Crimes Committed Against Falun Gong Practitioners by Jilin Province Women's Prison

(Minghui.org) Jilin Province Women’s Prison (also known as Heizuizi Women’s Prison) is one of the institutions in China where Falun Gong practitioners are persecuted most severely.

The prison, located in Changchun, established a special ward in 2002 specifically to hold Falun Gong practitioners. Initially known as the “Education Ward,” it was renamed to “No. 8 Ward” in November 2012 when the prison moved to a different location in Changchun.

No. 8 Ward is an independent ward in a four-story building. The cold and damp ground floor holds the “strict control division,” where practitioners who refuse to renounce their faith are detained. They are subjected to daily physical torture and denied all family visits.

A new round of persecution was planned at the end of March 2018 by three prison officials—An Tongyu, head of the male prison section, Wei Lihui, deputy head of the prison, and Ni Xiaohong, division head of No.8 Ward—to try to force Falun Gong practitioners to “transform” and to write “guarantee statements” to denounce Falun Gong. They devised the following methods to persecute Falun Gong practitioners.

1. Forcing practitioners to recite prison rules and write “guarantee statements.” If they refuse, they would be forced to sit on a low, hard stool with a rough surface. In some cells, practitioners are forced to sit on such stools from 5:30 in the morning until 8:45 in the evening, including meal times. Some victims showed symptoms of frequent urination, blisters on their buttocks, and swelling and pain in their legs.

2. Deprivation of rights available to other inmates, such as the use of hot water, taking a shower, talking to family members on the phone, family visits, buying food, and having a side dish with their meal. Criminal inmates are instructed to give each Falun Gong practitioner only one cup of boiled water per day. This unlawful conduct aims to humiliate Falun Gong practitioners.

3. Practitioners are not allowed to talk to each other or to use the toilet together. They are verbally abused if they spend more time than usual in the restroom. Practitioners are not even allowed to be near each other, leave the cell, or walk near a window. They are under watch 24 hours a day and are often sworn at or beaten unprovoked by criminal inmates.

4. The prison authorities instigate criminal inmates to bully and insult practitioners, turning them into accomplices in the persecution of Falun Gong. The prison uses many unspeakable means in order to force practitioners to “transform.”

Below are specific examples.

Abuse in Solitary Confinement

Criminal inmate Liu Pingping, under the instigation of the prison authorities, often set traps to persecute practitioners. Practitioners Mr. Liu Xiangzhuo and Mr. Niu Yafen were locked in solitary confinement for three months. They were given only one spoonful of corn polenta each meal and were not allowed to wash or change their clothes.

They were also forbidden to talk and were subjected to frightening noise; during the night they were often called up to report their presence. By the time they were released from solitary confinement, they each had lost over 15 kilograms.

Inmate Liu Pingping was praised at an awards ceremony for No. 8 Ward and presented with two sets of underwear as a reward for her “meritorious conduct.”

Beatings, Brainwashing, and Force-Feeding of Unknown Drugs

Criminal inmates Gong Cuijie, Liu Li and Hao Zhaoyun worked together to abuse practitioner Ms. Li Guiying. When Ms. Li resisted on December 18, 2017, the three inmates beat her until her arms were covered in bruises.

On February 9, 2018, when Ms. Li refused to wear a prison identification card, the three inmates dragged her to sit in the front row to watch propaganda videos slandering Falun Gong. They pushed Ms. Li’s head against a wall during the ordeal, and her blood pressure spiked. Even so, inmate Gong called a guard to rebuke Ms. Li.

The inmates force-fed Ms. Li unknown drugs. Officer Gao Yang further threatened her with a pair of handcuffs, saying that he would send her to a hospital for further abuse.

Beatings by Inmates

Ms. Wang Xuchun, a 70-year-old Falun Gong practitioner, became extremely weak due to abuse in prison and developed an egg-sized lump in her abdominal area. She was often in severe pain.

Once, she wanted to rest in bed when the pain became unbearable. In response, inmate Fu Xiaodan pushed Ms. Wang down and kicked her. Practitioner Zheng Cuiling stood up to defend their legal rights but inmate Bi Guorong hit her with a stool, causing her head to bleed.

Injuries Sustained in Violent Assaults

Falun Gong practitioner Ms. Cheng Shufang was beaten numerous times by criminal inmates. They pushed her head into a full water tank, causing her to choke and cough for a long time until she lost her voice. On another occasion, a few inmates hit the back of her head hard with a remote control, causing her to lose consciousness for a few hours.

Another time, an inmate kicked her so hard that she fell to the ground and broke her coccyx. She was unable to sit for a long time as a result and often urinated blood. Her legs were also swollen.
