 200,000 yuan if he is transferred to another hospital.
Medical Bail Requests Denied
We were finally permitted to see him at the Harbin Municipal Administration Hospital on January 24, 2018. He was emaciated and did not even have the strength to talk. Doctors had already stopped all medication, including a nutrient solution. He would have very high fever of 40 degrees Celsius (104 Fahrenheit) after an infusion and vomit after eating.
This has gone on for more than seven months. When we asked why they stopped treating him and why we were not informed of the decision until a month later, the hospital said that it had informed Tailai Prison as soon as they stopped all the medication, and the prison also asked Tailai Hospital to bring him back.
We once again requested to bail my husband out for medical treatment, but our request was denied by prison authorities.
My husband was transferred back to Tailai Prison in June 2018. From June 2017 to August 2018, my husband's condition has been deteriorating. All of his organs are failing. Although we have repeatedly negotiated with the prison authorities to bail him out for medical treatment, they have denied all of our requests. We do not know his current condition.
The persecution of Falun Dafa practitioners has no legal grounds
Chinese law grants its citizens freedom of religion. That freedom is protected by the Chinese Constitution.
Director Liu Binjie of the General Administration of Press and Publication issued Announcement 50 on March 1, 2011, repealing notices 99 and 100 that were officially announced in 1999:
“No. 99. The notice on reaffirmation on the views of publications about Falun Gong. Number: [1999]933. Issued: July 22, 1999.”
“No. 100. The notice on banning publication of Falun Gong books and enforcing administratively its publication.”
This document is currently well-preserved on the government website of the highest authority in China.
In the document, “Decision of the Standing Committee of the National People's Congress on Banning Cult Organizations, Preventing and Punishing Cult Activities,” Falun Dafa is not mentioned. As a matter of fact, there are no laws in China that state that Falun Dafa is a cult.
My Plea
The persecution has dragged on for 19 years. Countless Falun Dafa practitioners have been persecuted, and thousands tortured to death. No other government in the world has twisted its laws like the CCP government has. The mistakes are obvious and serious, the scope is wide, and the duration is long.
This 19-year-long persecution has caused catastrophic disaster to my family. My husband and I have suffered countless imprisonments. We are law-abiding citizens who want to follow Truthfulness, Compassion, Forbearance to be good people. Which laws and regulations have we violated?
The CCP persecutes Falun Dafa practitioners, and anyone with a conscience can see clearly that the CCP is against humanity.
Public security and law enforcement officials: You have a clear understanding of the law. Ordinary Chinese rely on you to make the most rational and conscientious decisions. You should not commit crimes against your conscience. In the scope of your power and work, please be kinder and more humane. If everyone could open their hearts and treat others with compassion, we could all live in harmony.
It is a law of heaven that kindness is rewarded and evil is punished. You can help stop this persecution! I sincerely hope that you will maintain justice and choose a better future for yourselves and your family.
Public prosecutors: Please listen to my plea and grant our requests to release my husband for medical treatment. Your help will be very much appreciated!
